For a regular team to do task forces, the tanks main concern is usually the AV. If your pal takes the big rad debuffs and uses them, pretty much anyone can tank the AVs. So, you want a reasonably tough tank that does decent damage.
If you're thinking dark or shield, I'd say go with shield. A defense set wouldn't be my first choice for fighting lots of AV's, but with your pal playing a rad, the AV's are gonna be gimped. My shield tank is currently level 34 and I'm quite pleased with the set.
I've only played dark armor on a scrapper, but it's certainly a good set also. I'm recommending shield because you said damage was very important. If you really want damage, pair it with Super Strength. Rage is an 80% damage buff. Yes, Rage hits you with a defense debuff when it crashes but trust me; it's not a problem for a defense set. I have a lvl 50 ice/SS tank. -

That sounds like a bit much, particularly since you will get Rage.
I have a 50 invuln/EM (i.e. no Rage) and I have 4 slots on Invincibility. I have two HO's (accbuff/defbuff/end reduction) and two pieces of Luck of the Gambler (def and def/endred). That sounds like too much defense, but the LotG are low level so I keep the set bonus.
If I had Rage, I think I'd want 1 accuracy buff in Invincibility, 3 defense buff and probably 1 end reduction. -

The only thing that can really be stolen is the actual arresting of the enemy - that final blow that puts them down. Most of the game/xp is not related to the final "arrest" but to the damage that you have generated to the enemies. The only time that it is is when you are on a head-count mission, and those are the exception to the rule.
If someone is following you around doing this - waiting until you have almost killed something and then making the final hit in order to take credit for your arrest - then you could petition the person.

hm... Let me rephrase here. It sounds like you are saying that only the person who lands the 'killing blow' gets the defeat credit for a hunt mission. That is incorrect. If I do 1/3 of the enemy hit points, then someone 'kill-steals', doing the other 2/3 and finishing the enemy off, we *BOTH* get the 'kill credit'.
Anyone who does more than 10% of the enemy's hit points, or is on a team that does more than 10%, gets kill credit. -

orly? Literally no one? Talk about ridiculous hyperbole. Infinity is the 3rd busiest server, closely followed by Justice. -
It's one way of helping out new players. I'm sure there are also some experienced players grabbing free influence, but who cares. To a completely new player, this would be very helpful and give them a favorable impression of the CoH player community.
I'm not sure why you post a list, though. (As an aside: yoiks, I know someone on the list - yes, a new player.) -
Sign me up for team two. Ironshield is already 34 so I guess I'll bring Ironblade unless we need something specific.... maybe my invuln, if we need a tank.

Take a screenshot and print it out so you can keep it next to your computer and gaze at it wistfully while you play. Put it in one of those plastic sleeves so your tears don't smear it. -

With all due respect, this is an inherently ridiculous question. The devs are part of a BUSINESS. Clearly, someone (in charge) feels that changes which alienate X number of players now will result in a larger number of players down the road.
So, to be perfectly honest, they don't care what a vocal minority think. Their focus is the long-term success of the game. They MAY or MAY NOT be making an error in some of their recent decisions. Time will tell. -
Damn straight. We'll have to GRIND those badges ASAP.

You both get a proportional amount of the experience and if in a defeat X scenario, you both get credit for the kill. I don't know if that takes some of the sting out of the sitution for you.

The rewards are proportional if you do any damage at all. In order to get 'kill credit', you need to do at least 10% of the damage. (It used to be 25%.) -
In addition to the overall buff, is it possible you've gotten a move speed buff without noticing it? The Independence Port Safeguard mission gives a move buff and so does one of the Mystic Fortune effects.

That's the only thing I can see. Your CPU, RAM and hard drives certainly seem fine. Any integrated chipset is really REALLY bad news for this game. -

Stackable 15% melee/lethal defense buff - it would be +20% on Tanker mods. Oh, don't think you need heavy IOs to utilize it or anything; it double stacks out of the box.

Yeah, with Speed Boost my scrapper alternates between double- and triple-stacking Parry. It's ugly. Even without the Speed Boost, I have a decent chance of taking down a Zeus Titan without getting hit even once. -

That makes sense since the server has to load the base, just like an instanced mission, before you can enter. Try this: have someone ALREADY in the base, THEN you enter and see if it loads any faster. -

This would be good for a solo tank. Alpha strikes and holding aggro aren't concerns and you've got Against All Odds plus Rage for some serious damage. -

Well, we can skip any discussion of solo. With a tank, you could turn off some or most of your defenses and solo just fine. Solo is a walk in the park for any armor set.
You make a lot of mention of teams and task forces. Plenty of TFs are easy enough that anyone can tank them. So lets go extreme. Smashing/lethal is the most common damage in the game. At high levels it's not AS common, but it's still the most common. For extreme tanking, besides stone, I'd go invuln.
For 'general teaming', I use my ice/SS a lot (level 50), but I would not dream of using him for the ITF or STF. Can it be done? Sure. Do others do it? Sure. But, since I also have a level 50 invuln, that's who I use for my 'extreme tanking'.
You say you already have an invuln and WP to pick from. Have you thought about using the WP for soloing and small teams and the invuln for large teams / AV missions? -

I know many people whose accounts got temp banned, therefore I know it did happen. Hell, it even happened to me.

I made no such claim. In fact, I posted quite plainly in another thread that they certainly did happen (when someone else said it was all BS).
