If we're going to be stuck with tiers, THREE IS NOT ENOUGH! We need a "Standard" baseline of required powers and then set of tiers working up to Extreme over several steps. Maybe also some tiers that are the same except one has a mezz power and the other doesn't.
Right now this statement, right from the 4/27 patch notes, is a blatant lie.

I don't want to comment on everything here, but in terms of providing a constructive version of, "Me too," I would like to echo the concerns about the inclusion of Energy Drain (a) at all, for minions and (b) at anything below extreme for other classes of enemies. Being able to populate a mission with predictable spawns that can drain every melee character to zero end (very easy, with multiple Energy Drains happening at once) within seconds of engagement is the antithesis of fun.
There are two things that consistently make me quit arcs, and those are the over-use of to-hit debuffs and the over-use of end drain. I very much hope that the Energy Drain (and Darknest Night) decisions get some serious attention pre-promotion.

You think you'd be upset? I have an entire faction where 7 of the 9 enemies are Energy Aura. -
The list for Bosses has been completed. It doesn't look pretty, what with Hard giving every set Aim/Build Up and all melee bosses have Tier-9 attacks Standard now.

Updated with the complete Boss powers list. I wonder how people feel about all Bosses getting Tier-9 attacks Standard in melee and assault sets.

That is what the Devs don't seem to get. These changes are going to do jack-[censored] to curb farming. Instead they're going to kill custom critter creation, which was one of the biggest draws of the Mission Architect. Which stuff like this in place you'll more likely have people avoiding missions that list "Custom Group" among the factions present. -

One of my biggest concerns with Bosses now is that they HAVE to have a tier-9 attack no matter what. -

Here is the thread containing the lists of changes to how Standard/Hard/Extreme effects powers on critters and discussion on concerns about the issues it creates. Voice your concerns now before it's too late.

Do a Save As while editing your published arcs. Then copy these subdirectories from your Live Client directory to the Test Client directory.

Then when you long onto Test you'll find the mission in your "Local Stories" tab and critters in "My Characters". -
And as you can see, you cannot set a Lieutenant to Hard without giving them Build Up, or to Extreme without giving most of the Nukes. I hope you enjoy having LTs that have to be either weaker than your Minions or extremely overpowered.
The Defense set changes are so inconsistent it's not even funny. Why does Energy Aura get stripped of most of its shields and then made so that you cannot get them back without giving them all Energy Drain while Super Reflexes, Ninjitsu, and Stone Armor get to keep most of their shields on Standard? Why is Stone Armor having Fire/Cold Resistance more important than Energy Aura having it's Fire/Cold Defense?
Why are Minions and LTs getting access to Nukes to begin with? What is so special about Regen that it keeps it's self-rezz power and gets Quick Recovery on Standard while Willpower gets it on Hard? Why does Willpower get a +Regen and foe -To-Hit power but cannot have its 2nd Defense Toggle? Is it just because of the +Perception, which Super Reflexes gets to keep?
Why do Fire Blast Minions and LTs get Rain of Fire now instead of Blaze?
The more I look at these lists, the more it becomes apparent that the Devs didn't think this out at all and simply applied some arbitrary rules across the board for "This tier-X power at this Y difficulty" but didn't even look at what those tier-X powers are on each set.
And personally, many of these changes utterly destroy one of my arcs. That is 12 customs that I spent a month balancing all ruined in ways that I cannot fix now. I cannot make the EB challenging at all without giving her Build Up and making her insanely tough. I cannot give extra shields to any critters without giving them Energy Drain and making people rage-quit the arc. I cannot give my LTs as many attacks as my Minions without giving them all Build Up. If this patch goes live, I'm better off just deleting the entire arc and quitting MA altogether as it kills the biggest attraction for it. -
I have compiled the complete powers list for Lieutenants. It shows what powers are Standard, Hard, and Extreme. It's not looking very good, so far ALL powersets give LTs Aim and/or Build Up on Hard and Extreme is giving them Nukes.

Yeah, lets screw over everyone who could make powerful, balanced mobs and the people who enjoyed fighting them because some people were making obnoxious mobs and others were being crybabies about MA critters not being as braindead easy as the generic CoH enemies. Yeah, that will solve all problems and make everyone happy.
Or we could leave the options in and add more settings in between and another below Standard so that we can exercise finer control. But no, that'd be too logical so let's just punish everyone instead.

It's not an issue of "braindead easy" -- quite a few of these missions can only be attempted by very cautious corner-pulling. I suppose if that's you're only idea of good tactics, you're right.

Then don't play those arcs and don't go crying for those that you couldn't finish to get nerfed. You are not required to finish MA arcs in order to get to a new contact or unlock game content.

Other than the fact that Lightning Rod is flashy, it really makes no sense to reserve it for higher ranks. It's weaker than Thunderstrike on minions and because it's a pet it does the same damage regardless of rank. It actually becomes proportionally weaker when given to lts and higher.

Regardless, why shouldn't LTs get Thunderstrike? We already have LTs and Minions that have had it since the game was released: Storm Shamans, Crey Voltalic Tanks, etc... -

It is if you wanted a melee only character and have no choice in the matter. ALL sets come with ranged attacks on Standard now. But that is a minor complaint compared to nonsense such as Minions getting Tier-9 powers on Extreme instead of Tier-6 or 7 ones; being unable to make a Hard LT or Boss without giving them Build Up; and Darkest Night being given to everyone, including minions, on STANDARD. -
Really it should go something like this for Melee sets (which now all have a ranged attack because of the damn farmers).
Easy: 3 attacks (2 Melee, 1 Ranged)
Standard: 4 attacks (Another melee attack.)
Medium: 6 attacks (Here is where you can add a cone attack.)
Hard: 7 attacks (Now you can start adding PbAoE attacks.)
Extreme: 9 attacks (Only here is Build Up available.)
For Defense/Resistance Secondaries you should be able to give them all of their defenses by Hard and Status Protection on Extreme. This should apply for Minions as well. This would allow authors to create difficulty foes if they want while also allowing authors to make easier foes with little to no defense whatsoever. Maybe like how Regen was on Standard where it was all passives.
Easy: Passives Only
Standard: 1 Def/Res Toggle
Medium: Another Def/Res Toggle
Hard: Self Heal powers, Mezz/Damage Auras
Extreme: Status Protection (for Minions and up), "God Modes" (for Bosses and up)
That is the sort of flexibility we should be getting! -

Brute, Scrapper, Dominator, Corruptor, Stalker. Sometimes I test with all my shields turned off as well. Sorry if I don't play many Hero ATs but I have friends test those for me and even the Controllers report having little trouble and these aren't people who are purpled-out.
True that I like designing challenges and warn people of that in my arc descriptions. The problem is that now these changes made the gap between Stupid Easy and Freakin' Hard even larger and more problematic to navigate. That is why we need more settings in-between Standard and Hard! -
Problem is that if they rush these changes out and then give us something better later on, the damage is already done after a lot of authors have their arcs and custom groups completely ruined. People are going to get tired of having to redo and rebalance their critters over and over.
I think added more difficulty levels, like a Medium one, can help the problem without making the file significantly larger. First they need to totally rethink these standard settings though. -
I never saw an issue with my Claws or Dual Blades critters having Follow Up/Blinding Feint. It's not nearly as strong as Build Up and it requires a Hit Check in order to buff the critter. They feel much weaker now without it.
Also, Dark Melee now gets Soul Drain on Hard instead of Extreme and Siphon Life was moved to Extreme.

I really hope it doesn't. It's going to make a lot of players and authors angry if it does out in its current state. Especially as it utterly breaks some sets like Dark Miasma and renders them unusable if you don't want people rage-quitting your arcs constantly.
I don't know why they are giving so many critters Stun/Knockback powers on Hard instead of Extreme. Power Push? Handclap/Lightning Clap? If I want to use Hard for anything my arcs will have to have "Squishies need not enter." warnings on them. -

What we need, and what I kept asking for during Beta, is a MEDIUM setting as in so many of these sets Standard is very easy but Hard can be absurd.
And Blaze is what a Fire Blast LT should have. Why the heck should Minions have Rain of Fire either? Why should a minion have ANY rain-type powers? -

Clearly not. And some of these are just insane, like giving Darkest Night to Minions on Standard. That is a far worse debuff to give them than Tar Patch like before. It's like no thought was put into this at all because many of the bad changes should be bleedingly obvious.
