I didn't even know the motherships appear anywhere but the crashed one in rwz. How do they spawn?

For overall team damage nothing can beat a kin/sonic defender.

It is definitely re-obtainable. In fact I find it quite annoying, since it's one of the temp powers you can't delete (I'm OCD about my temp power list).

I believe that it has something to do with now wanting players to be able to 'phase' repeatedly. As I recall, there is a no phase period after any phase power is used (be it hibernate, phase shift, or any other phase power).

I'm not sure if you're looking advice on how to complete it in time, but if so here are some pointers:
Stealthing to the glowies and then down to the bottom saves time.
You only need the particle cannons really.
You don't have to kill the rikti around the generators.
You don't have to kill the hydra tentacles.
You do have to kill the rikti that teleport in as the hydra starts getting low on health.
Clever use of jump-attacking allows you to use the particle cannon without the hydra being able to attack you or the rikti noticing you. -

Small gaps aren't a big deal. Go with whatever your priority is.

PvP 1.0 ruleset still exists in the PvE world, can we get a zone setup maybe with this flag set? What this would do is allow us to compare PvP 1.0 and 2.0 together apples to apples.
We could actually get some real data like "This is what works in the old system - does it work in the new system? No? Why does it work in the old system and not here? Is there a way to fix that?" Without the two systems sitting paralell, its very difficult to test and compare the two.
You might suggest just trying to forget about 1.0 and look forward altogether, but, as an ebil conservative, I would never want to forget about your past and the things it did RIGHT just to be able to say "Hey, we have progress see?" I also wouldn't want to completely disregard the work done on PvP 2.0 because a lot of features are pretty slick and could help balance out. -
It's pretty frustrating, especially for something like mez protection. I've been avoiding sets with clicky mez protection for this reason. Also due to the AE bug where buffs go away after a mission.

I only use a proc if, on average, it will do more damage than the alternative. This is often the case for purple sets. It also tends to diversify your damage type which is an added benefit.

Also, it seems like you want something that can solo really fast. You might consider ice or fire as a primary. Both have excellent synergy with cold, have excellent damage, and ice in particular will solo very well.
ice/cold and fire/cold corruptors are two of the most powerful combos in the game in my opinion. -

Cold will not play like your bubbler, I can guarantee that. Dark/Cold is a superb combo, and will solo quite well! -

Getting the difficulty sliders to work properly with Task Forces and Strike Forces is definitely something we are working on. This is something that is important to us, but any fix to the TF/SF Difficulty Slider is risky in that it is code which effects the whole game. We have to be very careful when working with this code because any changes can have significant and unforeseen ramifications. It takes a lot of time, especially testing time, and if we're going to take this amount of time we want to deliver a fix to you guys that isn't just a work around hack, but that delivers a fully working product.
We know this is frustrating, and this frustration has been well communicated to the Dev team. We'll communicate with you more on this issue as things progress.

You do have to kill some rikti, it would be nice if the objectives listed this.

Dominators are actually a pretty good choice, for power surge. The reason is that if you get good at timing it, you can have domination activate right after power surge drops, so that there is no downtime.

Of those I'd go with total domination. It's the cheapest of those, and sometimes useful.
