You need to test it often and early, but you're also concerned... if I19 releases this fall, then I20 will fall after the winter-break lull, likely closer to spring. An aggressive competitor COULD see it, copy it, and beat you to market... or to the patent office... if they get in CB. Print NDA's mean real names & addresses, so competing devs can't hide behind aliases or family members.
3) Their legal team had a change of comfort levels. Terms in NCSoft's EULA were largely discarded by the judge handling the latest lawsuit (hawaii guy suing NCSoft for making a too-addictive game) so they may have decided that an NDA using same effective mechanic is too weak legally to rely on. -
/Earth, first and foremost, is an excellent choice. Lots of melee attacks, with lots of knockdown to keep you safe. You'll want to pair it with something that benefits from the close range. I personally played Fire/Earth, and it was something to behold. Electric/Earth is also quite popular these days.

This confuses me somewhat. Don't wings and capes scale with size? Why would one back detail be able to do that, and another can't? I'm not saying the problem doesn't exist, I'm just saying the reason isn't particularly obvious from looking at what we currently have in the costume creator.

Okay, that's not entirely true. I'm still disappointed with the lack of Dark Control or Dark Assault for Dominators (and Controllers, in the case of the former), but those are kind of less "proliferation" and more "new power sets" to some extent or another. -

Just wanted to mention, there's a Rogue alignment mission in the 30s that lets you go up against him, in fact. In the sense that by "go up against him", I mean he appears as a non-combat NPC and the mission resolves with him folding like a house of cards without an actual fight.

It's a sad day. I don't watch nearly as much anime as I used to, but one thing that's never waned has been my love for Satoshi Kon's work. He's one of few people who I'd name as a "favorite director", anime or otherwise, and his passing leaves a gap that won't be easily filled.

Which is fairly impressive, considering their flavor text mentions that there should only be around 100 individuals in their membership. I totally want a defeat badge with descriptive text along the lines of "You're pretty sure you've sent every Knife of Artemis to prison at least once."

Because sometimes, after all the mirror-Phalanx antics, the global conspiracies, the all-out war with the aliens, and all the other world shattering epic level events, sometimes it's just nice to beat on people with horrible fashion sense.
...but even then, after a mission or two of Illusionists and their tedious phasing habits, I'm ready for Malta again. -
I maybe shoulda bugged that then. I was a little ways into Maria's old arc on one character when i18 hit, and all of a sudden, she's giving missions in the new arc. I have no idea if it got started over or what's really going on at this point. At one point, my character was looking for scanners and then all of a sudden Maria's all like "go stop Siege's death machine", or something.

Okay, so, the Praetorian newspapers, they are unintelligible to me. The front page isn't too tricky (even if all those Syndicate mooks are reading a two-month old issue...or is it 10 months early? Freakin' psychics). The headlines on the inside/back, though? Are they in a language I'm simply not familiar with? A cipher giving hints for future issues? BaB's cat walking over the keyboard? Does anyone know?

Both are best possible cases, granted, and probably shouldn't be attempted by the type that wants to casually purple out their Warshade. -
No, the Council was the first group (backstory-wise). The 5th was essentially just Requiem's little pet project, but since Requiem's kinda incompetent, the Center came in and decided to assert more direct control.

Regardless of which path you pick, you'll be doing missions for Praetor White when you start out. If you chose Resistance, Calvin Scott should have mentioned that your job starting out is to "play along" and earn your place in the Powers Division with White first and foremost.
At level 4, you'll get connected to your faction contact (Scott for Resistance, Marchand for Loyalist) and they will in turn introduce you to contacts more suited for whatever side you chose. -

It's consisted entirely of opening the floodgates and letting my altitis once again run rampant. I created about 10 Praetorians, ran them through the tutorial, and got a couple others through the first arc. I've got 4 more new ones on the plate for tonight.

I haven't noticed any absence of Mission completion fanfare on any given side. It's tied to SFX, not music, I believe. There are several things you can do that will cut it off, though, like queuing a power that's not recharged or out of range. Perhaps that's your issue?

Couple notes:
#1 - Go to www.paragonwiki.com now. You have the old wiki link there, and it's quite outdated.
#2 - Since the NDA for Issue 18 is off, it's worth mentioning that villains get epic pools now, too. They're pretty much clones of the hero pools, but unlock at 41 without doing a patron arc. Heroes who fall likewise can unlock Patron pools by doing those arcs. -
The issue with dropping Frost, I think, would be nothing else would really work as a good Tier-3 attack. Furthermore, there's really nothing else in Ice Melee that can be dropped effectively for AS without sacrificing some of the control that makes the set feel unique. I can think of one way to hit a potential compromise, though. Remove Ice Patch for AS. Then, stick it in Ice Armor in place of one of the aura toggles.
I hope, regardless, that something is done with it. I want to see some proliferated Ice Melee out there already! -
Still a few cases where it's helpful to be able to buy the item for someone else. Yin's Market, for example.
