There is no way it will decrease debt, quite the opposite for all the reasons Stalk-obot has stated.
I've also never seen players aksing for NPC debt to be accumulated and carried over to player kills. As a matter of fact, most players ask for XP/debt to be removed completely from PvP zones as it only encourages level 50's to play there, defeating the point of having different zones for different levels. -

Well, there's still the issue of certain toons seeming to use a lot more end now(mainly toggle ones like brutes), I also have a thread in player questions discussing how stealth/per seems to have been nerfed in PvE -
After the one me and Ronin arranged a few weeks back, it did kind of put me off a bit TBH. Most people were great but the one or two who whinged and complained did kind of overshadow that.
I have looked into various ways of making a weekly league but the bottom line is that solo PvP is too unbalanced and team PvP is almost impossible to guarantee the full team will turn up every week to make a league workable.
I've even looked at 'ladder' leagues rather than traditional points ones where there is a random or seeded draw to establish league order and each week there are 'challenges' with every result affecting the ladder.
Another alternative is to have players score points individually but make it a 3vP style team event where each player is responsible for getting a team of three and fighting another team of 3. Each player then gets the points if their team wins. The problem here is that you'll just get the best or same players teaming with each others.
A way around this would be to say you can only team with a maximum of one of the players you teamed with the week before and divide the table in 3 so you have to have one from each level of the table in a team, meaning people dropping or moving up will move into different parts of the table, making teams a bit more random.
A simple 3 points for a win and maybe a bonus point if you beat them by more than 10 kills. Maybe running in 5 week periods then having one week breaks or possibly having it ongoing with a waiting list with bottom 3 relegated from the league each week and next 3 from the signup list taking their place. That way, the league size can be increased or decreased as the wating list shrinks and grows.
Either way, it's certainly not something I'll even be looking at in any more detail until 3vP is over and every system I've looked at has loads of wrinkles that would need ironing out. -
I think the OP is missing the point here.
Trollers/doms holding people is unskilled
Stalkers AS'ing people is unskilled
Rad's debuffing people is unskilled
The only exception to this rule? When it's me doing it to someone else. Then it's the greatest display of PvP brilliance around
While this may sound funny, it's basically how it is. When you're on the giving end it's great and you feel like you really are a brilliant player. However, when the tables are turned, peoples perceptions flip and the tactics they may have used against others suddenly become 'unskilled and unfair'.
As for Defiant being bad, it isn't just there as we have our share of it on Union as well. A recent example has been someone who was on my friend list until I saw his never ending attacks on certain Defiant players who now PvP on Union over arena chat.
His reason for these attacks? Because they had the cheek to play spine/regen. Now, I have my own views on spine/regen and wouldn't play one but this guy was basically saying that these players would never beat him if they weren't spine/regen. This is funny in itself as these are players i've seen destroy other players with a variety of builds but what really made it funny is that the person in question was a stalker, one of the biggest FOTM AT's out there!
Personally, there are certain tactics in PvP that I do think are cheap, drone and mob TP'ing for example. Trollers holding or stalkers AS'ing are not amongst those. Telling those AT's not to do that is like telling tanks to turn off their toggles or MM's to stop using pets. -
There is a thread that lists regular events HERE. More of a weekly timetable of when things happen.
One off events like 3vP are normally publicised well in advance either in this PvP forum or in the relevant server forums. -
Has there been any red name post in the US forum about this explaining how it works?
If the debt is worked out on damage inflicted by NPC's before a death, does that mean it's possible to get a full 100% debt from a player kill?
Here's what I mean.
Player A takes 50% damage from NPC and is then healed
Player A takes 50% damage from NPC and is then healed
Player A takes 100% damage from player B
In this instance, the NPC's have inflicted enough cumulative damage to kill the player but he's been healed back to full health so no problem. Player B then kills him. It's a straight player kill with no NPC assistance but because of the earlier NPC damage, would he get full outdoor player debt?
Also, what if he'd actaully had 4 lots of NPC damage before the kill, would he have then received two lots of debt from the player kill? Also, does that mean using HP boosts like Dull Pain and Frostwork could actually cause you more debt?
This is a bloody ridiculous change. Given that so many people are asking for debt/xp to be removed from PvP zones to reduce on griefing, the Dev's have decided to add more and not publish any info about it?
A pretty big change to have been ommitted from the patch notes and one that will surely impact on people below 50 actually going to Sirens now. -

J, trying to get them in Sirens is not the easiest way. They're few and far between and there's the unwanted PvP aggro as well.
We had a 5 man team hunting them on Monday night in Grandville and there's a handy little platform where the tarantula's are fairly plentiful across two or three spawn spots. 40 minutes of hunting and I was well over half way in and the highest level tarantula we came across was 43, with most being 42.
As long as you're 40+ there's little risk.
I still need a few more to get my badge and was planning a spot of hunting tonight so just holler over the badge channel when you're ready and I can show you where the spot is if you want it. -
Find someone with the contact and do the mission with them.

Which makes Jubai Yague(or however it's spelt) quite unique as the first lvl 50 on Union as he was a stalker.
A quick /sea last night showed that we're very close to double figures on the level 50's. So I guess the next question is when are all the 50's going to get together and try to crack the Recluse SF? -

As for CoV not working, I know so many CoH players who say the same but think there's a reason behind it(apart from the Arachnos maps which suck)
The default settings for CoV graphics are much higher than the default ones for CoH. The settings also do not carry over from both games.
What i'd recommend is noting down ALL your CoH settings(even the unimportant ones) then apply them to CoV, maybe even going a little lower on CoV.
That said, the current memory leaks on CoV are terrible so may be waiting until they fix them before trying anything. -
Snow storm doesn't need 3 slows. The slow on it is awesom enough as it is and the enhances can easily be spent elsewhere. I have a lvl 40 Ice/ice and have not slotted a single slow in any powers, anyone who's fought me in PvP would be able to tell you it doesn't need slows in it.
You may want to reconsider firebreath though. The animation on it is very long and needs you to be in close to be effective, normally meaning you're dead by the time the animation finishes
Ont thing you haven't specified is if it's a solo or team build and if you want to PvP with it?
I have a level 43 fire/thermal and level 42 ice/ice so if you let me know what it's intended use is, I'll give you some tips. -
Just checked the Prima guide and it's definitely a total of 50 hours in a PvP zone.
That explains why my SG has it as we have 3 badge collectors who have all the 5 hours badges which accounts fo 45 of those -

Definitely nowhere near that as we've unlocked it over on my VG. Nowhere near enough cash to place it though, barely got enough for the turbine one.
Is that definitely how you get it though? My VG doesn't really PvP so surprises me we've unlocked ahead of PvP VG's like EVIL?

Not sure if this is a bug or i've just never noticed it before. Been playing my katana scrapper and when hitting Lotus Drops, it's doing the initial damage plus some minimal DoT(3 lots).
Has this always been the case? -

Yeah, the same is true of scrapper primaries. Neither of those two were really what I called gimped but I couldn't really find a weak set in either of those AT's primaries. Same with the tank really, Fire isn't gimped, just in there as I couldn't find anything else. -

Debate over. Even a noob could defeat CoH's greatest PvP'ers with such a completely gimped team by lulling them into a false sense of security

If it's CoV, you're really only looking at Corruptors. For teaming, */Thermal or */kin are great. For solo, yoou're looking at a */ice or */rad so you can debuff targets enough to get some kills in.
Ice is probably the best primary as well as it has a very handy hold. May not sound like much but it's single handedly been responsible for most of my solo kills in Sirens -

Not first in the EU, that goes to one of the Germans who got it over 24 hours ago. That was an SS/Inv Brute who just solo'd paper missions all the way purely to be the first to ding 50.
Certainly the first on the two English servers though as I think the highest we have on Union is 47. Not sure whether to be impressed by the achievement or a little worried about it TBH.

TBH, I think we'll win by 1 kill. I can see some muppet stalker taking a last minute kill thanks to build up and bitter ice blast from a certain ice/ice corruptor -
