Each mezz type has it's own Magnitude and Duration. Those values stack when they are of the same type. Sleep and Immobilize are of two types so they don't stack.

Protection and Resistance correspond to Mag and Duration. Protection has to be overcome by Magnitude, and Resistance shortens the duration of each effect.

Say you have a Hold with a Magnitude of 3, a Duration of 10 seconds, and a recharge of 5 seconds. Against a foe with a Protection of 2, your hold would have full effect on the first application. If they had 50% resistance the Hold would last 5 seconds. If they had Protection of 4, they would not be Held after one Hold. You would have to apply a second when it recharges, then the Hold would work, as long as both effects were present (another 5 seconds).

As a Scrapper, working on your regen rate doesn't help a ton against Cimerorans. I've done an All Scrapper ITF with my Regen scrapper and the regens died far more often than the Super Reflexes guys. I had to be very careful on my timings for MoG, and pick my targets.

It's not the content, it's your foes. They're a foe group designed to make life tough for Melee, like Vanguard Sword. You have to pick and buff powers that will reduce the number of hits you will take because those hits are hard.

Have you read any of the actual history? We as heroes in the United States subject ourselves to these laws by choice, not through any overarching government bureacracy. In the past, Statesman and the Freedom Phalanx proved they could take over and rule quite easily, but they do not, by choice. Instead we serve the greater good, greater community, and greater society.

If you want to live in a place where the superbeings took over, head to the Rogue Isles, or wait for Praetoria. Your revolution happened. Things weren't as cool for a small time superbeing like you as you'd think.

There have been rumors of changes to Doms since the beginning of last year, not just this one. At the very least, since Stalkers were revamped.

The answers to both questions are No. You can get the Spelunker badge by using Ouroboros once you are level 25 though.

As for contacts, once you outlevel them, they will move from the Active to the Inactive window unless:
a) they have a new contact to introduce you to. Once you get it they will poof
b) you stop in the middle of a story arc. Complete the arc and they poof.

I think you need to list some specific cases. As far as I know, everything is nearly identical for male/female, except for a few choices of the button pins.

You reap what you sow. When you have trouble with staff, keep dealing with staff until there's no other option. Whining about it in public and you get what you get.

trial players can join teams, they just can't /invite anyone to anything. Last I knew, 2 trial players could ask a full account player to invite each of them and then leave the team, leaving the 2 trial players teamed together.

If the character was deleted by a GM after being genericed and you want them back (for badges, level 50 of those powersets, whatever) then go over their head. They had already resolved the copyright issue by genericing your character, and were out of line deleting it unless you went through the trouble of duplicating the costume and bio that they just erased.

The OP doesn't say that the character in question was deleted by a GM. The story is that a GM is demanding that the player delete the character, which is ridiculous for two reasons: 1) that doesn't happen and 2)if the GM felt the character *did* need deleted they would just do it themselves and not "demand" that the player does.

Last I knew you can't delete a character when you're online so the wording is ambiguous at best. Personally, I don't think a GM did it.

Players who have a problem with GM action need to take it up with the GM, their superior, or a Community Rep, not freak out and cause disruptions that do more harm to the game and community than good.

TonyV isn't out of line in expecting that people act like adults.

The GMs would not delete a character for this, nor ask anyone to do so. At worst they would blank your costume and biography if those were the violations.

If YOU chose to delete the character instead of making changes, that's your problem.

The person who filed a petition was following the rules as stated. You were not. Any overreaction here is all your's.

If you're seeing people using the Help Channel but can't see anything you try to say, then use /hc at the beginning of each line to send directly to the channel. If you're not seeing anyoone use Help, then right click on the window select Edit Tab, and make sure the Help feed is listed on the left. If it's not, add it.

I am pretty sure they changed things so that trial users could use Help, but not other server wide channels. I could be wrong though.

That depends on the terms of the settlement they came to with Marvel (which wasn't released publically). If they agreed to pursue err on the side of caution when it comes to violation, then do not, they'd be in violation.

The measures are not draconian. They're clearly stated in the agreement and they're minor. The only thing horrible about them is people who can't handle a bit of discipline and freak the hell out.

See this is funny because you seem to really think that a brand new MMO will somehow have less downtime and make better choices about when to have it.

You and I have different definitions of maximum effectiveness then. I skip powers in my primary and secondary for the simple fact that there are powers in pools that let me fill my planned roles better. In many sets, there's at least one power that flat out sucks, and taking it just to fill a mental checklist is fine, but it's never going to make you more effective than something you could have picked elsewhere.

More accurately, it would be better to say "it depends" There are plenty of unlockables that you can change colors for (not to mention one of the ones you listed does indeed have a tintable version unlocked at the same time).

Best way to describe the situation is that certain older items ported directly from NPCs aren't tintable. Rikti Weapons, Ascendant Shield, Nemesis Rifles, among others.

Okay, so you've created your own definition of the word. I don't care for the use of word 'purist' as it sounds like it's making some sort of claim regarding the quality/usefulness/effectiveness of the build. This is simply one viable option among many.

You can build the character however you want. There is a huge number of possible combinations that work. Personally, I have yet to find a combination of primary and secondary where I feel that every single power is better than the options available from the power pools. Having said that, build how you like. I have characters without the Fitness pool; I have characters without travel powers.

As a comment on that particular combination, devices has some real big END drain powers and blasters in general really benefit from the Fitness pool. I don't think that combination with those restrictions is going to be a lot of fun. I've never played that combo, but I have an elec/elec and fire/dev blasters.

I'm pretty much with you. I'd never take all 9 powers from a primary or secondary, because I never feel like all 9 powers apply to the theme of a particular character. Not to mention that in some sets, there are powers that are flat out redundant, just have variations to suit different tastes (super invis versus group invis for example).

Above and beyond that, there's just no payoff in bouncing around in a PvP zone until some people show up. There are too many hours in a day, and too many zones and too many other things to do, to make it worth it sitting around and waiting.

Keep tabs on organized events, make a point to show up and support them, and join a global where people focus on PvP, if your server has one. I know some servers use Arena Chat, but I haven't had it on for years so I don't know how much it's used on Pinn.
