Trick or Treating only works if the player was in a zone with a level appropriate for their current combat level. The following are the appropriate levels for various zones:

A few issues ago the mission rewards were changed to: If you fail to complete the last mission in an arc (or fail the mission if it is 'fail'-able) you get half reward merits. I'll see if I can find it in the patch notes.

Well, the normal level 2 players will have the benefit of Beginner's Luck, but your exemplared accuracy will suck. You will have a couple of extra powers, though.
The +5 levels note was missed in the patch notes on live, but here's the section from the Test server combined release notes:

I just tried to reproduce this and couldn't, but what I did notice is that while my character was sleeping in the gas [with the "head down on chest" sleep animation], no animations played for Snap Shot or Aimed Shot but the powers did activate.

The last two times my Archery Blaster has gone up against the Crey lieutenants that have a sleep power, her Defiance has shut down. Ordinarily she'd be able to use the two lower powers to keep pinging away at the bad guys, but in this case, it just doesn't work. When did Crey get an exemption from Defiance? I don't see it happening with other villain groups with similar abilities.
I'd bug it if that was the case because I hadn't noticed this happening before with Crey gas and defiance. -
Did you talk to the KR contacts? They may have introductions for you (on hero-side any level contact can introduce you to any other higher level one).

Earlier this year there was a post that the GM's would no longer be awarding the Wedding Band when this happens, but I've scoured the patch notes and can't find the post. I haven't petitioned for the ring since that post, so I don't know if they will still award it.
Edit: I found a thread discussing it when it was announced. It looks like it was posted in a "Known Issues" list which is why it isn't in the patch notes: Um... Wedding Band? Why? -

During the confusion of the aftermath, a second recipe vanished as well as I was speaking to him. I never right-clicked to see the options to possibly delete the recipes, either. Is this a bug, or is something else strange happening?

On a serious note, the vault access in my base stopped responding a while back. I hadn't moved it or made any base changes. It did indicate that it was unpowered, but the base had power to spare and the upkeep was paid up. I ended up deleting it and then reinstalling it, at which point it worked fine. -

The end ambush was a ******* level 40 spawn. LVL 40! And, if that wasn't enough, guess what they brought with them? A Ballista. A ******* BALLISTA! With NO warning, NO decent help, seeing as Ghost Widow got obliterated despite being a level 40 AV herself, and NO chance of completion once I died, because the ambush attacked and killed her.
What the hell, man, what the hell?!
T'be honest, I think Ballista's themselves need looking at. They are unsoloable, unless you stock up just on purples and greens, and even then your in for a horrible fight. They don't downscale, and they do rediculous damage even with the likes of [Force Bolt] for pity sake.
(Why is God-damn with no - censored?)
Out of curiosity, I checked the Paragon Wiki page on the mission and it still has warnings up re: level 40 Ballista and friends (oop, I see it's been mentioned already.. Arbiter Kim Arbiter Kim Arbiter Kim) -

Originally there was an indicator to the door, but the last time I did it (pre-Issue 16) there was no waypoint showing up, even with "Special" on the map enabled. Of course, since I knew where to go I didn't try to troubleshoot. I'll keep an eye out next time and see if it occurs again.
I don't suppose there are clues listed that you can highlight, like with safeguard/mayhem side missions. -

No enhancement drops while exemplared, except if granted as an end of mission reward. Recipe, salvage, and inspiration drops will drop, but based on the enemies' true levels. -

Both Dark Armor and Earth control had their power customization options changed in the last patch, so perhaps some of your options got reset.
Can't check to confirm as I was waiting for the Dark Armor changes and didn't have any characters adjusted before the patch.

Is it still bugged where the Longbow Ballista spawns at level 40, regardless if the mission holder is lower (like level 35)?
I've been waiting until my character's are over 40 to do the mission (until I see that they've fixed it.)
Edit: It would appear that ParagonWiki still has the "Level 40 spawn bug warning" up for the mission at the bottom of the Sister Airlia page. -
I helped a new player with this over the weekend.
Open team window. Click [Quit Task Force].
The pop up window that follows says "Are you sure you want to quit your task force? You will not be able to rejoin." Y / N
The last bit confused the person I was helping as they thought they wouldn't be able to do the Task Force ever again. The message refers to the Task Force Team. You will be able to start the Task Force again, but if there was a team doing the Task Force you would not be able to re-join it.
