If anything, I think the restriction for new Praetorians who have never started a character in Paragon City or the Rogue Isles at least provides a logical restriction. It also encourages players to begin characters in the Rogue Isles and Paragon City at least once in order to gain an opportunity to experience the respective storylines from their genesis.
If players want access to the VEATs/HEATs *without* ever leveling a character from the start in Paragon City/Rogue Isles, I could see a compromise by granting Praetoria-only characters such access at 50. By the time they reach 50, they would have come into contact with story arcs/task forces that offer exposure to the lore behind the Kheldian War/Arachnos Heirarchy.
Yes, this is a lore-based argument for retaining such a restriction. I think lore-based arguments help reinforce the VEATs/HEATs as "Epic" in that they expand upon lore and are deeply invested in the storyline of the game. Keep in mind that this would only be a restriction for people who haven't played through the 1-20 storyline of the city prior to GR.
And I think a good compromise is having a 50 Praetorian. The new level 20 restriction is for new Hero/Villain. -

I think most people who want /Poison want it just for the "concept" reason because /Poison on Mastermind is one of the "worst" sets IMO. /Poison works much better for a single person than babysitting 6 pets as the serious debuffs are only ST (breath's hold is only 25% chance and for a very short duration) and tier 9 power works better on a melee pet (hence Thug being the best choice IMO).
I find my level to Merc/Poison quite weak on a team. Yes, /Poison solos well but Mastermind shouldn't have problem soloing with any secondary so I don't really see /Poison's strength as its strength. I see it as its weakness because you suffer "aoeness" in exchange for very special ST debuffs.
I would make a Corr/Poison. I think the tier 9 needs to be either pbaoe or on an ally. I think pbaoe would be fun because it adds more "flavor" to a corr who needs to be in melee range. I prefer being a pbaoe toggle for a duration rather than an ally buff because /poison should excels in soloing situation which Corr is lacking. -

Honestly, NW doesn't really need patron powers. You are better off investing in sets and taking more leaderships to increase your damage or defense.
Now, Fortunata gets a lot of damage boost from taking Gloom because there is no redraw. -

You know...I was going to ask, is there any Patron Set that is better than APP? Besides being just "different" or "cool looking with a Mace", what's the advantage of Hero using Patron sets?
The only one I can think of is maybe Defender/Troller taking patron pet since they have the buff powers to make them stronger but even that is not really an "advantage". Maybe just a change in play style?
I really wish they could get rid of the duration. The recharge is already long.
Take Mace Mastery for example, Dominator gets a ST range attack that debuffs a little. The damage is pathetic (if you include the activation time) on Dominator because Dom already has full Secondary set devoted to attacks. Why would a Dominator take Poisonous Blast over ...let's say Sleet that debuffs more targets, debuff harder, knockdowns, slow and can be cast pretty often? -

502.6 potential extra damage per target.
Alternatively, averaging out the damage to account for the 20% chance for each proc to trigger, you end up with 100.52 extra damage per target, per use of TT + NF.
I won't presume to speak for anyone else, but to me, that's plenty of reason to get hot and bothered over damage procs. I spend most of my time playing my TA/Dark, despite having hit 50 at least a year ago, because I can do things like that with damage procs. Extra Accuracy isn't going to give you an extra 100 damage per shot, much less put you anywhere near the neighborhood of 500 extra. Nor will you find it hiding in Endurance Reduction, or Recharge Reduction.
Now I wish they could have allowed Grave Knights to take Accurate Tohit Debuff. They should! That will complete my Necro build!
I think procs in Defender makes a lot of sense because their base damage is so low. The only debate is should I get damage procs or complete a full set to get +defense (mostly Ranged def). Decision, decision, decision! -

I wanted to create a Genin toon using MA and throwing Stars. I wanted to make a Stalker but I can't stand not having any aoe attack until later so I made a Scrapper MA instead. I'll be using shuriken for sure! :P

If you want to invest a lot of sets in ONE toon, then find one that benefits the most from sets. If you prefer melee > range, then go with Brutes. And vice versa. -
I agree most attacks probably don't need regular Damage Procs. Procs provide random "critical" damage in a way. That's how I look at it.
You don't need that much +acc or +end once you have several sets. If you don't plan on using sets, then I can see how +end and +recharge are better.
Procs works better in pets/ATs that deal less base damage. Mastermind Pets are good for damage proc 'cause if you put in the minions, that's all 3 of them having the chance to proc. I can see procs being better on Defender/Mastermind due to their lower base damage. -
Not being able to hold EBs is not just Mind's problem. If you are talking about the EBs in the new zone, I surprisingly beat two of them together with Elec/Earth 'cause I drained their endurance to near nothing. lol
I guess you can just eat inspirations just like every other AT. Eat some purples, reds and just hope you can take one down before you die and then repeat.
I actually do like /Thorn. The only power I have a problem with is Impale. Impale is so slow. And of course the redraws. -

So last night I spent some time respeccing my lvl 26 Ice/Ice and lvl 25 Plant/Thorns. Both characters had been set used for all-Dom superteams, so were less suited to solo play originally - but now I will be soloing them more often, and with the changes, they were even worse off before the free respecs. Once I got them taken care if, I took them for a spin on some missions.
The Ice Dom was more effective than he had been, but endurance usage was high. I had to abandon using Artic Air, but I didn't really need it because I was able to hold a mob (usually an LT), attack a second one, and in the case of 3 minions, usually I was able to take out one of the three quickly enough to get another hold up, and then take the rest of the group out with practically no injury. But I'm not really high on Ice Control, at this point. Maybe at higher levels that will improve. The Icy Assault set seems very competent, however.
The Planet Dom was just amazing solo. I almost never used the single target hold, as Seeds of Confusion was just as effective as it ever was. I also found this powerset combination to be a little more endurance friendly, though I am not sure why. But I would say this character is just a better solo one than the Ice Dom - at least from last night's experience.
I still have my lvl 50 Mind/Psi to try out, but apparently I deleted my high 20's Fire/Fire Dom awhile back - probably to make room for one of the VEATs - which is unfortunate, because I never really clicked well with them. But I imagine it wouldn't take long to build Fire Dom up as the AT stands, currently.
My first impression so far is _very_ positive for the first two Doms.
Yeah, Dominators are very strong now. I didn't know you left before the last Dominator buff.
As for VEATs, they are so awesome!!! If you like to control, I would go with Fortunata. Fort is overpowering IMO. -
I used to run Rad/Sonic build with my twin brother. We would cast Disruption Field on each other and to make it work more effectively, we took Jab because Radiation has terrible ST attack chain. Not that Jab is great but it's is kinda odd on a Corr. Maybe it's crazy? :P

/Poison is quite bad but if you find other secondaries too boring (maybe due to too powerful), you may like /poison and /trick arrow as those two keep you very very busy.
If you solo most of the time, /poison is good. Other than that, you will have a hard time babysitting your pets with /poison secondary.
I have a lvl 50 Merc/Poison and Merc/Storm. It is like Night and Day. I didn't know I had such a rough time with /poison.
If you are new to MM, /Dark is definitely better. -

Yes, I am evil. :P I was so tired of babysitting zombies. Genins deal better damage so I probably would try to keep them alive.
Demons... those Demon minions actually do more damage than the Lieut pets believe it or not. I would definitely keep those minions.
I think Whip attacks are not bad an idea to take as they debuff. If you really want to lose minion pets, you should slot your personal attacks well to compensate for the lack of damage. I think in a very rough way to look at it, each tier is responsible for 25% of your total damage output (25% minion, 25% lieut, 25% boss, 25 from you). If you slot your personal attacks well, you may out-damage your 3 minions but it also means you have less time to use your secondary powers and less power choices because you will need at least 2-3 attacks that you could have skipped if you kept minions. -

If the team has no controls, then I would put on whoever takes Alpha and in many cases, it's probably Brute.
After Dom/Brute, I would then put on Stalker. Stalker is not THAT fragile. Stalker is only fragile if the person focuses too much on taking AS, BU and Placate too early and has no defensive shields. But don't forget to buff Stalker. :P Many Corrs forget about Stalker's existence.
You can also put it on SoA. Fort's defense can put them in "god-mode" easily.
Basically:
1. Whoever takes Alpha first (usually Brute). This can even be a Tanker-mind Mastermind.
2. Dominator/Corruptor
3. Brute
4. Stalker/SoA -
I am sure more balances will be made for APPs on Villain side. I was using Mids yesterday and Energy Transfer only recharge in 20s on Dominator? Sleet/Freezing Rain debuffs 30% on 60s recharge? Castle already said the recharge is going up for sure but still, Sleet type of power is so good that most APPs make Patron sets look very weak. Yes, Patron Pet, I am LOOKING at you @_@.
Corruptor's Dominate recharge in 16s with only 1.1s activation while Soul Storm has like 32s with over 2s activation. Ok, Soul Storm looks way cooler but still.... -

So if you can hit 6 or 8 targets instead, your AoEs will be doing perhaps three times the damage for the cost that a single target attack is allowed to do. So to compensate, he's suggesting that single target attacks generate that much damage so that a set of single target attacks kills ultimately just as fast as something with a lot of AoEs.
The example, though is specifically stated to be one-shotting a +3, which for a stalker requires an attack almost as powerful as total focus when slotted to +95% damage, and also requires that attack crit for (near) double damage on top of that.
This line of thought is wrong on so many levels. Mostly because few offensive powersets can make reasonably full attack chains with nothing but AoEs. Ultimately, everyone uses single target attacks sometimes, and the AoE advantage is diluted somewhat because of that. And not everyone faces the large numbers of targets necessary for AoEs to reach those levels of efficiency. By attempting to balance single target attacks based on the maximum amount of damage that AoEs can deliver, you end up being forced to grant ridiculous amounts of damage to those single target attacks.
I'm not sure I could give a specific numerical example which would make this make sense, because I'm not sure one exists. But if you wanted to follow this line of thought - and as I said, I don't buy it myself - the logical way to approach it is something like this. Pick two sets to compare, say MA and Broadsword (just to keep things a little simple, I'm leaving stalkers out of it for a second because they have additional quirks to their offensive sets). MA has the one AoE, Dragon's Tail. Broadsword has two: whirling sword and slice (not counting headsplitter here). If we say that DT and WS are similar enough, MA falls short of BS on AoE potential, because it has no corresponding AoE to Slice.
So, we take Slice and we guestimate in some manner (or just pull numbers out of thin air if we need to) how many targets we believe Slice should be "balanced for." Suppose we say six. Slice does scale 1.23 damage. Hitting six targets it would do Scale 7.38 damage. So we say ok, to compensate for MA missing an analogous cone, we'll take Storm Kick, say, and buff that attack to deal 7.38 damage but with only Slice's end costs and recharge not what the formula would predict (which would be 44s of recharge and 38 endurance). Its a single target attack with the damage potential of an AoE and the costs of an AoE. And if that's high enough to one-shot a +3 minion, well, that's cool (on a scrapper it would one-shot an even LT and come very close to one-shotting a +1 LT, and with Build Up it would blast away more than half the health of an even level boss at level 50).
As I said: I don't buy this theory. But this is the version of the theory with numbers attached.
I don't agree that a Stalker needs to have an attack that can one-shot almost everything but is Martial Arts' ST-ness compensated for losing Dragon Tail? DT isn't that great of an aoe to begin with but any is better than nothing. Hell, I even have fun trying to line up Flashing Steel on my Ninja Blade all the time. I feel like I am a "finess" swordsman who needs better "foot-work" to get the most out of it. lol That's how I tell myself when I play Ninja Blade. I even try to find the best angle for Golden Dragonfly but that one is a lot more tricky.
