You should really change off "Recommended" and switch it to Advanced so you can manually adjust the graphics. "Recommended" doesn't automatically adjust the game to work well with your system, it's just a fairly arbitrary combination of settings.

The nice thing about the second build option is if you ever decide to buy the Invention License / become VIP (or gain the last 3 tokens), you can simply visit any trainer and switch back to your IOed out build! You can swap any character's build once every 15 minutes as well.

The patron arcs are available at 35 now. See the ParagonWiki article. It looks lik the Patron's level ranges are wrong on their articles, though (they still say 40).

50-60 FPS with ultra mode on with old Intel Integrated Graphics? What the crap?
Does the system actually have optimus or something? No way Core 2-era Intel graphics could get that performance.
Edit: whoops, misread, that's a SB Core i7... still, the HD3000 doesn't get that sort of performance, or anywhere near it. I see some references to 'nvidia', so it must actually have optimus, and CoH Helper is just missing it. -

I suppose I could just try really hard to figure out what key goes where, but the staff should really think about making those number dynamic. Bad enough they won't let us change the skins, but when they give us the option to change the keybindings I would hope that they would think that those 1-10 markings might confuse us a bit (grumblecakes)
What if I replace the '3' bind with lshift+lbutton? Or even just 'alt+num' or 'shift+num' like the two alternate trays are bound to by default! (I generally have 5 trays open on all my characters)
What about my Warshade/Peacebringer that changes up what's bound to what as part of most every fight (run in as human, hit Eclipse + Mire, transform to Dwarf+remapping the binds with one key press, Mire, drop into human+transform into Nova+remapping binds again)?
Personally, I didn't even notice those numbers until I'd been playing the game for several years. And if you don't recall what a key does, /showbind KEY will print it out to the System channel. I'm not really sure what 'figuring out' you're talking about... I've played characters with many binds that I've not touched in literally years and knew them all again in ~5 minutes, since I tend to have common patterns.

If you invest many hours straight each day, and farm the hell out of a single character, you could probably hit the cap within a few weeks... but you'd also miss 99.999% of the content of the game. And you'd still have only played a single AT, while this is a game that is big on alting. -
Could you try rebooting the computer into Safe Mode with Networking and then trying to run the NCSoft Launcher?

Looks like a bug in Mids', I can reproduce it here only after I upgraded to the latest version (the one before the 'phase 1' of the incarnate changes didn't have this problem).

You might not be in the Echo version of Galaxy City. I've seen a few threads by people going to the old version (even showing the SG window, where one person was in 'Echo: Galaxy City' and their character was in 'Galaxy City'). You should still be able to leave via the doors in the war walls, taking you to the connecting zones (but you won't be able to return).

Everyone 35+ can access the APPs, regardless of where they start and what AT.
Everyone 35+ can use the PPPs if and only if they have completed any one of the 4 Patron Arcs (which you have to be a villain/rogue to do). Once the story arc has been done, alignment doesn't matter (and you can respec between the PPPs, or to the APPs, and back).
Check out the AT pages on ParagonWiki.com to see what APP/PPP each AT gets (generally, a hero AT and a villain AT are paired up and get the same set of APP and PPP). -

Have you run a consistency check (repair) on your CoH installation using the NCSoft Launcher?
You should probably contact support, tell them that every time you try to log into that character, you crash, explaining what happened. Even if it's a problem with your installation, they might be able to move you to another zone so you can play until it's resolved. -

If his system is around the same age as mine (quite likely), it's very likely the fan has gotten very clogged with dust, causing it to heat up very quickly. I wasn't having crashes, but the system would get very hot and struggled with the settings it used to do fine with.
Taking off the bottom cover and shooting some compressed air in through the exhaust vent cleared out all the dust in short order (make sure to do it outside... and use small controlled bursts to avoid putting too much pressure on any fans/internals).
As for upgrading drivers? I've ignored OEM video drivers, since I've already found neither Dell nor HP gave a crap. I'll occasionally upgrade the drivers with a well-reviewed, WHQL driver from here, and never had any issues (I'd be much more hesitant if my system had Optimus graphics). Is there any OEM that actually bothers to keep up with them? I've never heard of any doing so...
I noticed the "file missing" entries also... those seem quite odd, I don't think I've noticed those on previous logs people have posted. Seems quite likely that it could be a clue. -
Every single one of those missions I've done, the boss isn't supposed to run until he's somewhere from 25% - 50% HP left. I've not experienced what you're talking about... it sounds like a bug with the flee code to me, which should be fixed itself if it is occurring.

Simplest way? Copy the City of Heroes folder onto the flash drive.
Installing NC Launcher to the flash drive, and then CoH to it would be a bit more complicated, but allow the Launcher to update CoH for you. -
If he doesn't have write permission to the folder (unlikely if his account didn't create it and it's not in a subfolder of his), then he'd still be unable to patch it. Likely your account is in the 'administrators' group and his isn't.

The admin rights are only used for the updater to be able to have write permission to the folder City of Heroes was installed in (which it doesn't in a standard installation). CoH only writes to your user section of the registry.
As Tenjoy said, since you're running it from a directory where your user has read/write permission (i.e. the flash drive), that won't be a problem. I've actually run/updated CoH as a standard, unelevated user for years at this point, because I gave myself write permission to the installation folder, and back when we still used the "CohUpdater.exe" for updates, overrode the UAC heuristic detection on it to prevent the auto-elevation.
CoH will work just fine... although your zoning time must be total crap, running it off a flash drive! -
If that is indeed what happened, there should be some level of evidence that your account was accessed by a third party. You should stand a reasonable chance of getting your account rolled back.
Make sure to give support whatever details you can.
Also, run virus/malware scans to try to remove any malware, change all your passwords (especially email, NC Master Account, and game account). Be very careful though, since if you change the passwords and the malware is still on the system, they'll have all your passwords again.
For the future, remember to keep your browser and all plugins updated (especially Flash and Java... if you don't flat out disable Java)! That won't guarantee safety by any means, but it'll make it a whole lot harder for them. -
Do you envision them being akin to the Soldiers of Arachnos? Being their own EAT and unique primary/secondary powersets, along with storyline?

I know they've rolled back accounts in the past when people have been hacked. It depends on what happened though... if on the other hand you simply got drunk and deleted them yourself? Much less likely.
(technically, the it'd be the GMs, not the Devs, that'd be doing any rolling back) -
