I have no idea why you are appologizing the data chunk is good on these forms sometimes. Couple of things, I have no idea why u have 2 def IOs in maneuvers when it is a hi end hog, and u could of put in a few LoTG in there to help with recharge and end. Second off you look like u was trying to SC both targeted and positional. Targeted is easier to SC i believe on a DA tank. I did a little bit to help u out by getting u SC in S/L/E/Neg and giving u some more acc/recharge.

It depends. Do you expect to exemp to lower levels much once you hit 50? Some people only play their 50's at max level. If so, then yes, wait until 50. Personally, I exemp *A LOT*. Therefore, I slot IO's in the range of level 30-35. I will generally blow all my reward merits on random rolls when I am at level 34.
Note: If you take random rolls, they will drop at your level or the highest that set goes - whichever is lower. If you're 40 and the set ranges 10-30, you get a level 30 recipe. If the set ranges 10-50, you get a level 40 recipe. If you are BUYING the exact recipe (which costs a lot more), you can use the level slider to pick the EXACT level to receive.
2. As I get to later levels, is there content that I should stay away from until I "gear up," or should I just jump into what is available.
Jump right in. My only qualification to that would be regarding SOME high-level content if you are going to be the ONLY tank on the team. Most tanks can't handle the AV's in the Statesman TF without suitable support from the team. In the Apex TF, Tin Mage TF and the Incarnate Trials, the enemies are all level 54. Again, if you're the main tank, you need support.
3. I just recently learned about Hero/Villain Merits. I assume that I need to complete 10 tip missions to get one. Is that right?
Correct. Say you're a Hero right now. Do 10 tip missions toward Hero status, followed by a Hero Morality mission. The FIRST time you do this, you get Reward Merits. Every additional time after that, you get Alignment Merits. If you enjoy these missions, that can be an A-Merit every other day. More than that if you do it on multiple toons.
Please note, once you have Alignment Merits, if you change alignment THEY GO AWAY. Spend them before an alignment change.
To do the tin mage/APEX u will need to have your alpha unlocked to do but u do not need it slotted, although most ppl will not take u if your un slotted. There is a way around having buffs for the STF on the last mish against LR. That is either have hover/fly or temp fly which u can get in the shadow shard and taunt at a distance in the air where he can not hit you.
The only thing wrong with the hero/vill merits is that u can only use them once every 20 hours. Other then that it is not a bad deal, and there is some IOs I take that are lower lvl then lvl 50. Such as Kinitic Combat which the max is lvl 35. But like Iron said if u are planing to exemp down try to get lower lvl IOs. There are some exceptions to that rule though. Some of the unique ones stay with u when u exemp down. -

The Kinetic Combats in the build are quite expensive, but worth it, IMO, and available with Hero merits.

I was on the moonfire TF and we had fun. Got 2 levels out of it. Was to low for the ITF.

What about moonfire TF since it is the WST, and it is lvl 23+?

You do not need to worry bout range dam much since you are going type def. Yes you do have to worry about neg/en def that is one of the more common dam out there, only one more is the s/l dam. As far as psi u should have some def with it if u take certain sets, and i think it goes with 1 of the 4 major dam, kind of like fire sword is fire/lethal dam.

Um ok first off you looked at the wrong kind of def to SC. Most damage in this game dose S/L then En/Neg. Maneuvers is a big end hog. Seems like you tried to get your recharge up there but didnt take hasten. Also looks like you was also trying to get your positional DEF up but WP is more of a typed DEF tank. You took all of these things but u did not get any to increase your damage. Loose some of the erads, and get switch out your aegis with 4 RA that will help with your def on S/L a little, and try to find 2 more slots for tuff and get rid of the SF re/end there and the Res IO and replace them with RA. if you are going to 4 slot taunt switch them out with mokeing, or get 2 more slots there to get the s/l def there.

I'll have to play around with them to see which one will work best for me (both for my playstyle, and for the INF needed to buy the IOs). Mortal_Prey's looks closest to what I had roughly mapped out. But, cost is an issue for me, and Luck of the Gambler seems to be in all the builds. Based on what I have seen, that can get pretty pricey. Any ideas for alternate IO's to use until I can afford to by those? -
Ok I should of mentioned this before I also pointed out to my friend as well. First off most attacks are going to be S/L/En/neg. Getting melee up there is for positional is kind of a waist if you have S/L sc for the game will take the higher value. Also most of your attacks are lacking in acc. Not to mention you are over the rule of 5 on some of them. I played a little with it here you go.

Is there a specific reason you want to dip into the Leadership pool?
You have the fighting pool open already, and are considering Energy mastery, so why not just take Weave and Focused Accuracy?
Also, I think Stealth would be more beneficial than Maneuvers. I know Stealth offers higher defense values than Maneuvers for tanks, but I'm not sure about the end use. -
You really do not need the leadership pool. Maneuvers and tactics are both end hogs. Both CJ and weave are both better for def and lighter on end. Why did u take kick over boxing? Kick is a KB attack you will be better if you took boxing to keep the enemy's closer to you. And why 2 stead fast the only one u need is the one that gives u +3 on def.

first off your miracle proc + rec is only good when u use healing flames, and i think the PvP IO is the same. You over slotted tuff you only need 4 there. In build up i would of slotted it 3 or 4 and have 2 RR and 1 or 2 recharge IOs there. CJ only needs 3 or 4 slotes as well. The Kinitic crash is a bad idea in tremor. I would replace them with eradications.

First off you are over slotted in hasten only 3 of the IOs in it is being counted. Second off why did u go for taunt in tremor when it is a attack and needs some damage in it. Third off it is going to be a very expensive build with the PvP IOs, and purples.
