  1. Having actually used both of them, it's hard to outright recommend one over the other. Heal Other has a number of things going for it: it doesn't have a 0.5s delay before the healing kicks in, which could make the difference between life and death, and of course it doesn't stop you from healing yourself. But if you are used to turning red health bars full with a press of a button, it will feel very weak. Sometimes you need a massive burst of health to buy time for a teammate on the verge of death to get to safety, and Heal Other doesn't always buy enough time.

    Take both, but if you could only take one on a Defender I would probably say Heal Other. It puts you in less danger (and dead Empaths don't heal anything) which leaves you freer to blast and use other mitigation from your primary [edit: secondary].

  4. Generally, all my builds are designed to exemplar to level 32, therefore I buy level 35 IOs.

    Level 35 IOs are a good choice because a level 50 character can exemplar as low as 32 without his or her enhancements being affected by exemplar enhancement scaling. I tend to have separate exemplar builds that are designed to preserve set bonuses as low as level 20.

    It's also a nice multiple-of-5 number, for those with OCD.

    For globals (LotG 7.5, BotZ -KB) I tend to buy the lowest level, for procs I will buy either 35 or maximum level. One exception are the health uniques - I usually buy minimum level since I use these when levelling up.

    What's your source for this? I'm not aware there was any change in droprates caused by the event. The TF bug, however, probably did cause a hit in the number of recipes produced at level 50 and I've noticed a strong surge in demand lately, probably from level 50 characters produced by ToT powerlevelling.
  7. Numina's has high transaction volume, at least at level 50, so I don't see why you say scarcity is a problem. Leave some bids overnight and see. There's also AE tickets (the Heal and Heal/End are from bronze rolls I think, the Heal/Rech and triple are from gold rolls) and Merits.

    Not a valid comparison because most of the game is relatively flat terrain, with the occasional obstruction too high to hurdle over. A high jump power with a 2m (not 5m) recharge is of practical use; a moderately faster sprint with a 2m recharge... is not.

    The endurance cost is 0.49/s. (For reference, Sprint = 0.29/s and SS = 0.46/s) It can't be slotted for EndRdx, though.

  12. 44.9% ranged defense will take 2% more ranged damage, over time. Whether that's worth 1.87% HP is up to you. Personally I would go for the Thunderstrikes, since you also get damage enhancement and my OCD would compel me to get 45+ defense, although to be honest neither choice is going to have a noticeable effect on performance.

    Incidentally, if you want a HP bonus, look at Devastation. It has a bigger HP bonus and a regen bonus as well, and shouldn't be vastly more expensive.

    No different than the sort of elitism that looks down on others for caring for performance or investing a lot into their characters.

    The funny thing is, there is no "My purples are better than yours" game unless you want there to be. If you don't care about purples and minmaxing, why do you feel threatened that someone else does and trumpets the fact? I can't help but suspect that accusations like these are ultimately rooted in your own insecurity.

    What's the problem? IOs are still optional. They still make your character more unique (personally, I think one great success of the IO system is that no two builds are exactly identical, even if they have the same build goals). If people are pathetic enough to be jealous of the fact that someone else has more videogame monopoly money and digital loot, then they should take a serious look at their own priorities in life. What does poor in-game documentation have anything to do with "those who love to play with numbers"?

    It never ceases to amaze me how so-called "casual" gamers find a way to pin the blame for anything and everything on others who enjoy the same game they do.
  15. If adding this to the invention tutorial would make it too long, there's always the option of adding a second, advanced tutorial just to explain everything about set bonuses, exemplar effects on set IOs, and procs and special IOs.

    I've never liked that things like this are only documented on ParagonWiki. The game should explain and document its own features.

Invulnerability is a very solid secondary; I only have experience with it on Tankers (coincidentally an Inv/DB), and it will be less stellar on Scrappers due to the 75% res cap, but an S/L defense softcapped Invuln is going to be extremely hard to kill. DB has the advantage that the Blinding Feint > Attack Vitals chain doesn't take a lot of global recharge, and it is very possible to run this chain and softcap S/L defense without a single purple. DB/Inv is certainly AV-soloing capable (and Nihili proved it by soloing just about everything that walks with his), so if that fits your concept best I would say take it.

    Thigh high boots are the right length but force you to have stiletto heels and the leather texture of the boots doesn't work right for all costumes. And it means you can't get a sexy stockings + boots or legwarmers look.



    Disco bottoms on their own are actually a good hotpants + stockings version, however it's still not the coveted miniskirt + thighhighs look.



    So far the closest I've managed is to use Athletic pattern tights and set the secondary color to match the skin color of the character, as in this example (the same trick that people use to get "naked" characters). Unfortunately, this gives you a very limited selection of skin tones (I used white, which is why my elf here looks a little pale) and has the disconcerting effect of making the character look like she's not wearing panties.



    So yeah. We need thighhighs.

    Arctic Fog and Steamy Mist are basically clones of each other, although IIRC Steamy Mist offers typed defense while Arctic Fog only offers positional, however Arctic Fog grants Slow resistance (which I consider more useful) rather than Confuse protection. You are spot on regarding the -Rech though.

    This is a common misconception. SR is pretty average with 3 toggles and a click, and in any case Heat Loss is like Consume: not reliably up frequently enough to fix persistent endurance problems.

  22. You should cap both melee and ranged if at all possible, even if it means skipping Grant Cover. In fact, it will likely make you less vulnerable to defense debuffs than if you took GC since you'll be less vulnerable to cascading defense failure. I would suggest replacing the Resistance IO in true grit with a Steadfast +3 def unique, and slotting CJ with 1x LotG 7.5 and 2x BotZ. This gives you 45.9 melee and 44.6 ranged at the cost of a little lower HP and exotic resistances.

    Which proves... diddly squat. Going from "my character did about as well, and sometimes better than a purpled-out one" to "purples are completely useless, they are just vanity!" is not a valid leap of logic.

    It constantly amuses me how people who are supposedly all about "escapism" and "having fun" and "just playing the game" nevertheless feel the urge to come here and loudly deride people who enjoy different aspects about the game. I don't like number-crunching! Number-crunching is pathetic! I don't do mindless and repetitive amounts of math and jimmy-riggin' to get an extra .5% of something to be able to do something else an extra time so that some ridiculous activity is doable that I shouldn't really be doing in the first place!

    Once you get past all the wild exaggerations and strawman arguments and outright lies, what these people really enjoy is putting down others for the benefit of puffing up their own ego.
