Leveling is so fast these days that I'd rather wait until the 40s or 50 to slot good stuff, just because it's more available and affordable, especially if it's backward compatible.
All Stealth IOs are procs, meaning they stop working if you lose access to the power due to exemplaring (but since people tend to slot them in Sprint, this is a moot point). -
A Lv30 Eradication quad costs 200 Merits or 50m.
A Lv50 Luck of the Gambler +7.5 is 200 Merits as well, but sells for 100m (recipe). So you could buy one of that instead, sell it, and buy two Eradication rares off the market.
You save 200 Merits, and avoid all the risk associated with random rolls. -

Things are different when giving advice to people who have trouble affording stuff. When talking to someone who has to save up to buy things, or lowball in order to afford them, or is asking if they got a good deal, I think it's fair to consider the cost-effectiveness angle.
And this has nothing to do with random rolls. I didn't propose taking random rolls. I propose (to people like the OP, and not to people like you and me, who don't need it) that if you are going to make a direct purchase you should get the best value for your money, and that directly buying the recipe you want is not necessarily the best value for money. Let's say you want a BotZ -KB. A level 50 BotZ -KB costs 240 Merits and can be bought for 70m, crafted. A level 50 LotG 7.5 costs 200 Merits and can be sold for 100m, uncrafted. Anyone who tells you that spending your Merits on the former option is better value for money either failed arithmetic or is a bald-faced liar.
(Caveat that I'm no longer certain if LotG 7.5 is the best Merit-to-influence convertor anymore. It was, at one time, and it still ought to be pretty high up the list.) -

Question--that 234M, that's the final payout, right? That doesn't include the previous weekly dividends. Would you be able to update your informational presentation to include, say, the six initial investments, and the total payout? Did I review the thread correctly? With three payouts of 100M apiece, the total investment of each party is six 1 million investments, with a total payout of 534M and change.
534%+ is a heck of an investment, you schemer you. -
Why not? I don't expect characters to be rewarded just for not switching sides. I do, however, expect that there will be (as part of the expansion) content and challenges for characters who stay consistent to their alignment to complete, establishing themselves as an exemplar of their alignment, which gives unique and powerful rewards.

You seem to be earning Merits a lot faster through Ouro than I can in outside of it; soloing a Corr from 1-43 doing storyarcs almost exclusively, I only managed to get around 250 merits. -

This week, market trends reversed; prices started to climb, to above pre-Halloween event levels in a few cases, and supply started to drop sharply in some cases. I sold off nearly all of my hoarded stuff from last week, and actually managed to single-handedly delay any increase in prices in a few cases (the instant I was sold out, prices started climbing).
Interestingly, this is exactly what happened during the AE era (sharp drop in prices, followed by a steady surge of demand and diminishing supply). No doubt, just like during the early days of i14, people are using the event to powerlevel themselves, and now all the shiny new level 50 characters are going shopping. If any furture event causes massive amounts of powerlevelling, well, now we know what to expect.
And so ends our scheme. -
Hot Feet has a 20ft range, which is gigantic. Even Blaster PBAoE nukes are only 25ft range, and most melee damage/debuff auras have a tiny 8ft range, which is just barely farther than the distance you can punch them at (7ft). Death Shroud will only catch a fraction of the enemies that Hot Feet will, and correspondingly you will see far fewer procs going off.

I don't think this will happen, but for a different reason. IOs are intended to be optional; and if faction-specific IOs are given out as a reward for not switching sides, then players who're not interested in the IO system can't benefit from them. I think any reward for being an exemplary hero or villain will be more universal in nature.
There ought to be powerful, unique, worthwhile rewards for not switching sides, and I would like more ultra-rare IO set recipes to be implemented in GR regardless, but I don't think faction-specific IOs will ever be a reality. -

Anyway, I don't like giving (or abiding by) cost estimates for builds because market prices fluctuate, and as mentioned, the final price paid may vary depending on your success at lowballing and what sort of currency most of your income comes in. Things like Miracle uniques and LotG 7.5 may look expensive on the market, but the Merit cost is trivial (and ought to be doubled or tripled). It is the buyer's responsibility to figure out how to get the best deal for themselves.
A "budget" build, to me, simply means cost > performance and to use only sets which are not in demand and have a relatively abundant, constant supply (both are not necessarily synonymous).

I powergame so that I can enjoy a complete lack of difficulty. As far as I'm concerned, the only situation where challenge is acceptable is if people find the game difficult and I find it hilariously easy.

I expect every mission to be completed without failure and every bad guy to be defeated in the end, but as long as there's that pretense of challenge that lets me feel I've won a great and stunning victory, maybe with the occasional token setback or two, the game stays fun. -
Your RttC is underslotted for heal (it's the main source of your Regen), your High Pain Tolerance is not slotted for +HP, and you are slotting for positional defense. WP is a typed defense set, hence you should be looking at sets that improve typed (e.g. Smashing, Lethal) rather than positional (Ranged, Melee) defense.
Here is my attempt. You are softcapped to Energy/Negative defense and softcapped to Lethal with 1 application of Divine Avalanche. Fire/Cold defense is at 32.6% so you can pop 1 small purple inspiration to softcap that as well. I had to shuffle around your power choices abit to 6-slot your Taunt. This build ought to be really sturdy.
Costwide, the Steadfast Res/Def is really nice to have and you will need to save up for, but can be got with cheap bronze ticket rolls. The Performance Shifter procs might be expensive for you, but they don't affect your defense and may not be necessary depending on your endurance usage; you can replace them with common IOs.

The really expensive, softcapped SD builds are an attempt to softcap and fit in other major build goals, such as extreme amounts of recharge, capped DDR, Aid Self and so on. Softcapping in and of itself is pretty cheap.
Without sets SD does feel a little squishy. I'm playing a Fire/SD now, all common IOs except for a Steadfast Res/Def and +Recovery uniques, and I can only solo +0/x3 no bosses - and that's with good insp usage. -
There are really good reasons to only roll at maximum level, though. With a few exceptions, recipes at less than maximum level sell for a lot less (sometimes a lot less).
I am all for better supply of mid-level recipes, but rolling on a character that's not level 50 really isn't going to get you the best money for your merits. -

I disagree. I think Brutes will be very popular with people who like a fast, energetic pace to missions, and get annoyed at Tanks that play like tortoises rather than armored spearheads.

I want to mention base building, but admittedly it's not something you can just pick up and get into, because prestige is hard to come by. Having a place to call your own that you designed and built yourself is really, really neat, though.

To be honest, even in the AE era I never felt that there was a healthy supply of sub-level 50 recipes.
I use a lot of level 35 recipes in my build, and typically have to buy them with Merits (or offer money to others to do it for me).
