I made a StJ character and before he got his level bump so I could do some high level tests, he was gone.
I suspect a lot of people were in that same position and if not that same position; In a position where they expected StJ would be there for the duration and chose to test Beam and Time Manipulation or some of the proliferated sets before suddenly, their opportunity to test StJ was gone.
You read my post. In it, I recommended spending a lot of time using this in the manner for which is was designed. Gather your data (you can do so by copying the combat status) and save it for later use. Just using min/max numbers does not give a true representation of the data. In this case, what is the mean average of damage from SJ at every level and the overall median damage? Then compare that to whatever attack power you want. Who knows, the data may reflect that you are completely wrong and any changes made would indeed break the power.
Of course, it could show some kind of problem that needs rectifying. In this case, you have researched analyzed data to prove your case instead of the age-old stance, "Because I feel, I believe, or I want it so" argument does not have any influence on anyone. That is because it is an opinion supported only by feeling nothing more. Only true hard data can do that. Try that and see what comes about this whole thing in say, 3 months. Then make a decision based on what you have it will either support your position or it will not. That is the only true way to influence any type of change. -
I hate SR. Will power is the best defensive power in my opinion. It may not have KBAoE or Self Aid; however, it makes up for it with regeneration powers, knockback resistance, sleep, holds, psionics, and a few other resistances that SR does not give you without continually having to activate Practiced Brawler. Conversly, SR does not offer any resistance to psionics or toxic effects damage as WP does. Hands down, willpower over all, then DM, Invulnerability, SD and so on. SR, never again..never never never never never! Did I say never? Yup, never again.

You know I find this interesting that someone wants to change SJ because they believe it is broke and gets worse with gaining levels.
My question is, if this is the case, why did this person not make his opinion known during beta testing. In addition, if this is the case, it makes sense that the developers disagree with you; therefore, no changes were made concerning changing sweeping cross from a finisher to a builder and moving heavy blow above it.
However, if one did not participate in the beta testing and they are now complaining about something that they do like and believe their idea is best. Well, it seems that crying aloud after the horses got out of the barn when the doors were opened is useless. Everyone had his or her opportunity to participate in the beta testing. Thus, they could test SJ then. However, since this did not happen, the onus is on them. An opportunity is lost.
Personally, I find Street Justice to be the one melee power this game should have had from the beginning. It is the perfect power for the natural archetype. The combo's and the finish really make it a unique and desirable primary or secondary power for the melee artists. Shoot, I'd like to have seen it available to the blaster/corruptor, or something very similar in scope and nature.
My stalker is a SJ/DM. Currently, at level 8, I progressed faster in levels than I have with other toons recently. When I finally obtained sweeping cross (I chose both 1st lvl attacks) and used it in the combo in order, goose bumps raised on my arms. I was surprised to see the AOE cone (though I knew it was possible) takes out my primary target and the hapless buffoon standing over his right shoulder at the time.
I'm very pleased with this new power set. I like it as much as Super Strength, which by far is my favorite power for a tanker/brute and martial arts and kinetics. I do not want to see anything changed on this power until it has spent a long time in use when they can mine data to find any quirks or problems based on and over a longer period than just a week of actual use. Give it a year and see what things are like at that time.
Alternatively, all the powers have some quirk about them. That is what makes them unique. Case in point, War Mace/Hammers molasses affect in activation and recharging. It is frustrating to me; however, I am living with it and adjusting. Maybe people should give SJ the same opportunity before concluding it is broke and must be changed because it supposedly has an ineffective AOE or one gets worse over the other. -

The only thing I can think of is if you use Parry as a filler.
Looking at the sets, these powers are basically the same:
Hack=Pulverize - 8s recharge, 1.33 cast
Slash=Bash - 4s rech, 1.33 cast
Whirling Sword= W. Mace - 14s rech, 2.67 cast
Disembowel = Jawbreaker - 10s rech, 1.8 cast
Then we have some with the same cast times, but different rech, and damage:
Headsplitter = Shatter - 2.33 cast, but 14s/108 to 12s/95 recharge/damage
Slice = Crowd Control - 2s cast, but 8s/51 to 12s/67
All that's left is Parry, and Clobber.
Parry - 1.33s cast, 3s rech, 35 dmg
Clobber- 1.23s cast, 16s rech, 122 dmg
They are really almost identical in casting times, with just minor differences in the 2 cone attacks, and 1 major one in Parry->Clobber.
I guess having that huge damage/long recharge attack(clobber) instead of the fast recharging defense buff power(Parry) can make a difference in feel early on, but once you get more recharge, and more attacks to fill out an attack chain Mace should end up with more DPS.
Hm...maybe the reason is it has to do with the visual of the physical action of the toon. While swinging the mace/hammer in a party using either a BS, katana, or dual swords, the hammer, visually, is slower that's for sure. Dunno, maybe I'm trying to reach here. Visual representation can influence a person, especially when you depend on it for this type of setting. <shrugs> -
I may have missed it so forgive the question.
How would you bind a phrase to a certain power? In other words, I'd like to have my toon utter the following in sequence of attacks.
#1 att: Listen, Target! You scum bag!
#2 att: I have had enough...
#3 att: of your foul smelling...
#4 att: kind for long enough!
#5 att: Be gone!
and so on. Thanks. -

It may just be that tanker melee weapons are not your thing, and you wouldn't be alone, but the set improves once you get crowd control, though even then you're still dealing with redraw if you pick up something like fireball etc, so it's not for everyone.
But even so glad you made a tank for tt7, and whether you re-roll after the event or keep going with it hope you have fun tanking. ;]
Last night I upgraded into using Performance Shifter, slotting End Mod, End Mod/End & End/Rech. That made a noticeable difference. However, I did notice something that I guess just slipped under my radar. That is when combating foes that are +1 or higher, endurance is burned up by a factor of 2 or 3. I am not sure why that should make a difference. When I fought same level foes, my loss, and recovery of endurance was acceptable. However, when I was surrounded by 5 or more foes, endurance began bleeding off again. I have not experienced this with any other melee archetype. What I expect is the developer built into the design is factoring in actively using the shield combined with a mace/hammer, will burn up more endurance than say someone using SS, DM, or Kinetics.
Lastly, Yes I designed this toon for today's event. I have a number of Tanker/Brutes on Freedom and some on Exalted. I did not want to transfer them over just for this event. Therefore, making a new one is the answer. I'm actually looking forward to participating in this one. -

It was referring to the fact that a SD/Broad Sword Tanker is impossible. P_R offered up that the OP might've meant a Scrapper, which is likely (as is a Brute), or a SD/Dual Blades Tanker, which is impossible. Had she just offered impossible options, I probably would have thought she was being glib.

...Tanker Tuesday spending 3.5 days getting him up to level 23. It is a Shield Defense / War hammer build. Now, this is my first time using a War hammer, not the shield defense. I was taken back by a couple of things.
1. Activating, swinging, and recharging: OMG! My grandmother, when she was alive, could move faster than a tanker swinging a hammer! It has to be that slow? I thought I would have to shave after a few combat rounds after obtaining 3 of the attack powers. Not only is this frustrating it is shocking. My tanker with Shield Defense / Broad Sword is blinding fast compared to this! I am disappointed in this for sure.
2. Shield Defense & Warhammer = Endurance Pig: This did not manifest itself until I hit the magic level 20! Although there was some hints of it coming about after level 15. I countered by running around without sprint on. However, imagine my surprise and dismay while engaging in combat with Lady J next to me and I run slam out of endurance with only Battle Agility running! And before you ask, I slotted all IOs. Had I not announced my displeasure in the help channel over this, I'd more than likely deleted this toon and started anew. However, Shield Defender and I discussed ways of increasing staying power. It meant I had to break some of my attack power IO sets, but I was able to do that without losing my major attribute of regeneration. Which, in my opinion, is super important to a tanker/brute/scrapper/stalker in order to stay alive!
Now, I had to replace RR enhancements in Active Def & Against All odds with another End Red enhancements, slowing the attacks even more. That gave me 2 slotted end reduction for each. And I was able to add two more slots for Stamina which I'll slot Performance Shifter for that. This should solve most of my problems for now.
That said, I was not prepared for the immediate endurance drop off with this build. I never dreamed I'd find my toon without any endurance struggling to combat a bunch of Spirit Thorns and being slapped around like someone's red-headed step child! LOL
So far, it did okay, far better than I expected after changing over to an endurance reduction for 3 of my attack powers. I'll see tonight what the effect the stamina change will do. I'm sure it will be okay.
The most troublesome thing for me now is the molasses’ affected attacks. Sometimes, quick reflexes for second mutation helps, but I don't always get that. Therefore, my concern is that when I reach into the 30s or 40s that the attack rate gets worse.
Has anyone else run into this problem using the Warhammer? If so, how did you manage to increase the attack rate without crippling the endurance? Thanks. -

LOL*Most* Critters/targets will have a 50/50 chance of hitting you- that's their base level of accuracy (to-hit buffs modify this number, IIRC, and +accuracy in slotting etc effects the power used). Soft-cap is the max amount, 45% defense to *positions* in melee, ranged, AoE attacks or *types* smash/lethal, fire/cold, energy/neg.energy (toxic & psy are not typed and each use unique scheduels) such that the critters have only a 5% chance to hit you (50% + 45%). You can get more (which is useful for defense debuff powers if you dont have resistance to that, and in incarnate content enemies have higher to hit so one would need 59% to floor typical chances for an enemy to hit you), but the attack mechanics are such that they will always have a 5% chance to hit you - the floor likelihood of landing an attack. Thus it's "capped" as long as they are b/w -3 to +4 or 5 levels (actually above/below this, IIRC, acc is adjusted. Havent looked at this stuff for a while tho, sorry). It is a *soft* cap because there are ways of lessing their acc with debuffs, etc, but this cap represents a functional limit on defense. See ParagonWiki article on defense and attack mechanics for more accurate and exhaustive explanations.
However, I do have to disagree with something. Well, not so much as disagree, as I'd call it 'hard to accept, the chance the enemy hits. I started noticing it as of late, especially with my Dual Sword/Dark Mesma stalker, that the opponents would miss my toon on every 4th attack, and my toon hit on the 4th attempt. This was against white and yellow level enemies. Enough so, that I'm shouting epitaphs at my computer! Thanks, I'll go look up the information on ParagonWiki. -

I'd rather use Will Power instead, which in my humble opinion, is the best of the lot for a toon that is brawling trench fighter.
I'm looking forward to Street Justice coming out. I'll probable replace my original first toon who has "Dark Melee / Super Reflexes" with "Street Justice / Will Power." I feel these best suit my original toon's make up and background. -

I don't know if previously, these question was asked; however, I'll go ahead and ask.
When an MM uses either empowerment powers to enhance their charges, it states is is permanent. However, does this mean it is permanent during the game you are playing and will have to use it again after you log on again? Or are the enhancement powers over and done with when you use it the first time? Thanks! -

This is the reason villains like Cole are called ultra elite super villains. They are not beatable without a large team of super powered heroes/villains to take them on. In Cole's case, and his minions (Seige, Nightstar, et al), by incarnate powered super heroes/villains.

What you are saying is that any and all games before this one that has someone with more power than PCs (player characters) is wrong and should be revised so that all players are equal to the bad of the bad. That is what you call a god power game and nothing is more boring to play something where you ALWAYS win and challenge is non-existent. I'm sorry, I do not prescribe to that notion or mind set and thank goodness the developers of this game do not either. Otherwise, I can only speak for myself, NCSoft would not get my hard earned money. I'd venture many others, probably a majority, feel the same.
Nice try though, you based your argument on being politically correct (fairness and balance for all). That does not work in any game of this caliber, not even in playing Pokémon or Yu-Gi-Oh! On that note, I'll leave the last word for you to make. -

How many super heroes of X-Men did it take to defeat Apocalypse that included all his minions, one of which was Angel who himself was nearly as powerful as Apocalypse. Answer, every single one of them.
My point? The elite super villains always required a team of heroes to take them out. This is the premise of what we see in City of Heroes. You complain that you cannot take out Tyrant? Did you face him in the story arch to rescue Statesman? Did you defeat him there? You weren't alone though, Manticore was with you, with or without a team. Did you take out Siege in the other story arch by yourself without a team? No because it is impossible to defeat him with a lone hero.
This is how Marvel and DC for that matter have had their universes set up since the dawn of super heroes, Superman aside, a single hero just isn't strong enough to defeat the ultra elite super villain without help or some kind of gimmick.
Accordingly, from what I am reading from your complaint, is that you want the basic premise of a super hero/villain universe changed so you can take your toon and take out a ultra elite super villains like Emperor Cole, Rularuu, Hamidon and maybe even the Well. What about being able to solo against say...Statesman or Recluse with their full incarnate powers using your incarnate powered super hero. Should you be able to do that?
I had an answer for any of my gamers who had a character become that powerful, my newest NPC. You want to have a god-like toon, so be it. Just don't expect to play it anymore because it so powerful it can take out Hamidon or Rularuu by him or herself.
Fortunately, the devs will never allow that to happen because it will completely unbalance the game turning it into a mega-power game of who has the greatest power. One that I would stop paying my hard earned money for because someone could not accept the games reality of what makes up a super hero and the ultra elite super villain. -

Nice try, but that dog won't hunt. Why not get in touch with Seal Team 6, who took out good ole Bin Laden, and tell them that? I'm sure they'd be interested in knowing that they are evil for killing evil. You make a conscious act to kill a murderer without the consent of the law, and then yes, you commit an act of murder. However, you kill a murderer with the consent of the law, and then your actions are justified by the law. That is the difference in making the right moral choice.
Your argument is straw man argument. You do know the difference from right and wrong. There are no levels of "rightness or wrongness." It is either right or wrong you cannot have it partially.
On a side note, how does one select the setting that will use the standard white color instead of having to change the font color before posting? I cannot find it any where. Thanks. -

The argument isn't so much bout Cole as it is about everyone's personal moral code. And I think that's what the Devs wanted to tap into when they created this storyline and the (somewhat limited) mechanics to go along with it.

Then how do you define Qaddafi, Idi Amen, Mussolini, Saddam Hussein, Bashar al-Assad, Mahmud Ahmadinejad, Kim Jong-il, Kim il-sung, General Tito, Stalin, and lastly, Adolf Hitler by your moral standard? Are their actions grey and they can be viewed as heroes by those who support them? I am interested in how you will explain away the actions of these barbaric mass murderers. -

Yes there are. However, they are there because they cannot accept the concept and ultimately the truth that a moral choice is either, black or white, evil or good.
30 years ago, this discussion we are having now would not be one of disagreement or counter-point on what the true meaning of morality is. You know why? Because every agreed on just what morality meant. However, not today. No one is willing to accept black or white, only gray. Because it means that, they have to face the consequences of their choices, whether good or bad. A little white lie is still a lie. Stealing a donut to eat because you are starving is stealing nonetheless, no justifications.
I don't care how many "philosophies" there are regarding morality. It is still a choice doing good or bad, regardless.
This is nothing more than a straw man argument to justify the changing the meaning of morailty. One can paint, blow smoke, expound, expand, and make endless excuses concerning "one's belief" of morality. At the end of the day, it comes down to a black and white choice, good or evil, nothing more, and nothing else.
Finally, power can change a person. However, there must be a predisposition allowing it to manipulate said person in a negative way. The Heroes you mention with the power. Yes, they have the power to do whatever they want and to whomever they want. They do not because they have the moral strength to keep in check their human instincts to allow their power to consume them and use it for their own means. Villains, Super Villains, do not have the moral strength and thus lack the limitations to keep their human desires from manipulating them into making choices that are opposite of what Heroes decide. Morality is the difference between a Hero and a Villain. To put it into context of the game, I liken it to this:
Hero Unquestionable moral strength and courage
Vigilante Questionable moral strength and courage
Villain Unquestionable lack of moral strength and courage
Rogue Questions their own moral strength and courage
Resistance is broken down into two categories:
Crusaders Questionable moral strength and courage (Willing to do whatever is necessary to overthrow Cole, including the use of nuclear weapons.)
Wardens Unquestionable moral strength and courage (Unwilling to harm the lives of the populace therefore work for Coles overthrow from within using his system against him.)
Accordingly, this is how I personally play my toons. It fits my belief system.
Whether you or others accept this, is your choice. I firmly and stringently believe it; therefore, will hold to my stance, defend it vigorously, and will not compromise my belief. Conversely, I will not force mine on you. Our beliefs in what morality means is a choice we must make and live with. -
I find somewhat amusing in how many try to justify Cole’s actions, those who do not, and those who are not sure or cannot make up their minds. It is said that there are no moral absolutes, only situations. Really? When did the definition of moral change? Additionally, some have expressed the opinion that Cole had no choice, circumstances forced him to make the decisions concerning his actions; however, what he did to ‘save’ his people was heroic. Come again?
Cole is nothing more than an amoral narcissistic paranoid schizophrenic megalomaniac who suffers visions of grandeur of a god-like complex. He is the accumulation of all the past tyrants who lived since Nero. He made and acted on his decisions for his benefit since the Hamidon War.
Here is a case that proves the adage ‘Power corrupts. Absolute power corrupts absolutely.’ Whatever actions he took during the Hamidon War, I am sure, he believed he did so with good intentions. However, his actions were those that would benefit him.
This is a choice between doing the right thing or not. It is a moral question with a choice. Do you support a man who willingly acts in the most heinous manner for personal gain or stand against such a person?
Clearly this is a black and white situation, not grey or any other shade. To attempt to justify his evil is to support and condone evil. That is the moral choice given us while playing a character in Praetoria. The old crusader in the third Indiana Jones movie statement about choice is prevalent here: ‘Choose wisely.’ -
Well Golden Girl, I can tell you from experience while what you say is true, it does wear on writers & developers with the constant bombardment of the criticisms. This is especially true when the fans get really nasty and personal. Then it sucks to high heaven. I know of a number of good writers that walked away from a game universe/system because of it.
