This years in-game Halloween event will take place between October 22nd and November 4th!
Both Heroes and Villains can Trick-or-Treat within their respective cities. As before, players go around knocking on doors to receive a "Trick" (an attacking mob) or a "Treat" (an inspiration or enhancement). However, this year players might also receive a temporary power that turns them into one of the many popular non-player characters.
More information will be available once the event starts, but be sure to mark your calendars and log in for some Halloween fun!

Due to popular demand, our Halloween costume contest is back! We are thrilled to present the City of Heroes®/City of Villains® Costume Contest. Are you ready to turn into your alter-ego? We certainly hope so, because it is time to change costume slots. Put those everyday clothes away, and pull out that spandex!
It's easy to get involved and you have the chance to win great prizes and have your character featured on the City of Heroes website!

REMINDER: So, we've already had several entries to the contest, but clearly people aren't reading the rules, or understanding the contest. This is not just a contest of your in game character, but of you dressed up like your character out in public in that costume!

On Tuesday, October 9th we have updated the Test Servers to our current build of Issue 11 and limited the access to those servers to a select group of testers. We have e-mail notification going out to that group of testers shortly, but if you patch up and can connect and log all the way on to the Training Room Test Server, well then you are in.
Selection to be included in the closed beta test of Issue 11 is pretty straightforward. We have selected testers who were helpful with previous closed betas and also included accounts who had recently logged into the Training Room.
Of course, there will be people who didnt get into the closed beta who want to be. Please keep in mind that we will be opening up the Issue 11 beta test for everyone in the near future. We are not expecting a lengthy closed beta for Issue 11. There will be development cycles for both phases of beta to take feedback and incorporate that into the Issue as we work to polish it up for Live. The closed beta gives us a smaller, more manageable group of public testers and a test environment that, because it is closed, we can iterate much faster on. This results in a higher level of polish to the features when we take things to open beta and ultimately a better experience when we go Live.
Our advance thanks for your understanding with the beta process. We will be making regular updates to the Training Room Test Server forum as the beta proceeds to keep everyone informed of what is happening.
EDIT: Also, please refrain from pestering beta testers for information about the closed beta. We ask them not to discuss the details of the closed beta test, because the point of keeping it closed is to allow us a much faster, looser testing environment. Thanks!

Personally, I'd like to see that the Mods being able help the Devs with getting feedback from the Closed Beta testers, and therefore getting speedier delivery from Closed to Open testing, than to see them being distracted.

Then i tried to use my credit card yesterday and it would not work turns out the bank flagged these as Fruad. After some (fun dealings with the credit card company) reading it sounds lile I am not the first one to have a problem like this and I will not be doing any more transfers or renames till I have more confidence in the billing system.

Keep in mind that different banks and financial institutions will react differently as they attempt to keep what they see as "high risk" transactions, like repeated low dollar amount sales, from becoming problematic. -

We're still working the details out on the prize packages, but I wanted to give some advance notification that we will be re-running the ever popular Halloween Costume Contest. You can view last year's contest here.
The rules will be pretty much the same thing, with a few twists. Get those costumes ready! -
With the introduction of the Character Transfer and Character Rename features, we want to remind our customers that Fraud Prevention is a very serious concern. This is echoed from financial institutions and credit card processing companies where a high volume of relatively low amount transactions are viewed as potentially troubling credit card activity.
Players who wish to use our Character Rename or Character Transfer services for multiple transactions in a short period of time are likely to hit a limit on the number or transactions allowed in a 24 hour period. Specifically, we have found that processing companies or the issuing banks will likely flag a card to decline additional purchases for a 24 hour period if more than four (4) such transactions are processed. We want users to be aware of these limitations so they are prepared to encounter them if they want to engage in multiple uses of the Character Rename or Character Transfer features.
If you want to say, move 10 characters, you will likely need to break this activity up over several 24 hour periods to allow for credit card processing within fraud limits. Additionally, there are $ spending limits imposed by NCsoft for Credit Cards stored on file. To read more about managing your spending limits of On File Credit Cards, please see this Support Center Article.

This has freed up millions of previously reserved names all for the taking with the new Rename feature, or for that new Hero or Villain youve wanted to start!

We will be doing maintenance on the Official Message Forums on the morning of Thursday, October 4th starting at 6 AM Pacific (9 AM Eastern).
During this time we will be trimming out old threads that have not been posted to in some time. Each forum has different parameters of how we do the pruning. For example, we never remove posts from the player guide section, while threads that haven't been replied to in over 2 weeks are deleted from the General Discussion forum. -
As of Tuesday, October 2nd the both the Character Transfer and Character Rename services are available.
If you are interested in using these services, launch the game, log in and go to character select screen. Choose the character you wish to move or rename and click the appropriate button found underneath the image of the character.

For those who are "less than happy" with the look of the Dual Blade screenshots released, please keep in mind that it's still early in the release process with time to polish up features and you don't know all the features included in Issue 11 yet. As we move into October more details will be coming out so hang on to your hats (or blades, or whatever
