Who knows, but my critters weren't missing anything and they had a lot of unlocked items. Some of them do have wings, which would have been pretty obvious if they had been missing.
I also created two new critters for the group in that arc and the file used only went up by 6KB when before it'd be at least 12KB. Interesting.

Looks like I'm going to be making a LOT more Freedom Militia minions for my Fighting Freedom arc. Sweet. -
Rebalancing, for sure. I've pretty much done a complete overhaul of the custom enemies in my Drakule arcs based on some of the suggestions I've gotten, and just to take away some of the retardedly high damage attacks some of my AVs get on standard and replacing them with PBAoE attacks, because an AV should have AoE attacks, dammit! They're supposed to be fighting whole teams!

I ran through it and the boss spawned just fine. I destroyed all the obelisks first, perhaps that made a difference. Try testing it and rescuing all the captives first, then destroying all the obelisks and see if the boss still spawns. Beyond that, I have no idea what could be messing it up.

No, they're there on the onset. Completing the obelisks triggers the boss spawn; completing the captives triggers an ambush.

The problem with this sentiment, is that its an opinion with no research to back it at all.
I do not play this game for the sense of community, in fact I think the idea of a virtual community is pretty dumb. But I respect your right to enjoy it.
You however are not respecting my desire to farm, which is something you think is dumb.
All the people I used to farm with, were here for more than 3 years. we all had a ton of lv 50's and just enjoyed farming, with a loose association to each other. The only reason a lot of them left was because of Positrons official statement regarding farming.
So my considerable anecdotal evidence, seems to indicate that the idea of people getting bored when stuff is too easy is false.
Having said that, I can see why in a non-MMo style game, cheats can easily ruin the game and make it repetitive and pointless. Balder's gate comes to mind. But an MMO, and specifically this game, is different, there is far too much to try and accomplish to make it boring.

Sure, City of Heroes kind of has a built in safety net around that, as there are tons of different powerset combinations to try out and such. Part of the fun is rolling up a new character with different powersets to see how that plays. However, when things are going ZOMG SUPER FAST even THAT can wear out, and people might think "Well, I've done everything this game has to offer. Time to see what MMO X is like." It's obviously in the developers' best interest to try and prevent that, whether it's actually going to happen or not.
I want to point out to everyone that this is me agreeing with their intent, not their actions. If you're going to flame me, do it for a good reason. Insult my ethnic heritage, for example. -
You have to add an enemy in the mission that spawns at the maximum and minimum levels that you want for your mission. So say, you're going for a 21-30 mission. You have to look through the standard canon enemies for one that has a level range of 21-30 and put it in your mission somewhere.

Yeah, after making quite a few arcs in MA, (Two fully completed and published arcs that later got unpublished in favor of new missions just because I wanted new missions, the 3 published, 1 fully made and sitting on my hard drive, and another half made, plus numerous tests arcs made just to check out the difficulty of custom enemies and mess around with objectives and such) I've run into this problem enough that I believe I'm starting to make sense of what causes it, or at least, a couple ways to fix it.
Hopefully a developer will look at this thread and see something that will help the programmers track down what exactly is causing this. Or, even better, hopefully they've already figured it out and a fix is on its way. -
Just remember to come and say hi on free reactivation weekends! Even if it's just on the forums.
And kill some Drakules before you go if you haven't already. I'd hate for you to miss out! -
If my "stealing their spot" theory is correct, then that could explain why stacking conditional spawns on top of conditional spawns bug out more often than just plain conditional spawns. It could be that the first conditional spawn took the spot of the second one.

Oof. Yeah, I don't expect things to go too great at level 25, as Drakule gets his last battle axe attack at level 24. At least Vampire Ashton won't have his tier 9.

What level is Pro Payne now? I'm curious to see how lower level people fare in my Drakule arcs, as I've only tested them with 50s so far and designed them around such characters.

Just as a test try making both the obelisks and the boss spawn off of rescuing the hostages. In every case where this has happened to my arcs and other peoples' arcs where the problem occurred and the objective not spawning was set to go off when another conditional objective was completed, doing this has fixed the problem. I realize that you'd have to rework the mission to have it make sense, but it's better than having a mission that bugs out. -
I've noticed the bosses not spawning problem a lot on outdoor maps, especially ones with battles. (Though battles take up rescue slots.) Frankly, I try to avoid conditional boss spawn trees wherever possible, as the more you stack up, the more they tend to break, I personally avoid outdoor maps like the plague since I have pretty much zero control over where things spawn, and I use conditional spawns on small maps with extreme caution.
I do have a question, even though there wasn't anything else set to back, did you have something else that uses a boss spawn point set to any, like a patrol, destroy object, or ambush? If my theory is correct (which in all likelihood it probably isn't) that 'any' spawn is taking priority in the code over your conditional spawn, and if it starts in that 1 back spot, then when the boss tries to spawn it can't, since it either doesn't have code to reassign it to a random spot or that code it broken. -
EBs will never convert up unless they're specifically made as AVs.

Also, if the AV in question is a custom critter AV, if the team leader is set to difficulty 1 it will always be an EB, regardless of team size. Every custom enemy above lieutenant rank acts in this manner.
So, if you're difficulty 1, custom bosses are always LTs, custom EBs are always bosses, and custom AVs are always EBs, regardless of team size.
