I have aim in my current build but find I forget to click it way too often...
Aim will check it whenever you use power so you can be sure that it will always be used in combat and if your aim has a recharge less than 10 second (and assuming that you are using aim as soon as it is available) it will be better place for GSFC 6 slotted. -

Not have any VoC and don't have any intention to get one. One of my top priority reason that I am still playing CoH is that it doesn't need a VoC that interferes with my play.

For magical its to balance lots of things, to be able to have a unique taste of nearly all the sets into a nice little bundle.
First skill Fire spell, Like shooting flares at your opponent
Second, Time spell, Slows down opponents or Speeds up allies
And so on
Speed based You didn't read what i said with more MELEE speed skills, Rather than "I run fast and that's the basis of my character."
Look at the flash, He could speed up basically his whole body to the point he could Vibrate through walks, create Tornado's, And so on. I know tornado's is already in the speed section as "Whirlwind" but i mean on a larger scale, where it throws either A: some people around or B: People in the cone get through back (Like if you were to rapidly wave your hands out infront of you.)
For sorcery istead of that one, I would like to see a mix of elemantal powers in a power set maybe called Elemantal Fury. -
You know what would make scrappers unique? Giving them all melee attack power and defense sets.

However I stand my ground basicly according to your thinking I am taking into consideration of my internet connection, my graphic card, my cpu, my keyboard, my mouse etc too when making a build since all these effects my performance and play style no matter how small they seem to be or how unaware of that and this just sounds wrong.
On the topic; For some builds I take consideration of inspirations. For example I added back elude into my katana/super reflexes scrapper for DA content because my normal content softcapped build couldn't survive in DA without some external help. So my choices were either using one luck in every minute, using my destiny and using a luck in every 1 min and 30 second or using elude and using my destiny when it starts blinking and using a blue of any kind when my endurance crash but before DA content I never took inspirations into consideration into this build and I was walking around with a full inspiration tray with same inspirations for weeks not even using reds or turning things into red. -
I think hamidon is a well as well. When talking with Prometheus about Tyrant and Hami he says "Noone can destroy Hamidon" and it was with a certainty exceeds reason he even implies although I forgot full wording that even if Tyrant becomes Well's champion he can't destroy hamidon truly.
In DiB we also have some clues from a shivan that their well (mother) was absorbed by (or controlled) whatever is controlling battalion.
Also I doubt Prometheus himself is a well. If he was he wouldn't bother with our well and would try to protect himself by choosing his own champion among his own race. From what I understand about Prometheus' words that he can hunt and kill a newly ascended well or anyone tries to ascend. In this manner I think their organisation have means and powers that can kill a well but not a well seemingly omnipotent powers of creation.
Also Prometheus talks about our well with a great hatred and grudge. My assumption that when Prometheus assigned to watch our well, he saw wells chosens were ignoring rest of the race and decided to help them a little. At that time well didn't like this and empowered his best chosen Zeus to imprision Prometheus and tortured him. During this time Prometheus couldn't oversee other races as well and Rularuu ascended. Someone from organisation came to check only to find Prometheus imprisoned and tortured. Freed Prometheus along with organisation wiped out wells choosens but couldn't touch well itself since it means destruction of all humans in all dimensions and I guess organisation didn't want that. At least that is my 2 cent. -

I will buy a few but not too many, however even putting everything at +5 in mids doesn't seem to let me free up any slots because most things are slotted for defence bonus'. If the build had more defence powers that would be buffed by the +5 enhancements it would have a bigger effect.
As for Incarnate powers I really need the endurance modification and the defence buffs as well as the recharge. Losing the defence buffs would mean having to find an extra 1% defence across the board which isn't easy.
Muscalature is awesome, so will be the second one I pick up for when I can do without the defence, having to use Power Sink more often and the gaps it would make in my attack chain would make the damage less useful, but I think it would still work out as an increase - it just isn't for everyday situations imho. It would be interesting to see how much damage I could do in the duration of a single Power Surge though while running Muscalature.
1 - Defensive Sweep has poor DPA and I plan on AV soloing with this build so Crushing Blow is needed for my attack chain.
2 - I normally 5 slot and miss the pure damage IO out but the extra damage from the 6th slot was just too good to pass up (See point 3).
3 - I was thinking you might be right - and considered swapping the whole ATIO set into Follow Through and moving 5 Hecatomb's over to Rend Armor. With the new pay2win proc I think it will be almost a 100% proc rate (Haven't checked what recharge a 4.5ppa proc needs yet). But I think having 2 chances for the Hecatomb proc to go off is an overall DPS bonus. Once I check the PPA proc rate in each power I will make the decision because DPS>2.5% s/l resist.
4 - They just happen to be close because of the sets I have had to take, I didn't pick anything for its typed defense at any point.
5 - Multistrike was the very last set in the build and was needed for the specific bonus' it gives. I can get better values on the other sets but it is both AoE and Melee that I needed and can't seem to find another way around it.
2) to put a little more survivalbility to your build remove hami-o's from your defensive powers and replace them with LoTG def/end ones than pump all defensive enhancements to +5 you get same result only this time you get more hp thanks to lotg 3 piece bonuses. -
Its something like this. If you have a PbAoE toggle than becuase of stupid A.I. mobs will be running away from your character. Brutes and tankers negate this effect so mobs don't run from them so if you are using a power that is a toggle PBAoE it is better on a brute.
Like someone mentioned there are some pseudo-pet damage powers in some sets these performs better on scrappers for provided reason.
Any set that does high burst damage is better on scrapper because;
1) scrappers have a higher base modifier than brutes (brutes are 0.75 while scrappers are 1.125)
2) since they have higher base damage values any damage buff will be higher on scrappers for example if something gives %30 damage buff than while it is making brutes attack power 0.975 it makes scrappers attack power 1.4625
3) Fury only boosts base damage however critical doubles enhanced damage so combined with previous facts the higher base damage a power has a chance to make more damage in a scrapper set. -
Can you get enhancement boosters? If so I suggest making your build with +5 enhancement boosters (you can set it to +5 under slots/enhamcenets->set relative level to-> +5)and see if you can spare a slot or two from places (on my SR scrapper I manage to get a slot from hasten and manage to get rid of fully slotted maneuvre and 1 sloted combat jumping by increasing all enhancements to +5's). Also for a scrapper muscularate is too sweet to pass up not to mention TW is a set that will benefit from that damage bonus more than any recharge bonus.
EDIT: A few quick looked through your last build.
1) TW is better with AoE so I would suggest getting defensive sweep first and slot it well it is also a power that boosts your defense and recharges fairly fast
2) You don't need to six slot hecatomb that much of toxic res won't change anything significant and it will allow you to share a slot.
3) Rend is not best place for scrapper ATO for two reason. You wan't it either 3-3 in two powers or all 6 in one power unlike toxic, s/l is everywhere and even %.25 res makes a difference.
4) focus on either positional or typed defense your build have numbers too close with each other.
5) Instead of multistrike either get eradication or obliteration defense bonuses are better in either and both of them have more useful set bonuses than multistrike. -
My guess is they were testing how will preatoria do. If it was a successful model they would be adding more content to there (much like first ward) step-by-step untill zone itself become a 50 level one. However praetoria didn't meet the quota to do that change and/or management decided to go with freedom plan. My guess is after we dealt with Tyrant more Praetoria content will become available current one will take its echo in the Ouroboros.

That's my point. Every build has a hole or holes. People that take the time to plan out a build, consciously or not, evaluate how comfortably, given their playstlye, they feel they can cover that hole with tactics and inspires. If they don't don't feel that tactics and inspires can cover the gabs well enough to suit them, they discard the build as no good, and try again. If they feel that they gabs will be covered well enough to suit them, then they proclaim the build workable, or at least, field testable.
Of course, because this is the internet, I guess I can expect 7 people to promptly show up and insist that they never think at all during a build plan, thus proving that I am utterly and completely wrong about the entirety of every statement I have ever uttered since birth.
Edit: The OP: Sorry for the mini-threadjack. I didn't realize I had said something so totally controversial. Short story, I am pretty sure everyone builds with inspires in mind to some degree, regardless of how unaware of it they are (or how in denial about it). So yes, it's fine to consider inspiration usage as part of a build plan. No real conundrum. If you feel comfortable with the build, give it a try. If it works, it obviously fits your playstyle. If you don't feel comfortable with it, tinker some more. Or maybe try it anyway, but on Test. What will work for your playstyle on that particular alt and build, only you can truly judge. -

If you build to the magical softcap, and you run into enemies with Def Debuff, what to people plan to do? Just abandon the mish? Plan to make 14 trips to the hosp and back? No; they expect in the unusual situations to use a purple.
If you build to have enough end to cover all your toggles and attacks, what happens when you run into enemies with end drain? Do you just expect you end crash and die? No, people plan to pop a blue.
Everyone plans their builds to the best of their ability to handle as many situations as they can, and use inspirations to cover the gaps created by unusual enemy types or a horrible run on the RNG. That's the nature of the game.
I'm sure there may be 3 players out that that build to be perfect for one situation and then only ever farm that one perfect mish, and that actually just close their inspire tray and forget about it, and happily faceplant when the RNG shows them a protracted bout of hate, but those 3 players are just a bit eccentric.
What it comes down to is, how much to you feel comfortable relying on inspires for? For some farmers, it's only to up the DPS. Everything gets converted to reds. For some, it's just to cover the debuffing situations. For some, especially if you don't feel the need to run on x8 at all times, 32.5% def is more than enough for most situations, especially if they also have good res numbers and/or regen or other forms of mitigation. Each players comfort level on that front will be a matter of playstyle and individual taste.
Most people don't even realise they got defense debuffed and they will just use a green insps (or a couple) when their health is dropped. -
I did a build before that will be softcapped (and a good amount over it for defense debuff) with a small purple. It didn't turn out good however since as soon as purple is run out i felt the constant attacks that %10 difference makes and i find myself running out of insps more than intended during x8 missions and no new one or convertable sets drops (and trying to convert things into one is a pain). Also insps drop my dps as much as some of my support powers (hasten, conserve power etc)
Now if there would be an in game way to get those dual insps regularly than I would think about them when I made a build. They stay 5 min give at least two small insps bonuses in one and they stay when you die but since they require real money to get they are not viable options. -
at slots/enhancement tab->set all relative levels to-> +5. Downside of this it will also set procs and ATO's to +5 for procs there is no problem for ATO's then can't be boosted so mids show wrong numbers on power which they are slotted.

I'm sure to many people the restriction of an ATE to use be a specific AT seems an equally logical restriction. Using this logical interpretation, it should go into any power that the given AT in question can use.
I checked the wiki on cohtitan, and the only restriction it mentions is that they must be slotted into click damage powers. This would seem to preclude even AT powers like Death Shroud or even Dull Pain, both of with fit within the list of logical powers by the logic you have chosen to follow.
For reference...

This character is my main ever since I started playing CoH which is a month before CoV's release. Ever since than whenever I play CoH I played with this one for some odd reason. With each update I try to see if there is anything more I can make him a little better.
I find myself soloing most of the time and occasinoally team with others. He is a 50 +3 with various interfaces (my current favorite is degenerative), destinies (for various itrials) lore pets (mostly for fun) and judgements (again mostly for cosmetic reasons but my current favorite one is vorpal for concept)
With ATO release my build went a huge overhaul (before that it went a huge overhaul with boosters) and I manage to remove all third pool defense powers except weave from my build. I added elude back for DA content (it is far better to pop upa blue in every 3 min rather than having to pop up a luck in every minute) Overall my current build is following one.

Also one thing is bothering me. Does it woth keeping numina's heal/endurance in health or should I change it with a panacea proc in health or a shield wall +3 res(all) proc in weave (I have enough influence to spare to get either proc and I may even have enough to spare to get both) what would be a better slotting?
Oh and a note to mention I soloed new DA story arcs with this one at +4x8's with bosses and AV's (only AV I remember is Black Scorpion though and it was a really hard fight which I need to use my lore pets and some dual inspirations) almost never using lore pets (except Black Scorpion fight and it was only becuase he was the only AV in whole arcs) and getting all badges (means no help at last two arcs final battles) it was fun but I realise regen can't keep up at the same percentage as resist (probably because it kicks in every 12 second while resist directly cuts from when damage is done) that is why I want to get shield walls +res proc but I am not sure is panacea will be a better choice. -
When all enhancements set to +5 (or any value other than even) it also sets ATO's to +5 and calculate their value according to that while ATO's can't be boosted to +5. It is also true for procs that can't be boosted but since procs efficiency does not change with level it seems like it does not effect anything.
I can also confirm resistance bug on gamblers cut with a achielles -res proc and like Psychic Guardian pointed out it says resistance debuff in attributes. -
Energy may have a different definition than what it is in real life, considering its broad application in the game though it is close to ours. Also it is debatable how much of fire and cold is actually energy and how much of is not. For fire I may have except that a little higher resist but cold is totally different story so I think it is better to keep things simply. Energy in this game is one of elements on par with negative fire and cold.

I found it also funny that most of AV class person in the DA arcs are not AV's I realised this when I fight against Black Scorpion as an AV and one mission later I found Blue Steel as an EB and after that one I fought both Reisch and Requiem as EB as well. Black Scorpion fight was long but fun others were over even before I can read all of what they were saying.

Hmm there were too many thing I would change in your build but a few questions need to be answered first.
1) Do you intend to buy purples (and one or two PvP IO's) for this build?
2) Can you get scrapper ATO?
3) What are subject to removal and what are not? For example two travel power is overkill and the power selection can be used for something more useful.
4) Do you intend to do new Dark Astoria incarnate content solo? If you do so and at a high difficulty I strongly suggest removing one of travel travel power and get elude instead. Before you ask I have a kat/SR too and it is my main with two purple set a couple PvP IO's normal content softcapped with %309 regen with 1900+ hp etc and rebirth is not enough to save you in DA if you plan to do +4x8's (or +3x6's) not even barrier saves but it helps more than rebirth. And I find myself occasionally dying since lucks burn like candles and sometimes not drop and don't have three of a kind to merge elude gives you 3 minute of softcap to anything and when it starts bilinking just use your destiny eat a blue (far better than trying to keep yourself softcapped in every minute) than retoggle. Most of the time you will be able to see blinking and not engage the next mob or able to run away from your current one.
A few changes I would do in your build please note empty slots in GD are for scrapper ATO since it is a set that you can get eventually unlike purples (and with catalyst drop rate since i22 launched I believe you will have purple ATO set in no time)
