Probably.
I still think it would make more sense to level up toons that the OP actually enjoys and plans to keep, rather than a bunch of throwaways. -
Not following the math here. If there is an issue before GR (#17), then the issue after GR would be #18. The devs already said that GR will not have an issue number associated with it.

To display the information for you would require that one badge to have a custom display. So, yes, I would say that is asking too much. It doesn't really seem practical to me.

Your points are all good, but let's not make it sound like the empathy set sucks. I have multiple defenders and controllers at level 50 and one of them is empathy. It's a fun set to play, just like the others. -
Where are you getting this from? This is not at all required by the genre. All that is required is a turning point of historical significance where there are multiple possible outcomes. No outside interference is needed. The alternate universe theory says that more than one of the possible outcomes did in fact occur, each in a different/alternate universe.

Has anyone actually tracked this with HeroStats or something? In my experience, the drop rates looks more like somewhere in the range of 1 in 50 or 1 in 75 kills.

As someone who has only been playing the game for 10 days, you should realize that you have only seen a tiny portion of it. And, from your descriptions, it really doesn't sound like you're experiencing a variety of teams and activities. It sounds like you've been getting on a lot of teams built with the intent of speeding through content for the rewards/XP.
If your mindset is that you need to get to 50 for the high-end raiding content, I don't expect you'll be around very long. Frankly, it sounds like you're burning out after less than two weeks. I've been playing over 4-1/2 years and there are still entire powersets that look interesting that I haven't had the chance to try yet. -

Right. I agree about using Warburg. However the OP stated their intention to level toons just for this purpose and planned to use Bloody Bay. If the OP just levels them to the minimum for Bloody Bay:
1) They won't have their best attacks.
2) They won't even have SO's.
Therefore, it will take FAR longer to defeat the target and he won't need 6 toons to cycle through. -
It doesn't MATTER? The current status is deplorable. We are approaching a duration of MONTHS for this issue. That's the context for these comments.
