You won't be able to close the Psi vulnerability with only 30m influence. The biggest Psi def/res bonuses are 6th piece bonuses in purple sets.
Even if you could afford it, I wouldn't say it worth it since you can achieve so much more with a softcapped defense build or a perma-Dull Pain one.
If concept allows, you can use the Vanguard Psi shield temp power (200 V-merits, 30 minutes duration) which gives +15% psi defense. Slotted Weave + CJ + a Steadfast unique is already ~13% Psi defense, so there's your Psi hole plugged. -
Your Temp Invuln, Weave and Invincibility are all heavily overslotted for res/def (especially Temp Invuln, since the 4th piece bonus from Aegis is useless).

"Holiday Cheer" is a temp power that grants the "Holiday Gift" (or something like that, I don't remember exactly) temp power to another player. This plays a HILARIOUS animation in which the user takes out a present, opens it, and confetti explodes to trumpet fanfare.
Opening the present also grants a random gift (snowball, snow beast, 250 inf and prestige, and the Jingle Jet are among the possible ones) but none of them are half as fun as the confetti volcano.

The tanker will have better AoE damage since it has Combustion, while Scrapper fire melee has an ST attack (Cremate) in place of the same power.

This doesn't make sense, since power choices are a finite resource (influence is not) and Acrobatics costs endurance (enhancements do not). You're entitled to your opinion, but I find it hard to believe that -KB IOs could cost "oodles of influence" for anyone who can afford a soft-capped ranged defense build.

You can afford to delay FSC into the thirties since Fireball + Firebreath is sufficient AoE for the early game. You should also try to take Blaze ASAP, at leve 18 if at all possible, since it's useful for killing single dangerous targets like mezzers and bosses quickly. I'd recommend:
1 Fire Blast
2 Fire Ball
4 Flares
6 Air Sup
8 Fire Breath
10 Swift
12 Aim
14 Fly
16 Build Up
18 Blaze
20 Health
22 Stamina
... and then FSC as soon as you feel comfortable and have the slots to spare. -
I don't think things are that simple. Market income does not scale linearly: you may make X influence by spending 10 minutes a day at the market, but spending 20 minutes a day at the market isn't guaranteed to make you 2X influence. And I know efficient farming can produce phenomenal levels of income - I keep thinking back to TopDoc's reported average of 60m per hour. I strongly suspect that if you compared the monthly incomes of the top 1% of marketeers and the top 1% of farmers, the farmers would come out ahead - although they'd need to spend more time in-game.

I am going to make my SD/Fire Tanker and spend the weekend levelling her up. I even have the perfect name ready: I'll call her "Turbogirl" and make a macro to say "TURBOCHARGED!" everytime I use Shield Charge.

Selling common IOs, your throughput is limited by the fact that enhancements, unlike recipes, cannot be listed in stacks. Also, most people assume that the crafted enhancement will cost more, and try to buy the recipe instead without checking prices. So I wouldn't be surprised if whoever is behind this ends up earning more than any common IO crafter can.

Besides, plenty of people get bored and leave regardless of how powerful or not their characters are. -
All my characters are godlike in power, and I don't forsee myself being bored anytime soon. I enjoy breezing through a game utterly devoid of challenge or difficulty.

Even an AR/Fire would have Build Up and a high damage ranged Immob to leverage Ignite with, and AR, being one of the sets with overpowered crashless nukes, needs no support from the secondary.

The pet will get the chance for buildup, not you. This is also the case with the +Def and +Resist uniques in pet sets.

It has a chance to fire every 10 seconds, and when it fires it only affects you, not any allies or pets under the aura.

Your intentions are good, but I don't really think it'll change anything. I think most people are well aware that there are many ways to make money. A lot of complaints regarding the market stem from the fact that 1) the complainers dislike the options for making money presented or 2) think it's grossly unfair that people can make money by playing the market.

This is going to sound odd, but there is a certain purity of concept about SR that appeals to me. If it's buffed, I'd prefer they do it in a way that doesn't involve adding heals and ninja flashes and caltrops.

Just from the tone of your question, it's obvious what you consider the "right" answer. What do you play for? To have fun, or to have your views validated by forumgoers?

A few things I noticed: Defense IOs in Phalanx Fighting only increase the defense you get when allies are near you (and not the static +3.5 defense that it gives you while solo, which is unenhanceable), you most likely don't need two runspeed IOs in swift, and slotting Force Feedback in Shield Charge will turn its KD into KB, in addition to wasting the damage of a great AoE attack. You also missed Against All Odds, which is a ton of +Damage.
Here's my attempt. This build is more expensive since it uses an additional Obliteration set. If you cannot afford another full Obliteration, then use 2 full sets of Multistrike in any two of your AoE attacks instead and move the Obliteration to Shield Charge. But Multistrike has poor recharge enhancement and worse set bonuses overall, so you do sacrifice some performance. I also dropped Laser Beam Eyes for AAO and gave you slightly better SL resistances.
Note that you can replace most of the IOs with level 35 ones while sacrificing very little performance.
