I haven't run the numbers, but I don't think you'll be able to run your attack chain indefinitely if you also want to run Focused Acc without CP. I wouldn't recommend taking Focused Acc in any case. It was heavily nerfed in the year you were away, it's only 5% ToHit unslotted now (although it still gives ToHitDebuff resistance).
In order to run GD > GC > SD > GC you need 265% recharge in Golden Dragonfly. Minus 70% from hasten and 89.9% from your slotting, you still need 105.1% from global recharge to get there. Annoyingly, I couldn't get enough global recharge so I had to take out the Achilles Heel proc in GD to get there. Try this build:

The Panacea set will cost you at least 2.5bn alone (the unique is at least 1.2bn, the Heal and Heal/Rech I bought for 500m-600m each a month ago, assorted other pieces are 100m-200m at least). More than price, though, is the problem that desirable PvP IOs only rarely appear on the market. If you use them in a build you need to be aware that it will not be completed anytime soon, regardless of how vast your resources are.
I wouldn't recommend taking Sting of the Wasp. You are already quite close to being able to run the Golden Dragonfly > Gambler's Cut > Soaring Dragon > Gambler's Cut ST attack chain which is the highest DPS Katana can put out, so you don't really need another ST attack. Unless you really hate melee cones, taking Flashing Steel for the AoE would be much better (and it's a really large cone). And it takes Obliteration, which gives recharge as well.
I would also argue that you don't need Physical Perfection, since you are not running the Fighting pool. My own Kat/SR can basically run the above attack chain indefinitely with just Conserve Power 1-slotted with recharge.
Is there a reason you have Hurdle, Swift, CJ and SS? Personally I would skip PP and Swift to take Aid Other/Self for a heal, but it's your preference.
Kismet is a proc. It does not apply unless you run the power it's slotted in. Unless you plan to run Stealth all the time, I'd try to put it elsewhere.
Your attacks are all 91%-95% to hit +4 enemies (you need to toggle on Stealth for Mids' to count the Kismet unique) and you have -Def in your attacks so I'd say you're fine on the accuracy front. -
As long as possible. Usually when I drop out of a niche, it's because the transaction volume has fallen too low or the supply has grown too high to make it worthwhile. Competition doesn't worry me as much. I'm pretty sure I can hold my own against most of the competition out there

but still, Illu/emp is better than mind, more soft control (PA, Spectral Terror), free invisibility that you can just sit back and heal people while no one notices you, and you don't need to pick stealth to combo with TP if you want to be full useful.
You make good points. I'm actually thinking of going Psi, for the mez protection (since I doubt I can fit 3 leadership powers into my build), and it's nicely thematic as well. -

Why are you putting the whole Performance Shifter in Stamina? Two and a normal SO will hit the cap and then some.
Why do you have recharge in Combat Jumping?
The LotG +Recharge adds global recharge (i.e. to every power), not just to Combat Jumping. -
I dearly wish they would make a text-only version of the market interface with all the silly icons stripped out to reduce resource load. They could call it the "business" or "grown-up" edition.

Hi, Controllers.
I have a Mind/Emp Controller, my only Controller so far (and probably for the foreseeable future, since I don't plan to make new characters anytime soon). The other day, it occurred to me that I could reroll her as an Ill/Emp, which would offer much better damage and ability to absorb alpha strikes, the ability to do some pretty amazing stuff with a perma-PA build, better personal survivability with SI, and a pet I could use buffs on.
Rerolling is going to be very costly, especially in terms of time spent accolading and levelling to 50. I don't want to do this unless the result will be significantly better. That said, given a perma-PA build, is Ill/ going to be much better, damage-wise (both ST and AoE)? How solid is the control compared to a high-recharge Mind alternating between Total Dom and Mass Confusion? I can't think of anything from Mind/ that I would miss a lot on an Ill/Emp, except probably Mesmerize.
I should note that I skipped Levitate on my current build, if it matters. -
The tree has been there for some time, but it's never worked since I placed it.

That increased influence is only from exemplared 50s who had the old exemplar rewards toggled on in their options. I don't think that population is significant in any way. In order to exert real inflationary pressure on the market, you would need to generate a lot more influence than that.

Clicking on it doesn't seem to do anything. The rent is paid, and there's enough power/control. All other base items work normally.
Am I missing something? -
Since this thread has been brought up from the grave, I'll just point out that with i16:
- Most common and uncommon salvage is essentially free
- Conversely, some rare salvage has begun to creep up past the 1.5m range
- Purples and respec recipes have largely fell below 100m, down from an average of 200m+
For all of Heraclea's dramatizing, I don't really see a hyperinflationary market. This doom did not come to pass, like all others before it. -
As far as buffs are concerned, FF grants mez protection (Dispersion bubble), while Cold does not. Cold is still a much more versatile powerset.

It's a travesty that as powerful and flexible as our costume creator is, there aren't any costume pieces that'll allow me to get this look. Obviously this needs to be in the next issue.

Good sets for softcapping on the cheap are Red Fortune (ranged), Serendipity (AoE), Thunderstrike (ranged) and Multistrikes (melee/AoE). Less-cheap but not-too-expensive options include the full Gaussian's set (ranged/melee/AoE), Mako's Bite (ranged), Smashing Haymakers (melee), Scirocco's Dervish (AoE) and Performance Shifter (AoE). There's also the Steadfast unique, which I wouldn't conside especially expensive (I bought one yesterday for 15m, take note - double EXP prices) although it's certainly at the high end of the budget range.
BS has an advantage since Parry grants melee defense and melee defense tends to be more expensive to get (both in terms of influence and slot expenditure) than AoE or ranged defense. If you already use Parry regularly, you can chose to neglect melee defense entirely and only softcap ranged and AoE defense. -
...And if you can live with just CJ + Hurdle as your travel power, you can try this build. This is the absolute cheapest I could get it while maintaining as many of your set and power choices as I could. It doesn't even use the Steadfast unique, although it's debatable if a full Gaussian set will be any cheaper and the Steadfast is certainly much more slot efficient. You have 8 slots to play with as you wish.

How attached are you to having a travel power? Assuming you absolutely must have one, here's my attempt. I dropped Weave in order to take Lucky. However, you lose 10% global recharge because I had to use Smashing Haymakers.

Here's my attempt. This build is moderately more expensive (mainly an extra BotZ -KB and Basilisk's Gaze quad, which will cost you 150m or 440 merits, assuming good lowballing), but you have around 22% more recharge and more accuracy/recovery. Your downtime on Hasten is now down to 12 seconds. I took out the Panacea proc, which you won't be able to afford.
I'll just add my customary observation that you can replace a lot of the level 50 IOs with level 35 ones while losing very little performance.

Got my broot from 41-50 and a scrapper (on Guardian) 1-25.
Fire/SD is super fun, I've not played a character who can wreak mass destruction like that since my blaster. -
My own Kat/SR is softcapped with set bonuses and CJ alone, has Aid Self and runs the highest DPS Katana attack chain, but that build is firmly in "cost no object" territory.
If you cannot afford Obliterations, you can think about softcapping just Ranged and AoE defense and relying on Divine Avalanche to make up the melee defense. The only benefit to softcapping melee defense on a Katana character is being able to drop Divine Avalanche and run the GD > GC > SD > GC attack chain, but that also takes a lot of global recharge which you likely can't afford yet. -
Insurance? I wish there was a way to insure against losing money due to being over the inf cap

No moolah this time round. Since I missed a week, the next round of dividends are probably going to be on week 9, then again on 11 which is the final week. I will try to catch all of you with uncollected dividends before DXP ends.
I just realized that I've given out 1.2bn in dividends so far. So, this fund has made 2.1 bn in 8 weeks, or slightly over 1bn per month per character, which is consistent with all other cases where I've bothered to keep track of income. It's interesting to note that i16 doesn't seem to have changed this (we're just under a month since the new issue was launched), although transaction volume is definitely lower and I keep getting the impression that I have to be making less money.
DXP has been pretty normal. I don't trade generic IOs or salvage, so any market changes passed me by. -
Never. A character who isn't interesting enough to be fun long after badges, IOs, level 50 and all such progression landmarks are passed isn't worth my time.
