Yep. I reached this conclusion a couple pages ago (after writing my other posts). Although it might be more accurate to say "it can be either", rather than "it's both". The circumstances at the time determine whether it will be PvE or PvP content.

Sounds double-standard-ish to me.
In order to experience content in a task force, you must run the TF.
Same with AE.
Same with event content.
However, putting PvE content in a PvP zone does NOT make it PvP content because you can still experience it WITHOUT ENGAGING IN PVP. Putting it in a PvP zone doesn't automatically force PvP to occur. It just means that it MIGHT. So it remains accurate to call it "PvE content in a PvP zone". -

There is not a 'scale' for rep award. You either get 1 or 6. In your case, the killer had zero. If they killed someone with a rep of 20 - 400, they would get the 6 pts. -

It depends. Assuming they are SOLO, if the person doing the killing has 80 or less rep, they get SIX. Well, I can't imagine what the problem was. I logged in just now to check, found a toon that did not have the badge, ran it via Ouroboros and got the badge immediately upon 'Mission Complete'. Seems to be working fine.

Also, if one of the subscriptions lapsed at all, the pacts get broken.
And what reason do you have to think it was specifically the holiday event that did it? -

I got 1,000 pillboxes in RV the hard way. I defeated 85 Contaminated in RV for the badge. I was in there A LOT over the course of MONTHS. Most of the people who attacked me were incompetent and I would not even label them as "PvP'ers" except in the most technical sense. I killed them EASILY. When I ran into a 'real' PvP'er, they would usually win (although I would put up a good fight). And then they would engage in conversation, ask what I was doing, discuss tactics, ask about my build, etc. They weren't looking for cheap kills. They wanted to improve their skills and assumed that if I could last more than a few seconds, I could offer useful advice.
The jerks, on the other hand, would immediately try to run if their target offered any resistance. After I killed them, I would generally never see them again because they knew I wasn't an easy target. A REAL PvP'er doesn't want easy targets. They want a good fight. They want a challenge. -

I think I missed something. If you are collecting meteor fragments and a player kills you, don't you LOSE a fragment? The SSK system has no direct effect on your set bonuses, whether in a PvP zone or not. SSK'ed, in a PvP zone, flashback, whatever - you end up with a specific combat level indicated next to your health bar. THAT is the number the set bonuses will be looking at. How you ended up at the level doesn't matter to the IO's.

"Vahzilokh Wasting Disease" or "Destroy The Plague Containers" awards the Plaguestopper badge. The missions in Ouro don't always have the name you expect.
In that level range, what are the names of the last two items?
P.S. Red Tomax's site specifically says Plaguestopper can be obtained via Flashback. -

They signed up to have FUN. If they fall into the group that does not find PvP to be fun, why would they have even the SLIGHTEST motivation to stay around and fight?

2) Rush in and toss out as much damage as I can.
3) Hit Self Destruct before they kill me.
4) Boom - lots of damage on the enemy.
5) Rise of the Phoenix - more suffering for the enemy.
Instead of multiple deaths, only one person dies and doesn't even get any debt from it. -

More importantly, for power conservation reasons, you should have your system set to blank the screen after a period of inactivity. After 20 minutes of no keyboard or mouse activity, my computer stops sending a video signal. The video card stops doing anything. When the monitor stops receiving a video signal, it goes to stand-by mode. (Assuming it was still on - I actually turn it off.) -
The green numbers displayed overhead do NOT indicate the healing progress. If you take a character with a heal power and heal someone who is not injured, you'll get a green number over their head and ZERO healing badge progress.
