The most logical answer for scrappers is Any / Any. There really aren't many (if any) vastly underpowered primaries or secondaries. That being said, there are some sets that excel at one thing or another or synergize well with particular secondaries.
Single Target Focused
Dark Melee
Kinetic Melee (Debatable, to an extent)
Martial Arts
AOE Focused
Electric Melee
Spines
Healthy Mix
All Others
What do you want to do with your scrapper?
Do you want to mow down hordes of enemies?
Do you want to focus on extremely tough targets?
Are you a fan of active damage mitigation (Clicking heals / buffs / etc)?
I am a bit of a bad person to ask about my favorite since it changes so often. The only scrapper I have actually gotten to 50 was a Claws / WP, and he was pretty powerful. All of the others get started, level up to 20-40, then get benched as I come up with new concepts! -

I just don't (personally) understand the draw of mixing DM and Regen together.
Since regen is all about healing, Siphon Life seems to be a bit redundant.
I'd much prefer mixing DM with a set that provides superior resistance or defense to create some synergy. -

Maybe a Tanker or Mastermind if you don't want to show them up.
The tanker would be a good meat shield.
The mastermind wouldn't seem very powerful until later on. -

In all honesty, though, the real reason (and it is completely obvious) is that NCSoft wants City of Heroes to be more profitable. Properly managed FTP games have been proven to provide more income than retail box / subscription games because of the perks / cool stuff that can be purchased.
Heck, I resubbed two weeks ago and have already dropped $80 ($15 sub + $15 points +$50 points). They got 5.33 months worth of revenue from me in literally a day and a half.
It should come as no surprise to anyone that Freedom's purpose is to generate additional revenue (And, thusly, additional income). -

It is currently listed as a known issue.
It appears to only happen if you bought the boosters packs or obtained them other than through the store.
It should get worked out before or shortly after Freedom goes public. -

I completely agree with you, JLane. Firing off Rain of Arrows every 30 seconds, and cleaning up any stragglers with Fistful of Arrows and Explosive Arrow is nothing short of awesome. Fair warning though, your teammates might get a little indignant once they realize that they are just along for the ride
Archery is one of those sets that sounds simple and possibly somewhat boring on the outside, but in reality is awesome. You get 3 fantastic AoE attacks, 3 ST attacks, a snipe, Aim, and strong mitigation tool in Stunning Shot. All of that comes with fast, simple animations, and better-than-average accuracy on every attack. Now, if we can just get them to release a quiver as a back option...
Also, the accuracy bonus is a huge draw for me. I hate missing attacks, and being able to consistently hit +6s while teaming is great. -
Minions and Below: 5% Chance
LTs and Above: 10% Chance
A few powers specifically state that they have their own crit chance (Typically 15%). -

When I raided actively on my hunter in WoW, I always thought that crit and hit should be merged into one statistic. Once you broke the "hit cap", extra hit would be converted to chance to crit, since that is pretty much how it would conceptually work out. -

When I had just rolled mine and was searching past posts for info about slotting, I read a lot of criticism saying that the powerset combo was "training wheels." This stays in the back of my head when suggesting it to other players, but when you're the last man standing with a donut of enemies trying to wail on you, that aint no training wheels, that's powerfulness.

The thing that I really like about Archery is that the set feels so crisp.
The animations are clean and quick. They aren't flashy, but it isn't a huge deal.
Now my next problem is to figure out how I want to build him come 50...
Do I go the soft capped ranged defense route?
Do I go full on damage?
One thing is certain, I'm definitely taking Assault, Tactics, and Maneuvers. Even though the Blaster numbers are a bit anemic, providing 10.5% Damage, 3ish% Defense, and 8-10% To Hit across 8 people is an enormous amount of survivability and damage.
As a tangent to that, I actually had a pair of friends start some characters with me a few years back. The only rule we had was that all of us take all leadership powers as soon as we could. Even though we were somewhat weak on our own, together we were monsters! -
Let me begin by saying that I recently resubscribed for Freedom.
I had been going back and forth...trying to decide what to play. I alternated between a few scrappers, my kheldian, and my blaster. I just couldn't decide...
Tonight, I decided to try my hand at my newly dinged 32 Archery / Energy Blaster by joining an 8 man mission team...and...wow!
Build up > Aim > RoA > Fistful of Arrows > Exploding Arrow is insane! That has to be the most carnage I have every created in the entire time I have played! Normally, I play Scrappers, and I always felt like a scalpel...surgically removing enormous threats quickly and neatly. With my blaster, I felt like I was a chainsaw, wielded by a bear, riding a shark...the mayhem was so intoxicating!
Anyway, that long post was basically saying, "Why didn't you jerks tell me about bladders earlier!?". Seriously, that was a blast! (Yeah, I went there) -

The reason I ask is to point out that a HUGE majority of hacks come from key loggers, which the consumer is responsible for protecting themselves against.
Blizzard is typically extremely helpful on hack number 1. After, they seem to expect people to purchase authenticators or have clean machines in order to keep their support team from bogging down. -
I actually am leveling a Katana / Willpower scrapper, and I find Katana to be pretty painless while leveling up...That could also be because I have the first 4 attacks 5 slotted...
I am treating my leveling build completely differently than any end game builds I may attempt. -

Worth noting: Slice, available at level 2, deals the same amount of damage as Slash, and it hits 5 targets to Slash's one. And it only costs a little more endurance, so you can use it on single targets in a pinch. I take Hack at level one, and Slice at level 2. I haven't taken Slash on a BS character in years. It's not a horrible attack if you look at it in a vacuum, but when you compare it to the rest of the attacks in the set it's the stinker. There's no compelling reason to ever take it when Slice is available one level later.
The reason Gambler's Cut is better than SotW is simply because it's so fast (less than a second of animation time if I recall correctly). It doesn't actually deal that much damage on it's own, but it's a great place to put a couple procs. It's sheer speed also means it fits into the gaps in a low recharge katana attack chain wonderfully.
In my opinion, take and slot (with SOs or common IOs) any attacks you need while leveling. Heck, I take almost every attack in any set I play while I'm leveling until I can get some decent recharge going.
Just respec out of them later. -

Does the bonus get bigger as the enhancement goes up in level?
Yes - It is affected by enhancement boosters.
No - It is not affected by enhancement boosters.
Any static bonuses (LotG Recharge - 7.5%, 3% Defense, etc) are not upgraded. -

Honestly, though, Mids is probably the most beloved utility program I have ever used in any MMOs. The only thing that even comes close is a site called femaledwarf.com (A DPS calculating tool for WoW hunters).

To the point, though, if you're not a min - maxer, just choose whichever set you like the look and feel of more.
If you are interested in some late game / hardcore playing, I still think either option is viable. Broadsword would get the benefit of using shields while Katana gets the benefit of having an outstanding attack chain.
