I have to agree. At some point, a dev started picking numbers, presumably after deciding "Should this be easy, stupidly hard, or somewhere in between?" They're all 'made-up' numbers.
I do think Fabricator should be reduced, though. Just like Zookeeper was reduced after aggro and damage limits were introduced. Changes to the mechanics of the game affect the ease/difficulty of obtaining various badges. -
I don't really focus on Enhancements much. Is this a mistake? do they make that big of a difference at this early in the game? and how can i better distribute them if i should be.
How early? Your 'training' enhancements suck horribly to about level 11, then are relatively shabby from 12 to 21 (dual origin enhancements), then you suddenly become more powerful at level 22 when you can use single origin enhancements.
What is the best way to go about using salvage and recipies at early levels in the game?
Sell. Invention enhancements do not 'wear out' like the other kinds, but they are 'scaled' to your level. So, the ones you can make and slot at early levels are relatively shabby. I would not even consider using invention enhancements before level 25 and, generally, I really get into them in the 30-35 range.
Currently I'm wanting to make my main toon a Scrapper with Broad Sword/Shield Defense sets. What would be a good way to distribute Skills and skill slots as i level up?
Generally speaking, across *ALL* character types and powersets, you should focus on the primary set. Your primary set will be operating at maximum power (i.e. a blaster set is much more powerful for a blaster - primary, then for a defender - secondary).
Personally, I usually take 7-9 powers in the primary and 4-6 in the secondary.
What is one of the more popular servers with alot of people willing to party and hang out?
Please note, popular = crowded, which *CAN* sometimes be a bad thing (during some special events). Most popular are:

Well, the part about clearing all enemies was wrong. That is not necessary.
I would like to point out that the 'stray porter' problem can occur with both the Sky Raiders *AND* the Rikti, as they both have teleporting mobs. -

This is correct. All set bonuses work that way. It gets complicate with individual IO's that do specific effects. Some work like set bonuses and some don't. (I won't get into exemping.) -

I recommend swapping to Invention Sets for your attacks. Above level 35 they enhance more than SO's and Hami's.

This is inaccurate. Even against a level 50 IO, an HO is superior. A dual effect IO will enhance 26.5% on two aspects of a power. An HO will enhance 33%. And some HO's will enhance 33% on *THREE* aspects of a power. A three aspect IO is much lower.
Now, all of this is subject to what you need to enhance and what types of enhancers the power will allow. Nothing beats a Cytoskeleton (HO) in Invincibility: 20% to hit buff, 20% def buff and 33% end reduction *IN ONE SLOT*.
Please note, this is not considering set bonuses. Plus, purple sets are better.
Overall, the best strategy is to use IO sets with a handful of HO's thrown in where they really shine (there are only 11 kinds).

I definitely agree on this. Attacks are for doing damage (and possibly useful secondary effects). -

- resistance and defense
- accuracy and damage
- break frees, Essence of Earth, Ambrosia
- Christmas gifts
- heal, END and wakies (this one is in the medical bay)
3 Salvage Racks
- Halloween salvage
2 of invention salvage
Personal Vault Storage
All storage is open to all ranks except the lowest rank (which can't access any of it). As for the invention salvage, I only put high value stuff in there. Anything else just isn't worth having it take up the extremely limited space. -

What's going on is that they're morons. If you go to this support page, it directly contradicts the one you linked and says:
"If base rent is not paid for a period of two weeks, you will start to see "Rent is due on X" notices when logging in. At this point your rent is not overdue, this is just a warning that you due date is coming up in two more weeks.
After four weeks, your rent is due. (emphasis mine) The message will change from "Rent is due..." to "Rent was due...". Despite this, no penalties will occur to your base at this point.
After six weeks, the power in your base will be shut off. You can still enter the base, but you will not be able to use any equipment which requires power to operate. However, you can still use items that do not require power.
After eight weeks, access to your base will be completely restricted. You will not be able to enter your base until you pay the base rent."
P.S. It has been working for me as described above. If it's cutting your power two weeks after you pay, I'd bug and petition and point them to the page I linked. -

Angus McQueen. There are only two places you can encounter Baphomet to get the badge for defeating him. One place is in Angus' mission; the other is a Shard TF. -

I disagree. Given the choice of displaying level, or not, I would prefer not. It's something I need to check so rarely, it would just be more clutter in the UI. -
I would agree this should be a high priority fix. However, since it only happens intermittently, I suspect it's difficult to track down the cause.

I'll be there. Ironshield (shield tank) is currently 29 but will be doing the Citadel TF before then so he may outlevel Hess. If so, I'll bring Ironblade (BS scrapper).

That's a fine combo. Frankly, invuln will make you tougher than you need to be for soloing. And SS is loads of fun (and damage).

Yeah, my brother has that. The interrogation room has a whiteboard, which is invisible from behind, so you can see in from the next room. -

No. The part of the story I'm sure about was the level 50 part, so it must have been Numina's Convalescence. I use those two sets a lot.

hm... Can we assume that:
1) You're able to keep your hands off the mouse and keyboard for the 30 seconds.
2) You don't have a macro-capable keyboard that's doing stuff without you realizing it.
3) Your input devices are not producing extraneous data (for example: a wireless mouse picking up RF interference).
Edit: I wonder if a flaky internet connection could cause that. -
You don't. Every time that comes up, they make it very clear that all the jobs they list require you to work from their offices.

orly? I have thousands of dollars of other software, already purchased, that runs on a Windows PC. Sounds like a pretty damn compelling reason to me.
Sometimes people (who don't work in graphic arts) might want to bring work home and they want compatibility with their office computers so the decision was made FOR them. Sounds like another compelling reason.
I've used Macs. Macs are great. The OP came in and listed Windows systems she was considering. Saying "Buy a Mac." isn't really helpful. Go proselytize elsewhere. -
