Quote:This is what will keep me subscribed, no matter what. At 150+ alts (probably closer to 200 now that there are five servers I didn't have access to a year ago), most of which I enjoy playing, it would take me a lot of money to unlock even a third of them if I went Premium.I'm sure that this list won't be exhaustive, but here's some things you will lose:
1) A lot of character slots. You'll only be able to unlock 2+whatever slots you've paid to unlock/vet reward unlocks.
Adding to the list
5) 550 Paragon Points a month
6) 1 Paragon Reward Merit per month
7) The rotating Tier 9 VIP rewards upon which to use the above. They are going to be talking about the reward coming after the Celestial set at the Player's Summit. I know I will have three reward tokens waiting to get them when they rotate. -
Quote:Sure, e-mail them to yourself.Hi. I'm new. Is there an easy way to transfer items (recipes, salvage, enhancements) from character to character?
(I mean, if a friend isn't online who can help you.)
Put your global email (@yourgnamehere) in the recipient field, drag the item you want to send into the attachments box, put something (anything) in the body of the e-mail and send it.
You can then claim it later on any of your characters. Unclaimed items in e-mail vanish after 60 days, so don't wait too long before logging in the intended character and claiming the item(s). -
Quote:My favorite take on Captain Marvel is from early(ish) issues of the modern Justice Society. He is very much a teenager, with a teenager's emotions, but most of the rest of the superhero community knows him as an adult with the power of the gods.
While I'm not sure what could be done in a modernizing of Captain Marvel, I like the approach taken by the writers of the Young Justice animated. Basically a young kid in a adult body. I like that.
This created conflict within the JSA when the old guard members noticed that Captain Marvel had developed an "unseemly" relationship with the Star Spangled Kid. Billy could have said "SHAZAM!" and shown them that he and Courtney were actually the same age, but the Wisdom of Solomon wouldn't let him do it. He realized that if he were to show them that he was a teenaged boy, it would undermine his effectiveness as a superhero. He did the noble thing, and broke off the budding relationship with Courtney (he did explain why), and left the team to remove himself from temptation.
This subplot always stuck out to me as proof of why the Wisdom of Solomon is the first of his powers, before the Strength of Hercules.
I hope they manage to keep the core of the character in this new incarnation. -
It's not quite that limited. The set is available until November 18th

Some points of note:
The Hulk was around for almost 18 months before appearing in the Avengers (in which he was being manipulated by Loki). Before then, he was almost always portrayed as a misunderstood and simple brute, not actively evil or cruel. The Hulk has never (almost, WWH could be considered villainy) been a villain. Many times Hulk has been a pawn in a villainous plot, but once he discovers that he has been deceived and manipulated, he always turns against that same villain and helps the good guys.
Magneto has always been a nuanced villain. The survival and progress of the mutant species has always been his primary goal. Most of the time, he advances that goal as a terrorist, but there have been many times where he has been persuaded to try a gentler path. As there are still less than 250 mutants worldwide, Magneto is playing nice because mutantkind cannot afford to fight amongst themselves and still survive. Magneto is that very rare breed (probably unique) of terrorist who is also a realist.
Emma Frost and Juggernaut have both had life experiences that have altered their viewpoints. They backslide sometimes, but they are not irredeemable.
Quicksilver and Scarlet Witch were initially swayed by Magneto's charisma and vision, but they (and the rest of the original Brotherhood) were also abused and browbeaten by him. They were not "true believers" in his cause and methods, but reluctant soldiers. At the first opportunity to switch sides, they took it (first appearance, March 1964, joined Avengers in May 1965).
The Thunderbolts are an interesting study. Baron Zemo is still a villain. Everything he does, he does to advance himself. This was true when he formed the Thunderbolts (he formed the team so he could get access to the world's security databases, which he planned to use in his bid to take over the world), and it is still true now. By occasionally playing the "honorable" villain, he gets some leeway in the way he is treated.
The other Thunderbolts, to varying degrees, began to enjoy the acclaim and celebrity that comes with being a hero. As a result, some of them decided they wanted to actually be heroes instead of simply playing one on TV. If the choice is getting your butt handed to you on a regular basis by "Joe Random Super Hero of the Week" in the midst of some ultimately unsuccessful and unprofitable heist or preventing a heist, kicking some villainous butt and being hailed as a hero, I'd probably take hero. Villainy is rewarding only until you get caught. Heroism can be rewarding even in the face of defeat.
Venom (now Anti-Venom) as hero has always bothered me, as Eddie Brock's transformation from selfish jerk to selfless protector (who still hates Spider Man and Peter Parker) has never rung true.
The Doctor Doom storyline you mention is a surprise to me. Reading the plot summary so far, it looks like Doom has recently suffered a life changing experience (and some brain damage) that have softened his worldview. I would expect that once that pesky brain damage is fixed (which was the carrot held out to him to get him to join the FF in the first place), he will revert to his old self.
While some of the best villains are irredeemable (Joker, Kingpin, Red Skull), the irredeemable villain is also usually kind of boring. They have their schtick, and that is about it. Some of the greatest villains (Magneto, Baron Zemo) have more complex personalities that let them set aside their own plans for a while for the greater good. -

Quote:Congratulations! So, I have enough tokens to go from Tier 9 to Tier 9 VIP, but my question is this: is my only progression path to Tier 9 VIP to purchase the line of Tier 9 stuff? I really don't have a need/use for anything in that tier, and if possible would like to skip it.
Thanks in advance.
Your wish has been granted.
You don't need to buy any of the consumables in Tier 9 in order to buy the Tier 9 VIP stuff. I bought the entire Celestial Set without buying anything from Tier 9, and intend to save up future Rewards Tokens to buy the next set that rotates in. -
Quote:::blink::City of Heroes released on April 28, 2004 (A few sites incorrectly list it as April 27, 2004). It did not release on the 4th as you claim. My sub renews near the end of the month as it always has, not near the beginning of the month.
You may want to check your "facts" before posting things like that. It makes the rest of your post look suspect.
So, wait, you are saying that it wasn't the rest of the post making the rest of the post look suspect?
With or without that line, the whole post looked suspect to me. -
I'd also like to chime in that I think the Pirate code was way too expensive. I considered it for a second, saw the price tag, and stopped considering it less than a second later.
Since they overwrite your costume, rather than potentially add to it like a costume set, I see a lot less value in the costume codes. Valued as a single costume piece (40-80 points), since that what they are, I might buy them. Valued at more than a costume set? No way. -
Quote:If you were going to create a new character on a full server, you would need to delete someone anyway.which means if I want to build a new character based off of a name, I have to delete a character on a full server... that sucks
As I understood it, for the name checker, pre-Freedom, to work properly, you needed to have an available character slot AND at least one character already on the server. Granted, it could have been an early bug that was resolved, and I never got the memo. -
Quote:And I don't intend to get any of the consumable Tier 9 rewards, unless it takes longer than three months for each rotation of the Tier 9 VIP rewards. That way, I can save up and get the entire costume set at once when the new sets rotate in.No. I grabbed the signature summon and then the 3 costume tokens. Then went back and got other Tier 9 rewards.
So, no, you don't need to buy any of the Tier 9 rewards in order to get the Tier 9 VIP rewards. -
Quote:Believe it or don't, not everyone is in it for the money, power or prestige. Some characters, by concept, are Rogues or Vigilantes, and not Heroes or Villains.Let me just throw this out there. Aside from a few measely TFs and the alignment power why on earth would you not want to go full hero? Redside has always been depressing and not as rewarding as blueside. Besides being a full hero or dare I say it full villain allows you to get the merits that can be used for cheaper recipes.
Since I don't feel the burning need to IO out my characters (I have over 150 characters, obsessing over their enhancements would probably kill me), I am okay with not earning A-Merits for those characters who are Rogues or Vigilantes and needing to use other means to get those recipes, should I desire them. -
Bear in mind, you can only complete five Tip missions per day, so it will take a minimum of two days to become a Rogue, and another two days to go from Rogue to Hero.
As a Rogue, you will only receive Hero Tips for defeating enemies in Paragon City (or from heroside missions). -
It seems to me that it is Cole releasing the Hamidon Seeds on Primal Earth, and that the plan is to let them do enough damage, and kill enough of the super powered opposition, that when he arrives, he will be hailed as a savior on Primal Earth just as he was on Praetorian Earth.

Quote:Paragon can be sure that any character they create will not infringe on Marvel's copyright in any way.
I also do love the fact they are designing cool looking bosses like the Abomination. As soon as he goes into the game I will be reporting his name and will enjoy fighting him as Generic 02345765247.
They have no such control over us.
Unless that was meant to be humour, in which case: -
Quote:That sucks. Just verified from the Paragon Rewards details page. I'll concede this pointYou need to fill tier 7 to unlock IOs, not just get to it. Your calculation needs 6 more tokens.
Quote:And, it doesn't even matter where I'm at, because there are veterans who have fewer months and their will be new players. It's even worse for them, but I guess a little better considering they haven't already spent $400+ on the game, thus they get more for their $400 after Freedom.
Quote:You know your biggest mistake?
Every one of you "this system is great" advocates forgets that the subscription is still $15 per month.
"Subscribers get this for free. subscribers get that for free."
Seriously, it's not free when you're paying for it, and you don't even get to keep any of it unless you spend your monthly allowance on it and likely more.
All you're really paying for as a subscriber is the exclusives, which will likely be in the store eventually, but they aren't worth $15 per month forever and ever and ever and ever and ever and ever and ever and ever and ever and ever....
Here's where I am getting my value:
I pay $11-12 / month (annual plan).
Every month, were I Premium, I would expect to be spending on these things:
Access to inventions ($2.00 value)
Access to Auction house ($2.00 value)
Signature story arc missions ($5.00 value).
I would be spending $9 / month before buying anything else.
Add to that, as a subscriber, I am getting 400 PP / month ($5 value), and I come out ahead on the whole equation.
Plus everything else I will be getting as a subscriber (such as unrestricted access to all 150+ of my characters), and I think we subscribers are making out just fine, thank you.
Quote:That's the thing about subscription that really sucks. You either pay forever or stop paying and lose stuff.
Quote:Yes, right now you lose everything, and Freedom is better than that. But, Freedom still isn't as good as it should be, especially for you constant subscribers who they expect to shell out extra beyond 400PP every month.
Arcanaville had a great post on this in the Beta forums. The ready availability of stuff in the Paragon Market may actually curb some of our spending. If we are in the costume creator, and see a jacket or pair of boots that we like for sale, and it fits perfectly with the costume we are creating right then, we can buy it. If we never find a use for the rest of the costume pieces in the "set," then we will probably not feel the need to buy them until we find we do need them.
Quote:I don't even care anymore about what you people say.
I will either be proven right and you will conveniently forget and we'll all suffer, or I will be proven wrong and things will improve for me.
The latter is better, but I can take some satisfaction in the former being a lesson to future game company ventures to "don't be too greedy or you will fail".
The thing is, you aren't going to be able to convince most subscribers that we are getting shafted, because we aren't. Subscribers are most definitely going to be saving money over people who buy the game piecemeal.
If anybody is getting a raw deal, it is Premium players who let their subscriptions lapse. Paragon Rewards will ensure that you aren't getting shafted in comparison to Premium players who start with Freedom, but you are certainly getting a raw deal in comparison to where you were as a subscriber -
Quote:Most of the VIPs who have partaken in the Beta and run the numbers have come to the conclusion that NO ONE needs the enhancement boosters. The enhancement boosters are not a good deal at ANY price.@Lightfoot
2) I know exactly what I will get and what I will lose and I'm ok with most of it.
But like many veterans and future VIPs are upset with prices of things like the enhancement boosters, I am upset with the amount I will need to pay, and how long I will need to wait especially with finances in question, to reach the invention system unlock.
Quote:Essentially, it is so far out there that it is no longer an enticement. I'm forced to disregard it and just accept that I won't have that basic system which many others enjoy.
I just want a more fair and obtainable way to gain basic systems like the invention system, rather than waiting until I have spent about $200 more(which depends on what they sell and my finances) or spending a repeating fee every for 8 years or so.
You get one Paragon Reward token for every 1200 Paragon Points you buy. 400 points has a street value of $5, so you will get a reward token for every $15 you spend. $200 translates into about 13 Reward tokens.
If you need 13 Reward tokens to get to Tier 7 (21 token), that means you have only recently gotten your 18 month badge (6 Vet badges + 1 box + 1 year = 8; 8 + 13 = 21).
Quote:I literally can't continue to subscribe for very long let alone wanting to pay a "rental fee".
It just doesn't make sense for me to continue subscribing or to spend as much as they demand for the invention system unlock.
On top of that, subscription are beginning to look like a horrible option for this game, not because of what they have but because of all the things that will be going straight to the store requiring beyond the monthly allowance worth of spending from VIPs.
Premium members literally and realistically get the better deal, or at least will before too long, simply because they don't have a recurring payment for temporary time.
VIPs will be getting a bunch of things for the "recurring payment for temporary time" that Premium players will need to buy.
In order to get what we VIPs have for our subscription fees, Premium players will need to spend $191.50 (actually, a little more, I could not find the price for the monthly Signature story arcs), $9.00 of that will be recurring monthly (monthly Invention, Auction House and AE licenses). If, by some incredible stupidity on Paragon's part, VIPs get nothing new included in their subscriptions, it will take 32 months for Premium players to overtake VIPs on value.
This also assumes that the Premium player doesn't want more character slots than their original unlocks at $6 each or $20 for 5.
So, nearly three years for Premium players to overtake VIPs, and only if they are content with 2-9 character slots and only if VIPs get nothing else in that time that a Premium player might desire.
Quote:I'm sick of double-dipping by companies. I'm not happy that this one is on the way to that. I'm not happy that they place common and very useful statistical systems(things that make everybody's character better and work behind the veil of graphics) behind a huge amount of money for all new and many existing customers.
This is certainly not fair value for some things like that.
I said enough for smart people and those who try to understand to go back and read. I am not going to keep repeating myself and reiterating the obvious fact that "this is not fair value, but we customers deserve fair value".
I think we are. You think we are not. In this instance, our mileage definitely varies. -
I said "3 years+." If you want me to tell you exactly which Paragon Reward Tier for which you actually qualify, you are going to need to give me more info. Which is your most recent Vet Badge?
Quote:I am unable to continue subscribing at all times, not to mention not a fan of paying for time that counts down while unused(don't make me go on this topic).
If you play for one hour / month, then the game costs you $15 / hour. If you play for 8 hours a month, the game costs you $1.88 / hour. At this point, you have gotten far more value out of your dollar by being a subscriber than you get for going to the movies for one night.
Quote:I would have to spend a lot to get invention access, guaranteed, which I can't afford right now and, given the option to pay for content instead of time, would not want to spend that much on content "just to unlock" inventions when I can and should be judging the worth of content and spending money on what I feel I want, will use and is worth the price, signaling to them which content I want to see more of and what prices are worth it.
If you only need three more months as a subscriber for IO access, but can only afford to spend $7.50 / month due to financial pressures, then you will have IO access restored in a mere six months, and still only $45 spent. Give me the info I asked for, and I'll give you the scoop.
Quote:There is a purpose to a F2P/hybrid model that you "just continue subscribing" people apparently will never understand.
If this were a true F2P model, the focus would be different, and much more in line with what I think you are expecting.
Quote:Thus, you can't seem to ever understand my point and should not be arguing for me or against me without that understanding.
You, apparently, won't ever be in the position I am or even understand it.
Feel free to continue your "woe is me" act, but save it for someone else, Bubba, because it won't work on me. -
Quote:Interesting that you call others out for not "considering all facts" when you admit to arguing from blatant ignorance yourself.Last post to say 2 things for all the different versions of "Captain Oblivious" here responding:
1) I'm ignoring this thread because all you are doing is goading for a flame war and missing the blatantly obvious literal meaning of words that are bright white on a blue background(easy to see).
You apparently try to advocate seeing both sides and being objective and considering all facts, but you fail to do so yourselves. Forbin's signature about irony is oddly appropriate considering his/her actions and those of others.
You have access to the beta, you could learn all of this information firsthand, and if you don't want to download the beta client, all of the information is readily available to you on these very forums.
Quote:2) "I WANT TO WANT TO SPEND MONEY!"
That is all I have been saying. "I want to WANT to spend money."
I don't want to "need to spend money on things I already paid for".
I don't want to "need to spend money on crap I don't want at all before getting to the stuff I do want to spend money on".
(How far into paragon rewards is invention access? How much stuff that I probably don't even want do I have to get/purchase to reach that point?)
If you stay subscribed, you do not need to spend any money on anything you already enjoy. VIPs get all of the above as one of the perks for being a VIP. If you must go premium, then you will need to remain subscribed for five months after Freedom launch ($75) in order to still have access to IOs when you go premium.
Quote:I do not want(DO NOT WANT) "free".
I want "value".
Quote:I object to having the invention system unlock so late in the reward tiers, especially considering my veteran status of almost 3 years.
I will not, as a matter of principle and common sense(I'm not spending almost $200 to unlock inventions permanently), spend the money for a monthly "license", pseudo-subscription, for invention access. Doing so would be absolutely stupid unless I were to permanently access IOs very shortly, but $2 per month of guaranteed spending(since everything else would be optional) would take 100 months to unlock the inventions permanently.
So, what are we arguing about again?
Quote:Why can't they be fair to customers? Why must things be a blatant grab at as much cash as possible, especially from those that kept the game from dying all these years?
Quote:Edit:
I have a right to not pay a subscription when they give me the option.
If they are going to sell me access to a system without needing to pay the subscription then they have to price it fairly. They are not doing this for the invention system and AH access.
Oh yes, I bet you "fanboys" haven't even noticed that premium members can sell on the AH, with a separate invention license to get things to be able to sell as well, before they are able to buy on the AH. I guess you can watch your INF disappear to premium members who can't buy what you sell. Are you happy about that little issue of decreasing supply?
But I will be happy to spread the influence around, and maybe when those same Premium have all this money that they can't spend, and it is burning a hole in their virtual pockets, they might consider becoming subscribers so they can buy as well as sell in the auction house.
I'm sorry you think the Premium pricing is unfair, but dollars to donuts the pricing structure is as it is to encourage people to become and remain subscribers.
Of course, you can compare what happens when you stop subscribing then to what happens if you stop subscribing now.
If you stop after Freedom launches, you will still have access to the game, Controllers and Masterminds, selling in the auction house, merit rewards, AE (creation and rewards), huge models, medium inspirations, supergroups, chat and gmail. The only things you are losing are access to IOs, buying in the auction house and large inspiration drops.
If you stop subscribing right now, you lose access to everything.
Even if you feel the Premium pricing is unfair, you will be getting a lot more value out of your $0 per month after Freedom launches then you will be getting beforehand. -
Quote:Probably doable. Not sure how high it would be on the priority list. If the artist assigned to designing a new purse, and the animator assigned to making sure the animation still fits with the new design would be better used elsewhere, I'd rather they be used elsewhere. It might be a decent first project for new employees, though.
1. The characters playing tug of war in Talos are out of synch. It has been this way for years and it really looks bad. The fact they are fighting over what looks like an impossibly large green jewel seems silly too. Could they perhaps fight over something more conceivable, like a satchel or something? Just a thought.
Quote:2. There are some “idle” animations that seem very overused. While the trumpeting sounds of the Tuatha de Dannan is very well done, seeing them standing around punching one hoof into the other looks very out of place. Perhaps is they were pawing the ground or doing something more moose-like. Many other enemies fall in the same sort of category.
Same answer as above, probably doable, but if it is a choice between alternate animations for powers, or alternate animations for idle mobs, I'd rather have the powers.
Quote:3. Could the vehicles not all look like 70’s boat-cars? Perhaps add current models of vehicles as they come out. This could even become an opportunity for in-game ad revenue (“see the 2013 Prius…only at CoH”).
Quote:1. Could we add customizations to the Veteran powers?
Quote:2. With the advent of “rag-doll” physics in the games some time ago, the Dev team gave the battle experience a continual source of freshness and often times amusement. I wonder if we could not also do this with our powers. By that I mean not only change the colors of a power but the stance and actions of the character as the power is executed, perhaps even making them random each time, along the same lines as the random object thrown in Telekinesis.
The Devs know we want this, and the Devs want to make it happen. Patience, young Grasshopper.
Quote:3. Could the character types that use items such as swords, axes, pistols, rifles, etc. be shown to be carrying these items at all times, much like a costume part? And could the placement of such items be customizable, e.g. on the belt, strapped across the back or front?
Quote:Servers: Almost a decade ago when this game was build, virtualization was just a buzzword at best. Today we have servers that are no longer defined as a single discreet device but instead a virtual entity that exists independent of the hardware. While I realize this is probably not news to you in any way, the fact that the game is still segregated into separate individual servers reflects an increasingly antiquated paradigm. This severely hinders people who have characters they want to play that are isolated on the more inactive servers. What I would suggest instead is a single server that all players log into. In the event it becomes overloaded, it would become “full” an new server would become available, much like we do with the individual games zones when they become loaded. I realize there would have a number of challenges to implement this (AE might have to become its own zone for instance), but it would deeply enrich the CoH community as a whole, making us a true City of Heroes as a opposed to a "Multiple Dimensions of Cities of Heroes who can’t play together".
Thoughts welcome of course.
If you want to play on Freedom, then play on Freedom. I happen to like Pinnacle and Champion, and a new computer to make Freedom run smoothly is not in the cards for me at the moment. -
I'll be rerolling a few.
Psychodomina will be rerolled from Mind / Psi Dominator to Psy / Pain Corrupter. I've sat on her ever since Pain Domination came out waiting for Psychic Blast to be proliferated to Corrupters.
Particle Gal should be rerolled from Rad / Rad Defender to Rad / Time, but I may simply alter Particle Gal's story and port her story to a new alt (she is a time traveler).
Mefistofleas will be rerolled from Illusion / Rad Controller to Illusion / Time.
The Mane Event will be rerolled from a Praetorian to a Primal. She is a Brute, but she is also a hero. I hadn't finished leveling her through Praetoria yet when the I21 announcements started, so I stopped and I will level her true to concept (her origin story deals with the Council).
Bocor will also be rerolled from a Praetorian to match his story. He will remain a Dark / Dark Corrupter who starts as a hero, but the means by which he becomes one gradually corrupts him and he falls from grace. I've already rerolled him several times, and he was one of my very first characters.
Lady Warhawk will be another Praetorian to Primal reroll. She is also most definitely a Brute, but she will start as a hero and become a Vigilante, per concept.
Mekanik will be rerolled from Traps / AR Defender to Traps / Beam Gun.
Texas Hold Up will be rerolled from DP / Kinetics Corrupter to DP / Time (another time traveler).
Lord Rook will be rerolled from a Dark / Dark Scrapper to SJ / Dark.
Hamadryad will be rerolled from Plant / Empathy Controller to Plant / Poison. She really doesn't posses much in the way of empathy for any meatbag.
Rotten Johnny will be rerolled from Thugs / Poison Mastermind to Thugs / Sonic. He is a rock star after all.
New characters:
Annie Dromeda will be either Beam Gun / something Blaster or something / Beam Gun Defender. She is a space cop come to Earth to help with the Coming Storm. She is fascinated by the Old West, so her costume will have sci fi and western elements (think Galaxy Rangers).
And plenty more, with all these new powersets, and the fact that I haven't even touched Zukunft, Vigilance and Defiant servers yet, plus the new VIP server, I will have lots of room for brand new alts. -
Quote:They will also be selling bundles, equivalent to the booster packs. If you only want one or two items, such as the leaves cape and aura, then it will be more economical to buy the individual pieces. Once you decide that you want five of the auras and four of the capes, then you will be better off buying the Origins Pack.I know the prices are not set in stone but as it shows right now, its pretty high compared to buying a "pack".
Origins Pack had
10 Auras ( $10.00)
5 Capes (6.25)
instead of $9.99 for all.
All that being said I for one will be buying more slots!!
My guess is that future "packs" will be designed so that you save around $5 by buying the pack as opposed to getting it piecemeal. -
Quote:Target them with something (anything friendly), but using your AOE Heal is probably best, will reestablish ownership. Please fix these already!
It has been almost a year. Sometimes I cannot drop my pets and they do not follow commands at all they just stand there when i zone into something.
It is making this character so usless. I just logged out for 15 mins to cook, eat lunch and they are stil there doing nothing.
Zoning doesnt help, the base doesnt help nothing wil reset them not even going into a misson -
Quote:This is not speculation. Confirmed by Positron himself in the ComiCom Reveals thread. With all due respect, all of these responses are purely speculation; I'm looking for redname clarification on this issue lol.
Go through the Dev Digest and find it for yourself. -
Quote:The new powersets are not restricted by any time subscribed.Well I asked - TWICE - about whether or not the new powersets (excluding time manipulation) would be restricted to those with T9 only, and no answer, so that pretty much confirms it as far as I'm concerned.
Very disappointing.
Titan Weapons, Street Justice and Beam Gun are all Premium powersets, which means you will buy them in the Paragon Store with your Paragon Points. You will be able to do this whether you have one month subscribed to the game, 87 months subscribed to the game or no months subscribed to the game and a new powerset is your first purchase in the Paragon store, taking you from a Free player to a Premium player.
Your question was not answered because it had nothing to do with the Paragon Rewards program at all.
