Capes open at level 20. For Heroes go to the City Representative in City Hall Atlas Park. For Villains, get in touch with your first contact, Kalinda or Burke.

I think all the industrial maps, like the factory building where you fight Siege up at the top, or the mish Ghost Falcon gives you, are all Crey's Folly, or at least look like they'd be in there.
The one's you mentioned aren't in Crey's Folly, and the cemeteries mentioned above aren't parts of the real Moth Cemetery.
Look at your city map, there's lots of city areas in Paragon that aren't covered in the zones we have. -

I can somewhat understand the bragging rights of having "the fastest time", but racing thru it too much would seem to hurt the rest of the crowd who can't do it that quickly.
Asking how to speed up your ITF times (a TF designed to avoid most of broken aspects that made KHTF and Cap incredibly fast), doesn't stand much chance of leading to an ITF Merit nerf. There are still plenty of teams on Master runs or "kill most" runs to get experience on leveling toons, that the results won't skew too terribly. Not to mention that diminshing returns means that most people only run one ITF a night, then go on to another TF for more merits. -

We know there will be some kind of advantage for either staying as you are, or changing, so that it doesn't automatically become your "best" option to simply play one of the Gray Area classifications.
As for how the world looks at you, we know very little about that. Presumably the missions you do explain that. -

If you're playing a good solo AT, then soloing on the hardest setting you can handle and still complete quickly without dying much is best.
If you're playing a good team support AT, then it's really a matter of finding good teams. It pays to friendlist people you get along with, so you can team with them again. -

My personal hope is, that while new badges are nice, I really hope they go take a look at some of the systems other games have added in the interim since our badge system was cutting edge, and then come back and make some serious upgrades. It's very clear WoW's Achievements took our system as a starting place, but there's a lot there we don't have in terms of interesting tasks, epic feeling accomplishments, and flat out fun and funny things to do.
Little things like trackable badge popups (like our Combat Attribs window), Local/Team/Guild announcements when you get a badge, DING sound effects when you get a badge, linkable text for any badge in progress or earned. These little things may not seem like much, but they added something to the experience I've been missing here and didn't even know it.
On top of that specific dungeon or PvP or PvE challenges are types of badges all add to the interest and challenge of getting badges more than just completing or finding or defeating the things we do (a CoH example might be "defeating Hamidon Nucleus without defeating the mitos" or "defeating Statesman first in the LRSF") -
Merits during a raid have special drop rules based on having the badge. Regular drops work as normal. That means to get the drop, you or your team has to do enough damage. In the AoE fest that is a Rikti raid, that's harder than normal.

If you're arguing for xp over time as opposed to raw xp, then you can't limit your test to 3 full runs of the same mission. You need to set up the test to see who ends up with the most xp after a given unit of time (say an hour).
3 runs of the mission at +4 will net more xp than 3 runs at +3, if you both kill everything. However if he completes the mission 2 and a half times at +4 in an hour, while you complete it 3 and a half times at +3 in an hour, then you will indeed end up with more xp. -

It will show you your percentage to hit the individual enemies and what your "to hit" roll really was for a given attack.
Combat attributes will certainly show what your base "to hit" is and if you've been buffed/de-buffed, but it won't show the individual powers chances to do so for any particular critter. -

The recipes aren't necessarily better, they're just used by almost everyone because of the way powers are set up.
I'm not in favor of the original suggestion. I'd rather see the recipe tables reconfigured and weighted to account for the usage rates so that salvages are all used at roughly the same rate.
The other option would be to weight the drop tables.
Or like Snow Globe's suggestion in the other thread, allow us to get specific commons with tickets to make up the supply gaps. -

The arguments against that people have made so far haven't been particularly strong, except they've been pretty dismissive. Snow isn't out of line in being vigorous in his defense when he thinks someone is deliberately missing or obscuring the point. -

If I get loaded on Salvage and recipes, I don't want to have to make 5-6 random rolls to get the one last salvage I need to finish a recipe. I don't want to have to make a wrong guess about whether its Arcane or tech. I don't want to make a wrong guess about the level range. I don't want to go to the market, possibly crash while loading, or pay an ungodly 25k because someone decided the one Common I needed was worth flipping.
I want to enjoy my time playing, and I want to enjoy my time crafting. Unfortunately all too often, the latter doesn't happen, because of bottlenecks or inconsistencies in the supply systems or the market or the nature of recipes themselves (if all commons were used equally across the recipes, with weighting based on the popularity of recipes, I wouldn't have to feel like half my drops were useless and the other half I needed twice as many of). -
