All of them got boosted from 7.5% to 10% resist, in addition to the debuff resistances.
As for the remaining two, it's a judgment call and you should consider your plans for the tank. Some people plan to solo their tanks and really don't need them. My invuln is built to handle the nastiest stuff in the game and I never even considered skipping ANY of the primary powers. How tough do you NEED to be, keeping in mind that you could be taking other useful powers? -

(If I recall correctly, he's 38 and it's a 35-40 arc.) -

Unless I'm badly misunderstanding the OP's post, he's saying it DID let him start the respec, it DID let him pick the powers, it DID let him assign slots and it only failed when he tried to finish.

Correct me if I'm wrong, but most badges and accolades give ZERO reward. They're pretty similar to costume pieces except people have to take specific steps to see them.

Intentional. AE content counts toward AE badges ONLY. It does not count to any other badges under any conditions - not even in Dev's Choice where you can get normal rewards. This includes badges for defeats/damage/held/healing/influence/etc.

Absolutely. There are tons of us. However, broadcast is really not an efficient way to find teammates. Most of the action is within supergroups and on global channels.

Each server has a forum section dedicated to it, with all kinds of useful information. You could try asking in there what channels are recommended for your server. -
Okay, maybe I'm stating the obvious, but did another contact INTRODUCE you to him? If you just walk up to him without being sent to him by another contact, he'll basically tell you to go talk to someone else.

Their point stands. GENERALLY SPEAKING, people don't buy influence to convert to prestige to buff their SG standing. It doesn't matter if one SG did exactly that. Generally speaking, people don't buy a car to see how many people they can run over before the police stop them. One outlying case does not allow us to draw conclusions and is not a reason to change the way we do things. -

How it 'looks' to any individual or statistically insignificant group is irrelevant. We have been told the numbers are up, by the only ones who actually know. Personally, I don't believe the devs are a pack of liars so I believe the numbers are up. Believe what you will.

Personally, I don't do flashbacks for the merits because task forces are 'calibrated' by the devs for a higher rate of merit earning. The Positron task force is easily soloable (I've done it with a defender, controller, scrapper and tanker).
You need 3 on the team to start it, then one should quit the TF. The other person can then log out or shop in Wentworths or whatever. The TF will spawn for a team of two whether your 'anchor' is logged in or not. If the 2nd person quits, the TF will disband.
If you don't have to rest too much (I generally use a /regen scrapper), you can easily do it in under 3 hours. If you have any stealth ability, faster than that. If the other person helps, rather than just anchoring, even faster yet since it's spawning for two anyway (plus they get the merits).
As a final comment: once Issue 16 hits, you will have access to powers up to level 20 (i.e. STAMINA). -
To give a point of reference: I have an E6600 Core2 Duo, 2GB of RAM (WinXP) and a 7950GT graphics card. I often run two instances side by side in windowed mode on a widescreen monitor. I have AA and AF turned on, bloom turned off (it's ugly), world detail around 110% and character detail around 150%.
I would not want to try this in any raid or mass combat situation, but I can run missions this way with no problem. -
I was going to mention that. It's also worth mentioning that, if you get a mission that is truly onerous, you can drop it. You can drop one mission every 3 days (per character).
