Numina is almost as good as the level 50 common, even if you ignore the +Recovery.
Slotting a Regenerative Tissue proc and Numina proc gives 30% regen (so close to the two Common IOs you'd never notice the difference), and buffs your endurance as well. Add a level 50 Numina Heal, and you'll get 25% (Regenerative Tissue) + 15% (Numina) + 17% (enhancement) +12% (Numina set Bonus) = 69% Regen + 10% Recovery off three slots in health. Level 50 commons in those three slots will give just under 100% enhancement thanks to ED, so it will be about 39% Regen.
The procs are WAY better.
Disclaimer: This is all in-my-head math. Numbers may be a little off, but if they are, they're pretty close. -
If i am not mistaken someone mentioned that devs said there will be no new incarnate slots before praetorian arc handled. Most of the guesses are around in i23 we will face against Tyrant (if you talk wih Calvin Scott in MoM trial he implies that its time to strike) and will recieve new slots in the end of trial but this is just a speculation.
And how many praetor left actually that we didn't fight anyway? -

In old days double mire quasar (and i guess it still is) was best nuke in the game. Lately however I don't get same outcome from double mire quasar for some reason i don't know it used to be floor everything x8 up to +1 with just itself save bosses. Anyway I got this funny idea to try something off becuase of burnout. It took me alot of try and finally writing off some binds but i manage to get a double quasar powere by double mire.
My first few attempts were trying to do it with mouse on power tray like I always do I am not much of a macro or bind person myself and avoid using them if possible. Although I could fire second quasar with help of burnout it was not fast enough to get dwarf mires bonus. I tried to make a detoggle quasar bind and a burnout quasar bind but couldnt get timing than it occurs to me that dwarf mire recharges fast enough to double stack. I filled my insps with blues to try this anyway so how I did it like this;
Stealth in middle of mob (two mobs if possible) eclipse when there is enough in circle, mire than toggle dwarf+dwarf mire bind, deottgle dwarf+quasar bind, spam blue insps (with correct F key) burnout while walking to where most of alive mob kocked back toggle dwarf+dwarf mire bind (even if its not recharged burnout recharges it) than detoggle dwarf+quasar bind.
On council it worked like a miracle I tried it with Knives of Vengenace in DA with one break free (man they hold alot) two mobs including bosses are completly wiped out i was even able to get two fluffy after burnout before turning to dwarf. -
I doubt any ATO will get more expensive once i22 hit live.
First reason is people can spend their tokens on super packs when i 22 hit live which means more chance to get ATO's and if not that more chance to get merits to get ATO's.
Second Reason is enhahcement converters can be used to convert to same set piece into a random one. Surely it may take some time to get what you want but so far I didn't had any problem to get whatever set i want in beta with only super packs bought with my tokens for my main and secondary toons and still have enough to get two or three more toons with either sets I have in my email or merits i got from packs. So if prices will increase on market people will stop buying higher ones and just get the cheapest sets (some are under 10mil which i think ridiculous considering they need at least 25mil to buy from merit vendors+correct amount of merits) and than convert until they get what they want.
Returning to topic. Two set of three scrapper ATO gives %5 s/l defense if normal and %10 s/l defense if superior. IIRC brute and stalker sets are same and so far this is best defense buff in the game for a mere 6 slot. -
One thing is people are missing in here is the proliferated set doesn't need to be called ninjitsu at all. Just how katana power in stalkers is called ninja blade it can be called something else like mandra armor or chi aura or something similiarly far east oriented so I don't think concept is the blocking factor in here its just putting time into work and frankly speaking before more profilerate most people would want to have more solo incarnate content and probably next incarnate slots opened.

Currently purple scrapper critical bonus is bugged and not working as intended (i think it does not give porper critical hit chance) if you are going to put it as one slotter than don't upgrade it until i22 comes live.
With i22 the scrapper ATO will give a set number of bonus which is +%2 for minions and +%4 for others for normal set and +%3 for minions and +%6 for others for purple set. (which is an increase from what current set is doing actually)
For your second question I just tried to exempler down to level 7 in an ouro mission and I can see both set bonuses (eventhough it was on a power that is not active at level 7) in combat attribute window and large critical bonus icon under my characters Health bar. -
It doesn't matter what our personal feelings on matter are its how dev's feeling about it (and their finance managers on that matter)
1) Correcting something partially is no good on both programming and financial fronts (there are exceptions unfourtunatly this is not one of them) due to nature of HO's, the bug couldn't be fixed without bringing down game for weeks if not months (it was after all a bug about how buffs and debuffs works in this game not just xxx enhacement acting weird) and its an undesirable condition so they left it going for 7 years until they can find and implement a solution to correct bug in its core.
2) Because of financial managers also have a say in the matters its unlikely you will get a set for just one power (its also debatable if devs want to spend their time on a set for just one power to begin with). If there will be more accurate resistance powers in the future we may get one after that but its unlikely we will get one in the near future.
I would also prefer an accurate resistance set in eclipse but on a financial and programming level it looks nigh-impossible to get it at this point. -
Well as far as I know a duo corruptors manage to finish Mo LGTF under 2 hours and as far as I know there is no way two scrapper can do it because of hami part of TF which requires both holds and ranged attacks on mitos.

Answers for your questions;
1) Get fighting pool for extra resist and defense it will be three powers to place boxing, tough and weave.
2) It's really hard to answer this one for me since WP is something I didn't touch myself but considering its a type defense set try to get s/l defense to softcap and energy and negative defense to %32.5 or higher so you can softcap them with one small purple inspiration. For your lethal defense take parry into consideration and make it part of your attack chain.
From there its either resistance or regen but WP is a set that provides both on middle level. On a personal level I would prefer regen since you don't need to follow 4 or 6 different set bonuses for it like you need to do with resist.
Once you handled survivalibility of your character focus on recharge. Get hasten perma or as close as possible (123 s recharge for example or lower) %175 global recharge usually does the trick (included hasten) After you get hasten perma focus on getting damage buffs from sets and slot your attack powers accordingly.
Put achilles's heel -res damage proc into your most used attack in your chain as well as the attack that recharges fastest. Also achille's doesnt stack with itself so puttint it in two powers does not increase its efficiency.
Don't frankenslot one piece of a set unless its a proc aim for getting set bonuses and only frankenslot if you need two sets bonuses on same power or you are getting some set bonuses and need to fill blanks with hami-o's or normal IO enhancements.
3) I think you were thinking about making a hard-to-kill character with big orange numbers flowing overyour enemies head when you made this toon. -

Superior Scrapper's Strike: Recharge/Critical Hit Bonus is BROKEN and does ABSOLUTELY NOTHING
(except for the recharge enhancement to the power your slot it in)
This is a known issue, and is already fixed on beta, but the fix probably won't hit live servers until Issue 22.
And sixth bonus in the set is not bad either %2.52 s/l resist (its overshadowed by defense bonus though) -

This is mostly true but don't forget that critical applies to last calculation of damage not base damage so more damage buff a scrapper gets increase the dps ratio as well. -
Also it seems crit chance will increase even more in i22 or at least it looks that way on announcement.

I made a brute clone of my kat/SR build to compare their numbers. Since mid's does not have ATO's yet though numbers can be change but from current point on same choices or closer ones (my scrapper kat/SR have body mastery but brutes don't get it so I put energy mastery instead which was closest).
I assume both builds have purple ATO placed on soaring dragon.
Both build have softcap positional (ATO's set bonuses are same) and with one small purple both can get to incarnate softcap. %15.62 res to s/l (with ATO), %177.5 global recharge (again with ATO) and %33 global damage bonus (again with ATO)
Brute has 116.8% max end while scrapper has only 111.8% (because of difference between conserve power and superior conditioning) both has %219 recovery but scrappers is actually 4.08 end/s while brutes is 4.26 end/s.) Also scrapper has only two performance shifter proc slotted while brute has three (again because of difference between superior conditioning and conserve power)
Scrapper's Golden Dragonfly's per animation damage is 222.5 (ATO crit chance increase as well %3 global damage bonus doesn't included since mids still doesn't have it and I don't know how it may effect GD)
Brutes Golden Dragonfly does 205.8 damage with %80 fury (ATO doesn't included in here as well).
Asuuming that build up was up scrapper's GD does 305.4 damage while brute GD only does
244.3.
Assuming that gaussian's build up proc fired up together with build up (rare but I saw this happening a few times) scrappers damage is 388.2 while brute's damage is 282.7.
With %100 furry (brute ATO AFAIK lets brutes to get to %100 furry) brutes damage is 225. With only one build up this increase to 263.5 and with both build up its 301.9.
A point on damage to keep in mind; Mids calculate chance of critical in its calculations so the damage with build up's may not end up as how its calculated on an avarage scale. -
Catalyst's are incarnate drops (they drop from any mob in any incarnate trial like threads only its very rare 1 in 5 or 6 run maybe) and like any other incarnate drop they can't be traded.

Its not proc its a global bonus (like you said its not a flat one but enhance the actual rate) so it increase critical chance as long as its slotted for all powers that can crit.

I was playing with this scrapper for almost 7 years (although my vet badges says it was only 4 years :P) it is my main and although its not peak of what a scrapper can do i am quiet attached it. You can guess I had plans for him when ATO released. Since mids doesn't have ATO's for obvious reason though I was not sure if what I am doing will improve him.

Now for my question. With the coming of solo incarnate stuff I started worry about my character. I don't like to use a purple in every minute just to get itrial softcap or close to it and I am quiet aware that my other stats won't be keep me up against solo incarnate stuff if I plan to do +4x8's. My question is what would you suggest to me to change on this toon that i wont need to rely on insps and incarnate powers much (I don't say I wont use them but I would like to save them on AV or EB fights)
My second question is can I fit elude anywhere on this build? I know those who are using SR usually don't like elude becuase of its long cooldown and can't be perma but I think its a plausible choice to get a little edge in solo incarnate content even with a 5 or 6 min recharge (so once crashed it wont be up for 2 or 3 min) without losing any DPS. -
A good revamp for SR would be making elude droping %5 auto hit up to some points (not much maybe droping it to %4 or %3 auto hit) and drops the endurance buff from it. I think it would make the sets tier 9 worthy without breaking game much and gives SR a little more edge on its specialty.

I regularly kill AV's on my DM/SR scrapper, have for years, and it has only gotten easier to do since incarnates. IDK, I just feel people have the neighbor got a new car thing going on here.
Scrappers are not lagging in performance that I can see. -

Set Bonuses (according to the wikis)
(2) Increases maximum health by 1.5%.
(3) Increases lethal and smashing defense by 2.5% and melee defense by 1.25%.
(4) Increases damage by 2.5%.
(5) Improves the Recharge Time of all of your powers by 8.75%.
(6) Increases Smashing and Lethal resistance by 2.21%.
I think the Superior versions roughly double, or slightly less than double, these numbers. -

If a "tick miss" terminates the chain, and there's a 25% of such a miss, we know there's a 25% chance that there's no ticks at all - that 's the odds that the very first tick "misses". The odds of getting exactly one tick "hit" is the odds of getting one tick followed by a miss, which is 75% (the odds of not missing on the first tick) times 25% (the odds of missing on the second tick) which is 18.75%. And so on.
Edit: A hint that you've got the numbers right is that all your probabilities have to add up to 100%. If they don't, you forgot one of the combinations (in which case it will be too small), or just calculated the odds of each incorrectly. Overshooting 100% is probably a clear sign the calculation is just plain in error.
On an unrelated note I tried to use reactive today to see how many ticks I get at min and max and something odd happened. It started to tick normal and after second tick it stopped for a few second (didn't count seconds but it was definitly longer than two or ticks usual activation) than a third tick happened and it stopped I am not sure if this was just a coincidence or not but I realised there were times when ticks of DoT started a little longer than usual or there were some blanks like one or two tick were missing and the visiual fire on mob was going on eventhough tick of damage was stoped but the visual usually kickis in when -res proc activated too so I am not sure if its an indicator or not. -
I did the first set of missions of DA in beta today with my fully sloted (with new ATO and re adjusted according to that to have softcap it has better regen, recovery and damage than my current live one thanks to minor slot changes) fully incarnate (all T4) kat/SR scrapper.
First mission was a cakewalk since I forgot to change my settings and it was a +0 x1 with no bosses. Second mission was a little hard but by spending like 2 or 3 insipiration for each mob I manage to clear it with no real difficulties at +4x8 no bosses. I remmeber boss setting at last two mission and changed according to that. My inspiration spending increased to 3 to 4 and I found myself using my incarnate destiny and judgement more often but untill end of last mission (where they r performing a rite) I didn't had any real difficulties inspiration were replaced faster than I need to use them.
At last mission there was some sort of ritual after selecting some choices I am forced to fight 8 or 10 bosses in less than 3 minute and this was the real hard part for me. I died once around 1.50 min due to bad judgement on my part and not using inspiration until i was at half HP because of power delay i was dead even i used insp at half hp I clearly underestimated bosses. I used my revive veteran power quickly used a fre orange and purple inspirations than toggle AoE and ranged defenses which gave me soft-cap to incarnate content than I killed them one by one. It was a close call when 1 minute left there was still 2 left so i used my lore pets and destroyed last two when 20 sec left and realised there was one more at the back killed her in seconds away from timer. Now If I waited for my judgement and destiny recharged and used my lore pets from the beginning )I didnt realised all at the ritual was bosses) before doing this part the outcome would be different and much easier.
For a character with good slotted but without most of the incarnate powers I can only suggest stocking good amount of insps between missions and getting incarnate level shifts as soon as possible.
