Quote:I suggested something similar before; give players their own pocket dimension/bottle city to save/rule over. People said it was stupid and I should go play a singleplayer game. You missed out something that could make dirty Villains weep with joy - when they were talking about how they liked space, and how SSA1.7 had proven that they could pull it off, they also floated the idea of letting red siders conquer their own planet as a substitute for taking over the world.

Quote:Are...you talking about aging members of Generation X?they're a race with no drive or ambition, and they're also aware of it, but they can't seem to do anything about it - like all they have left is an endless sadness that they've lost their life force, which makes them one of the most tragic groups in the game.

I have to wonder if the PPM change Synapse announced is going to be like the next ED or GDN.
We can call it the Great Proc Blocking of 2012.

Quote:It's not even utmost buffing possibilities. If we're going to balance ATs based solely off of utmost buffing possibilities, then the game as a whole will have to be reworked. Nothing Tanker specific about that broken point of view.
A well built Brute running Hybrid Melee and Performance Amps is outright better than a Tanker build to the same caliber running Hybrid Assault and same. Both are nearly immoral, but the Brute still gets way more damage. Introduce team buffs or even a single Kin to the mix and the Brute is laughing. The disparity only grows worse the more buffs you introduce and exists long before you get to the survival caps.
Two closely related ATs, sharing most of the same power sets, sharing a similar role, having nearly the same survivability potential but one having way less damage potential is a problem.
It's not balanced and it's not excusable, even if you think so. It's a ****ing double standard and you know it.

From what I recall, the stream from the last Pummit was fine. It's not so much a Ustream issue as it is a Paragon Studios network bandwidth/Zwill's system issue.

Quote:Brute survival numbers are not 75% that of Tankers. Brutes have the SAME resistance and defense caps as Tankers, and only have 10% less max HP.Hmm... 950 is roughly 73% of 1299. Brute survival numbers are 75% of Tanker's. So that seems pretty balanced to me. What's the complaint again?
So when the Tanker damage cap is increased so that they do 90% of Brute damage at the cap for AoE and ST, then there will be no cause for complaint.

To re-post something I said before:
"Brickstown always felt like a 'detour' where the 'real' path lead to Founders.
It's got limited amenities, was harder to get to and never got much in the way of new content.
Also, it never felt right to me to have this big Super Max prison right in the middle of the urban center. Like, who's going to live next door to that and how the hell did the zoning board ever approve it?
Personally, I'd love to redo the whole zone from scratch. Make it a rural area outside of Paragon like Crotoa is, with "Brickstown" being a small town nearby the Zig.
It's called "Brickstown" because they used to have a brick factory there until it closed down and the economy dried up, explaining why they would be desperate enough to allow a prison for walking weapons of mass destruction in their backyard."

I've long suggested the Outcasts be brought in to the higher levels and expanded upon.
Arresting Frostfire may have broken up the gang, but all these superpowered punks with a chip on their shoulder are still out there, waiting for someone else to bring them under their banner. They could be a special division of the Council or the 5th Column (letting the other side have the werewolves, vampires and aliens). The Center, being a suspected mutant himself IIRC, means the Council would be a good fit.

Quote:Brutes still get more.On the topic of the Hybrid Slot:
I think Tankers are in a good spot here. If the assault tree's 'doublestrike' works on base damage of an attack, it also cannot be enhanced by damage buffs (read: Fury) so technically, Tankers will get more damage out of that while Brutes get the least.
A Brute doesn't even have to slot Hybrid Assault. With other buffs, as simple as inspirations, he can hit with a KO Blow for like 1150. The best a Tanker can ever muster with Assault Core or any amount of buffing is 760.32, with Assault Radial 950.4.
If the Brute did take Assault Radial, he can do 1299.
And of course, if the two are teamed, the Tanker is just going to be buffing the Brute to 1380 and 1558 respectively.

Quote:No, I would compare Tankers as they are currently as being training wheels for Brutes.Um dont u mean brutes are like tanks WITH training wheels? I am still waiting to see the OPs build for this build.
Training wheels give a child something they lack (balance) at the cost of agility and maneuvering the bicycle. When the child learns how to balance on their own, the training wheels come off and the child gains much more agility and freedom to turn.
Tankers give new players survivability at the cost of damage. When they learn how to build well and get the survivability on their own, they can graduate to a Brute and gain much more damage.

And Synapse says they're going to convert all procs to PPM, so the thread is now moot.

Quote:I'll probably grab the purple Hold set's Smashing proc for KO Blow when it comes. In Foot Stomp, I'm not certain, due to the PPM proc chance reduction on AoE powers. That would end up around... a 50% proc chance, I think? Hecatomb doesn't go in Foot Stomp anyway, but if/when Armageddon arrives, yeah.
In KO blow, yes, definitely.
The nice part is I can just buy the procs because they still count for the set bonuses even if the rest of the set is non-market purples.
. -
I must have missed the discussion of these.
I've seen the procs on these use Proc Per Minute like ATOs, rather than the 33% chance their tradeable counterparts have. 4.5 PPM versus 33% chance sounds like a better deal in powers like Foot Stomp and KO Blow. Are they?

Quote:Well the first thing I would compare is the Perfection bonus damage from EotS and Sky Splitter between a Scrapper and a Tanker of the same level. Bruising withstanding, they should be the same for both ATs. Bonus damage has a way of finding itself using the wrong scaling, and the number of people that I saw testing Staff on Tankers during beta was exactly zero, so I wouldn't be surprised.I'm not just saying Staff is low-damage; I'm insisting that something is wrong with the implementation of the set on Tankers. There is a scaling issue or an animation issue or...something. I'm still letting a master data guy in RO do the spread sheet, but playing the set at 50 was my first tip. There is something amiss.
Beyond that, it's a Tanker; melee damage power sets just aren't going to be that good on it. I went through the same with with a Street Justice Tanker. I gave it a chance up to 50 and then cut it loose to free up the slot. If it bothers you, complain to the devs because the power sets are fine, it's the AT.
. -
Quote:How exactly does a melee powerset treat a Tanker fair? The new melee sets haven't treated Tanker too fair. STJ was pretty mediocre on Tanker if I recall while TW was so-so.
Mediocre is the best you're going to get because melee component of the AT is designed for mediocrity at present. The problem is not Staff, or STJ or TW; the problem is the AT.

Quote:Yeah, something like this...it's not just removing him from the game where it's logical; it's scrubbing his presence and memory from the game and revising history. That raises some red flags and makes me really uncomfortable. If I have to spell it out, go read Animal Farm or The Children's Story. There definitely is more to this than just the company line of killing him to create drama in the game's world.Yeah...remember I made that thread about being unsure whether it was company spite or not...
Some of the replies were like "LOL he's still on the title screen!" Yeah he's not come Issue 23, all badges that refer to him are being changed to Positron, the Lord Recluse Strikeforce makes a heck of a lot less sense now that Statesman is removed (removing the 'showing up Statesman' thing which was THE ENTIRE POINT OF THE LRSF).
This is almost a One More Day level of retconning to be that Statesman didn't exist in the first place. New players are going to play the SSAs and be like "oh, who is the chump that died?", they're not going to care about him because there's nothing there in the rest of the game to care about.
His death has even less impact than the return of Hero One with the Lady Grey Taskforce. Hero One at least has the cape mission giving you the backstory.
Statesman after Issue 23...nuthin but the SSAs will even mention him.
I get the honest feeling Positron isn't so much as stepping out of Jack Emmertts shadow is he is becoming just like him (My vision, My Rules, doesn't care about established lore).
. -
To explain:
They removed Statesman from the game i23. The mission to rescue him from the Praetorians used to give you the "Statesman's Pal" badge.
They changed both the mission and the badge to refer to Positron, even if you already had the badge.
Which, frankly I think is BS because there's no reason the mission couldn't have taken place at a point in time before Statesman died, or couldn't have kept existing as a Flashback with the changed arc granting a new badge.

Quote:If they're designed to pay a penalty the other melee ATs don't have to for a dubious 'advantage' that is often very superfluous then that is a very poor design indeed that should be reevaluated. It seems like the Tanker AT is not for you.
That is what they are designed to do.
The fact that Hybrid Melee looks like it will soon give that advantage to the other melee ATs with no such penalty and doesn't look like they reciprocate with the Assault Hybrid for Tankers means that design should be looked at sooner rather than later.
. -
Quote:Except you and mauk2 brought up tanker damage and the ATO, respectively. I was discussing the failures of the current build of Hybrid. You're the one derailing. No, it's rude to start a thread with the pretense of discussing one thing (hybrid slots) and then derailing it into yet another rant about giving tankers unbalanced levels of damage.
. -
Quote:You know what gets old? Being able to stand up to things easily but not being able to muster the damage to wreck them. That's not powerful. Snails aren't powerful. Turtles aren't powerful (unless they're ninjas). A Tanker that can stand in front of a GM isn't any better than being a Stalker in Hidden and using /e batsmash on an AV for all the good it does. You do realize that with all the survival available to tanks now, the damage output you're always asking for would also get old quickly.
Quote:And for the love of beaten horses, could you just start a thread to move your soap box to, rather than turn every thread out there into a "making tankers unbalanced" thread?
We all get it! You'll never shut up about it no matter how many times no one agrees with you. But threads about the Hybrid slot should stay centered on the hybrid slot. That goes for this one, and the other Hybrid slot threads. Thread-jacking every thread that you can tie the loosest tangent to doesn't do any good.
. -
Re-read the sentence. For the purposes of improving Tanker damage, making them a "hybrid" damage dealer, it is fail.
Quote:What Hybrid is going to do, when combined with the Tanker ATO +Resist proc, is going to completely redefine what we think of as 'good' tanks.
You know, every now and then, people fire up Skyrim, put godmode on and slaughter with impunity. It's fun for a bit but gets old quicky, especially when you have to do it with with just an iron dagger.
. -
Quote:Except (at this present time) it's terrible. [Blight] is not a proper "crit", it's a chance for like 10-15 extra damage, about a fifth of what Reactive does on average, with worse chance to proc, and only when the target is at 50% or lower health. And the other half of the boost, the Containment-type effect, doesn't even seem to work.Sounds like the Control option that lets you mimic Scourge will be the best bet if you want to increase damage.
If they change Hybrid substantially, it may be worth looking at for improving damage, but right now it's mostly fail.
