  1. Have fun! And make sure you choose an arc in the correct range. You can run arc after arc so long as they're somewhere between 20 and 40 in level range, or you could pick a single mission and farm it repeatedly.

    Personally, I'd recommend running whole flashback arcs because you'll get Merits on completing them. Eventually, even if you don't get the Miracle: Recovery as a drop, you'll have enough Merits to buy it outright from the Merit Vendor. That way you're guaranteed to get it, one way or the other.
  2. Like all recipes, it's a drop. There is no specific enemy to fight. This specific recipe is a level 20-40 drop that has a random chance to drop from any boss you fight who is in that level range.

    There is nothing you can do to increase chances of a drop beyond making sure you are fighting enemies in that range and fighting mostly bosses (if you're over level 40, you can use Ouroboros to fight enemies in that range and still get drops). It's important to note that fighting enemies in the AE does not count and you will get no drops from fighting in the AE unless you are on a Dev's Choice arc as those follow the same drop rules as the rest of the game rather than the AE rules. So doing flashback missions somewhere in the 20-40 range on high difficulty would be the best bet for getting it as a drop, though the chance still isn't terribly high.

    Aside from getting it as a drop, you can buy it with Merits, get it from a Random Rare Recipe roll (Merits), get it from a Gold Class Recipe roll (Tickets), or buy it from the Market.

    Meaning "WoW has it so this game should have it too." It's not a ridiculous system, in fact it's a quite easy system to use if you just take the time to either 1) make a friend or 2) learn how to use the Market. If both of those are too difficult, there's always the option to get another account, but you're by no means forced to do so in order to trade inf - you're grossly misrepresenting the situation. It's beyond hyperbole at this point and heading rapidly into wrong.

    Would a 'mail' system be a nice QoL addition? Sure, though I'd imagine most players wouldn't have a need to use it often since there's other systems already in place. Should this be a high-priority addition that this game "needs"? No.

    Of course, the latest gripe about storage is something a solo character with a single account can do just fine (with the exception of recipes) just by having an SG base and making use of the storage there. And, with the exceptions of costume, temp power and respec recipes, there's no reason why such a player couldn't simply craft the recipe and store the crafted IO in the base if he/she wanted to hoard or to transfer to another alt. Place the IO in the bin, log off Character X, log on Character Y , take IO out of the bin. Easy peasy.
  5. Having an armor toggle certainly doesn't hurt. I wouldn't throw too many slots into it unless you're going for a Set Bonus, but I generally take the armor toggle from whichever ancillary pool I choose just for the extra survivability. I wouldn't call it a must-have, but neither would I say it's "a waste of a power choice". It's an armor toggle. Armors is nice.

    Several incorrect assumptions here that lead to fallacious conclusions. First off, using the Market to transfer inf is neither an abuse nor is it against the rules. The Devs simply don't condone it because there exists the possibility of losing your inf through a poor understanding of how the Market system works. Put simply, if you screw it up because of your own ignorance, because of lack of close attention or bad luck, the Devs are under no obligation to restore your lost inf. That's all. It's use at your own risk, not breaking the rules.

    Furthermore, of course people who pay double what you do (second accounts) are going to be able to do things you can't do. This isn't discrimination, it's the way it should be. If I have two accounts, I can trade with myself, make teams with myself, invite myself to SGs - all manner of things are easier. However, none of these things are impossible for the player with a single account or even particularly difficult as the game's community is full of helpful people who happily provide these sorts of services on a regular basis. Yes, there's always the risk of getting burned by a stranger, but common sense steps largely mitigate that risk.

    As for 'things the Devs disgree with and frown upon', you don't seem to have a strong grasp of what those things really are. As far as direct Dev statements, those things would be rampant farming (particularly in the MA), PLing and of course cheating/exploits. Of the three, only the last merits unilateral corrective Dev action - the others are generally held in check by curbing the worst excesses using changes to the game (either changing specific missions that are disproportionally farmed or making sweeping changes to the game to prevent abuse of existing systems. Neither farming nor PL is cheating, however, and should not be compared directly to such behavior.

    Sorry, but Ironblade's right. If you choose not to be in a group/SG, then just accept the consequences. You're acting like you're unable to transfer inf because you're not part of a group. That's just not so.

    First, you have the option of using another player to help transfer. Sure, that has risks and is best done in a group setting where you have some trust/knowledge of the person, but plenty of people do it with strangers and do fine if they employ a little common sense.

    Second, if you prefer not to go that route, then do a little learning and make use of the Market. You'll lose a percentage to the Market fees but it's perfectly safe and effective - again, if you use a little common sense.

    So no, there's no double standard and you're not being excluded or discriminated against because you're a soloist. Due to my work hours I solo all the time despite belonging to a good group, so I mostly use the Market for transfers rather than other people. It's not that hard to do and it's not at all risky unless you have no idea what you are doing.

    You can break the Pact at any time by opening up your Friends list. Under the Server section there's a special Level Pact menu if you're in a Level Pact and you can dissolve it at will. It can't be reestablished, however, if you've leveled past level 5.
  9. I'd recommend Dark or Power, depending on playstyle. Dark will give you more personal power and survivability and if you don't have Leadership I'd say it's probably the better choice. Soul Drain is great, Dark Consumption is very helpful and Oppressive Gloom stacks well with Choking Cloud.

    On the flip side, the PBU + Vanguard Medal + EM Pulse combo is extremely effective. It's a very powerful pause button for a fight that's going badly or a great opener for a large group. The duration is impressive. If you happen to be running Leadership, then PBU + Vengeance is also a temptation.

    Psy isn't a bad choice, but in my opinion OG works better with Choking Cloud than WoC does and costs far less endurance and both Dark and Power have endurance management tools while Psy does not. An AOE sleep is of questionable use in teams and even on good teams or solo I'm not sure how much it would really help a build that uses Choking Cloud and therefore probably Irradiate as well. I'm actually a big fan of TK, but I don't think it's a good fit for the build you're describing.
  10. 1) It is split. So in your example, you would get 5 xp and your partner would get 5 xp.

    2) When teamed, it's a wash. So in your example, you get five for each kill and so does your partner. A person on a team (unpacted) would get 20 xp (10+10). If you're teamed with your partner, you get 5 for the first guy and five for the second and the other five goes to your partner - but the same is true for your partner, so it's still 20 xp (5+5+5+5).

    If you are on a team and your partner is not, you'll get half xp because the other half is going to your partner and there's no xp streaming in from your partner to counterbalance it (because they're not on the team). So in that case it's (5+0+5+0).

    If you and your partner are both on but on different teams, then you'll both get your own share of xp and a share from the other person, but because you're not on the same team they won't be equal. For instance, if Team A kills two guys for a total of 10 xp and Team B kills two guys for a total of 12 xp, then the xp would look like this: (5+6+5+6) for both players.

  11. Right click on them and click "Close Tray". It's easier if you advance the tray to something that doesn't have powers in it first, otherwise you have to be careful to click in between so you don't right click on a power instead of the tray itself.

  12. That only goes so far, however. If your build is significantly variant from the norm (Tanker without armors, MM without pets, Controller without controls, etc) then it's up to you to tell the team up front. It's not unreasonable to expect a certain level of capability from a given player and AT when inviting them to a team, especially for a Task Force.

    If you say up front that you haven't taken X, Y and Z powers and they invite you anyway, then they need to suck it up, but if you were invited to be a primary debuffer on a team and you have no debuffs, or were invited to be primary tanker and you have no armor toggles... that's info that needs to be shared with your teammates up front. They shouldn't have to go looking at your power listing to discover you're incapable of doing the very thing they were expecting and perhaps counting on you to do.

    In the case of the OP, the Controller should have spoken up and said something to the effect of "I don't have my debuffs and I don't like to use my secondary, is that okay?" Then everyone is informed and the team can either decline or proceed ahead informed that the Controller isn't going to be much help in the debuff department and perhaps seek out another team member to help fill that niche. Of course that's assuming that the Controller in question knew enough to realize that his/her build was variant. Which can be a big if.

    Ultimately, having an entire power pool to essentially serve as Breakfrees is ridiculous. We already have Breakfrees. If the intent is that all ATs "need" mez protection in their powers, you might as well just give everyone the toggles. Those powers already exist and they make sense.

    A set of click powers that each protect against a different type of mez (meaning you'd have to click four click powers to equal a Breakfree, and even then it's likely there'd be holes in the power pool that the Breakfree would cover) is absurd. I can't see anyone who's at all familiar with the game blowing four power selections and taking up one of their four power pools for that. I certainly wouldn't, when I can far more easily just conjure Breakfrees from the drops I get in any given mission.
  14. Why, exactly? Why introduce additional complications for a working system? Nowhere in this post do you say why this "stars" system would be a good idea or an improvement.

    How would this work for exemplaring? How would this work for people that are already using IOs that have levels? This could potentially be a huge nerf depending on how it were handled with respect to exemplaring and set bonuses.

    Okay, this again. The thing is, at first glance, this seems like a reasonable thing to say, until you realize that the people fixing bugs aren't the same people making new content. If you were to stop all new content development (which itself is not a great idea) and move all those people over to bug fixes, chances are good you'd actually slow the progress of bugs getting fixed because you're introducing people to something that isn't part of their jobs.

    MMOs are tricky beasts, with new features being grafted onto old code all the time, so bugs are to be expected and inevitable. Sometimes the problem is straightforward and a fix is forthcoming quickly. Sometimes it isn't and it isn't. Arresting new content development wouldn't get bugs fixed any faster. It might prevent new bugs from being introduced, best case, but only until new content resumes.

    How exactly is the game "not very playable"? Or was that just hyperbole?
  17. I'm sorry, you really don't have all that much of a leg to stand on here. If the above quoted portion was all you'd posted, maybe, but instead you assumed it was a stealth nerf and went off on a rant about stealth nerfs, complete with the cliche threat to leave for another game. Frankly, since your underlying assumptions were wrong, you got what you deserved. If you had, instead, simply said something to the effect of:

    "Hey, I've been away for a while and I'm noticing that pets no longer accept recharge. When did this happen? Is it a stealth nerf with Issue 15?"

    Then the responses would have reflected that. However, this is not what you posted. You reap what you sow.

  19. Nope, not new. It's basically a gamble and I often skip past them because I'm not willing the chance the debuffs in most cases. The buffs are pretty nice though.

    Better but still bad, though at least this approach doesn't burn up Dev time on a questionable power pool when there's already a more than workable inspiration system in place to do the same thing. Having four powers to do the job of one inspiration is not more options, it's adding useless options that are ignored by the veteran player and needlessly confuse the neophyte. People above have already illustrated this by discussing the difficulty of working such powers into builds so I won't rehash that again.

    As for increasing the drop rates for breakfrees preferentially, maybe. In the lower levels when you don't have that many inspiration slots, I can see maybe tweaking the random drops in favor of breakfrees. This, of course, would be annoying to those that don't use or don't need them such as Tankers, Scrappers, Stalkers, Brutes, many Dominators, Controllers with protection from their epics, many Blasters, and anyone who's invested enough in IO sets not to be much bothered by mezzes. So while I think there's more of a case for the 'change breakfree drops' idea, there's also a case against it.

    Bottom line, if you're playing at high difficulty and you need many green inspirations to survive to the boss and you need breakfrees to beat the boss, perhaps it's time to drop the difficulty down. You shouldn't be needing to use inspirations to survive fighting minions - if you are, then you're probably playing above your skill level.

    A better approach might be to combine inspirations as you get them until you get what you consider to be enough breakfrees, respites, catch-a-breaths, lucks, whatever. You can always restock between missions if your personal minimum numbers are on the high side. As for needing to run to contacts all the time to restock not being fun, no, I suppose it isn't, but with a little preparation and some good tactics you shouldn't be running dry in a single mission. If that's regularly occurring, drop your rep a notch or two.

    Not really. Villain population has always been lower than hero, for a number of reasons, but plenty of people play both sides and multiple servers, so a true population number for any given server or side is necessarily fluid.

    City of Heroes still has plenty of players - the last statistics released I believe had us trending up at somewhere around 120,000 to 130,000 subscribers, but that's just from memory and may be in error. Bottom line, there's plenty of people playing.

    Probably the most important factors are the time of day you're playing and what methods you're using. Especially if you're playing at off-peak times, you'll want to do more than just put your LFT flag up and send broadcasts. Forming teams is always the best approach, but if you'd rather not do that there's a number of good global channels you can join for every server and a good SG does wonders.

    Help!

    First off, the Help chat in-game has changed. You need to type /hc MESSAGE now, not /help MESSAGE.

    As for the chat box thing, it's a common error and it's easy enough to fix. If you don't customize your tabs much then one option is to just log into another character, go to Options, and under General at the bottom under "Chat Settings File" click "Save to default file". Log back into the affected character, go to the same area under options, and click "Load from default file".

    If you have different setups on each character, you might prefer to right click on the chat window and go to Create Tab. From there you can use Edit Tab to add back in all the chat that you want to be in the window you accidentally deleted. This is a bit more complex to do, especially if you were just using the default window and aren't sure which types of chat you want to be seeing.

    As mentioned before, to restore the divide between the two boxes simply drag a tab down and it'll automatically come back. From there you can create new tabs and then move things back where they go.

    TF's Needed

    Most servers have player-created global channels which are usually the best method for getting on badge and TF teams, especially if you don't have an extensive network of friends or an active SG/coalition to help you.

    On Triumph, Triumph Watch 2.0 and Triumph Watch 2.1 are the most popular channels for this purpose. As with all global channels, you can monitor them regardless of what server you're currently on as they are cross-faction and cross-server.

  24. If you hate the suggestions board, I humbly suggest that you not make suggestions.

    As a matter of course, ideas presented here are criticized. Ideas which are not very well conceived, have many/serious flaws or are just plain unworkable get shot down. Sometimes these ideas can be reworked and salvaged, sometimes not. This is what the Suggestions forum does. If you cannot handle anyone criticizing your idea without degenerating into namecalling and defensiveness, just PM it to the Devs next time.

    This idea would be a waste of Dev resources since there's already a system in place to deal with mez effects that would be more effective, not eat up power selection slots or take up one of the four allowed power pools per character. You don't even have to go to a contact or store to get the Breakfrees since you can now just make them from whatever inspirations you have on you.

    Anyone playing on high difficulty should be fighting more than enough mobs to get plenty of inspiration drops in any given mission that can be used to generate Breakfrees.

    Of course, people have already pointed out these things to you several times but rather than addressing them you're just repeating yourself over and over and bumping the thread. I'm sorry, your idea is not a good one. It's not personal and it's not an attack on you. It's just a bad idea.

    There is no 'gap between the haves and the have nots' because Breakfrees are ridiculously easy to come by unless you're one of those players who just lets your inspiration tray sit full over the entire mission only to be chain-mezzed at the end. That's not a problem with the game, that's a PEBKAC issue.

    This is a solution without a problem.
  25. The point is you shouldn't need to change your mission slider if the only problem is chain-holding from the boss. 1 or 2 breakfrees should be plenty. If you're playing on high difficulty, just restock between missions. It's not hard unless you're not paying attention. Just restock your breakfrees from your contact and press on. Or failing that, make them from the inspirations that drop while you're doing the mission itself.

    I just don't see the need for a complicated power pool to do something that we can already do just fine with a simple inspiration.
