That was my first question as well. If you have, say, a purple listed for 200 million, and it goes unsold, the millions you've already paid as a listing fee are not trivial.
In all fairness, they should be returned. In terms of practicality, it is a simple math script based on the listed price. This shouldn't be too much to ask.
Overall, though, I think I like this change to the markets. -

The King's Row NPC's who gathered around the sewer entrance near the tram in an endless escalator-like formation. Eventually, it was fixed and commemorated with a plaque.

I made yet another new toon, and was running around, putting the smackdown on the seemingly endless supply of Hellions when I saw it... the AD on one of the buildings.

It must also explain why the Hellions have still not dissappeared completely after more then 5 years, no?

The only thing you said that is pertinent is the fact that level 45's have similar bang for buck, and will cost less - only 38% of the CRAFTING cost of a comparable level 50 IO. However, the OP did not list that as a desired option, and I'm presuming that is because he has something in his slots now that is comparable, and is now looking for level 50 "stuff."
Unfortunately, the CRAFTING cost alone for level 50 stuff is about all the OP has right now.
Now he could go with 45's, and he could probably do it with a budget of 38 million if he's patient with the market, but the better course is to gain more inf and work towards his actual goal if he has a workable build now. -
You need a lot more inf to consider even generic IO's - that amount will barely cover the crafting costs alone, let alone the salvage and recipes needed. IO sets are even more expensive to craft - you probably don't have enough to cover the crafting costs (borderline).
Your best course of action is to visit the market forums and learn how to turn your inf into more influence. Or simply play more and earn more.
The good news is: if you reached 50 with this build, it probably isn't broken, and you can afford to be patient. -
ToF is useful to a low level scrapper to help mitigate bosses and thereby face them earlier in your career. It also is more useful in the lower level ranges where your defense has probably not built up to near cap levels.
It is useful to a higher level scrapper who wants to raise difficulty and face larger numbers of mobs (for the same reason - mitigate the boss/AV while you clear out the minions, or simply reduce boss/AV's to hit value).
Overall it's useful because it is a little-resisted effect across the game, both PvE and PvP.
It also has nice bang for the buck - fast recharge, and requires little slotting to still be useful. IT has quick activation and a relative long effect.
Overall - all nice power that I recommend. -

Apex must make an appearance in at least one mission, however. -
Played a elec/shield scrapper from 17 to 22 to get SO's.
Got a level-pacted katana/will scrapper from 28 to 32, stopped to buy IO's.
Made a DP/mental blaster and played to level 4 or 5.
Overall, it was less productive than the previous 2xxp weekend, for me.
(But that katana/will is really growing on me.) -
In all honesty, playing the same MMO over a 6 year span has saved me at least one computer upgrade (last upgrade - 5 years ago) and numerous $50 expenditures to try out various single player games, some of which I probably would not have liked and not even finished!
You gotta spend money to save money... -

The best info is here, but current nVidia (non-DirectX 11) cards are on the list, so that implies DirectX 11 is not required.
