We understand why the developers don't post much over here -- the reasons aren't particularly obscure or subtle (and despite what it might seem at times, most of us don't attribute it to malice.) "Why" doesn't really matter, though, does it? Not from a CR point of view, anyway:
You have a part of your customer base who feel neglected and that they're receiving an inferior service[1]. That's a CR problem that needs to be solved, or at least alleviated. Telling them that "Yes, you're neglected" doesn't really do either.
Sure, BaB and Jay got mobbed and received a lot of pepper the last time they ventured across the Atlantic. They were mobbed for the same reason people get excited about Haley's comet -- it's only here once a lifetime -- and the pepper wasn't any hotter than what they receive on the US forum, there was just more of it, as people had a lot more stored up. Their reception was a symptom of the underlying problem, and not the cause.
[1] And to be honest, it is. Not by so much I personally see any point in directing my CoH client to Ellis Island (besides, I like the community here), but I'd have a hard time recommending an EU account over an US account to someone new to the game. -
For once I'll throw my voice in with the general Sturm und Drang. This whole thing has been disappointing.

Make it a tactical shotgun or grenade launcher rather than a rifle (as that's already in the game and I'd prefer something that looks different), and I'm game.

Stories aren't written by committe, and players will actually be able to spend a lot more time in polishing and editing a mission than the developers do. So, yes, the very best player created missions will probably be better than the best NCSoft created missions; on the other hand, the player created dross will be both more plentiful and more drossier than the developer created dross. -

Some did, some didn't -- same as for heroes that doesn't use weapons. Wolverine has killed, as has Colossus and Rogue, even though they don't use weapons. The Shadow shot to kill -- The Phantom usually shot to disarm. It's not the weaponry that decides if you're a boy scout or a gritty fighter. -

Judging from the way missions appear to work in the game, I'm almost certain that CoH's mission engine doesn't allow for anything like this kind of detailed control. -
