Well, firstly the reasonable wait period goes up with the scale and quality of what's being looked for. Any "unusual features" will also tend to boost the wait.
If I wanted a line sketch of the character in my avatar, I'd expect it to be put together in less than a day by most of the people, plus any time spent waiting in a queue. A lot of people here could probably even do it in minutes, though their tools may not necessarily be on hand. The "normal" upper limit of my patience for such an order would probably be around a week. If extenuating circumstances came into play ("My computer exploded"/"I'm sick and can barely even sit up"/"I'm giving birth right now"/"I've got a major spleen surgery this afternoon"/"I'm completely burned out"/etc) then I'd probaby even be willing to wait it out for a couple of months, if necessary. Possibly more if the extenuating circumstances are particularly difficult (ie, an artist giving birth who is also a single mother who needs to take a hiatus in the hopes of getting everything in order).
If I wanted something, say, poster scale and in full colour, I'd be prepared to wait a couple of months for such a thing - especially if I'm expecting it to be a work of high quality. If the artist in question is doing a lot of these things, with a substantial attention to detail and a quality that really stands out from the rest, then a year in their queue may not even be unheard of nor unexpected.
If I wanted the artist to come to my place and put a massive CoH Mural on my wall...well, I wouldn't be surprised if I'd have to wait for a big opening in their schedule to actually travel and perform such a feat.
But hey, these are just my inexperienced opinions. -

I think it's really a case-by-case thing.
The first thing I do, if I am critiquing a piece, is explain that it's merely the opinion of someone in the peanut gallery (ie, me). Nobody has the special right to tell an artist what they "must" do with their style (unless, of course, the artist is giving someone that right), but so far as I'm concerned "suggestions" tend to be perfectly reasonable - especially if the artist is looking for them.
In the case of the "Ta da!", it's harder to make a call, as you have very little to go by. In a case like that, I'd suggest...
-Look around any posts they've made in the past, especially if you can find a critique in there. Their response to past criticism is usually a pretty good indicator of how they'll take it now.
-Start with the positives. If your first reaction is "Dude, this thing is amazing!" and only after a couple of moments do you notice that the perspective is skewed, then start with the "Amazing!" commentary. It's harder if your first reaction is "Um...what? This thing is hideous!" If that happens, and you feel absolutely moved to comment, I strongly suggest that you seek some of the positive qualities in the work in question. The hideousness may even be the intent of the artist, after all.
And, of course, the ultimate rule is that all criticism should be constructive in nature. "Stop now and never draw again" isn't the sort of advice that should be passed out around here. The fact is, anybody who has the desire to learn to draw can come into a style of their own. On the other hand, "You seem to have a very dark sort of style. How about giving a vampire/demon themed piece a try?" would be far more constructive. They may not be the "perfect" artist even within their own lifetimes, nor may they ever sell a single commission - but ultimately art serves it's purpose if the artist can evoke their desired response out of even a single person.
I will say this, however - commentary must be true to be even remotely valid. -

There is some precident to the contrary.
The debt protection powers from the winter event, when used, quietly created an auto power. The auto power would then persist through death. -
FYI - Kora still exists in the game (run missions in Firebase Zulu and the Cascades until you get Dr. Huxley. She assigns the repeatable Kora missions) But, as Zubenelgenubi said, it's now only Tier II inspirations, whereas it used to be Tier III.

To expand on Lunch Box:
Kora Fruit missions come in 3 cave sizes - Small, Medium and Large.
Small caves have 5 glowies
Medium caves have 10 glowies
Large caves have 15 glowies
The cave contains one of the following in the mission description, which identifies the type of inspiration the glowies will give you
Red Kora - Gives a Focused Rage inspiration from each glowie
Yellow Kora - Gives a Keen Insight inspiration from each glowie
Green Kora - Gives a Dramatic Improvement inspiration from each glowie
Blue Kora - Gives a Catch a Breath inspiration from each glowie
Purple Kora - Gives a Good Luck inspiration from each glowie
Mixed Kora -Gives 1, 2 or 3 of each of the above inspirations in total, depending on the number of glowies. -
