    This with an emphasis on /psi/mu. Static Field > Drain Psyche > Power Sink would be extremely sappy. Get perma-DP and things will never see endurance again.
  5. tl;dr - Frankenslot to start off and slowly work towards a set bonus build.

    Since you have a more limited budget, I would recommend frankenslotting your build. This entails mixing common IOs with set IOs that enhance multiple attributes to get the most out of your powers. For the set IOs in this method you don't need to worry about bonuses unless you can get them within your budget. You just want what you can afford and can use. For your attacks you want to try to focus on dmg/endredux/rech and enough acc for you to hit things. Transfusion is the same, except enhancing heal instead of dmg. for Transference you want endmod/rech with enough acc to hit as its has a cheap base end cost.

    For your posted build, change your slotting for fulcrum shift to the same as siphon speed. That will give you 2 more slots to play with. You could also change the defense in Hover to fly speed. Fly is already capped nowadays, so just put an endredux in it. Stamina you can get by with just 2 common endmod IOs (put the 3rd slot in health). For your leadership toggles, try 4 slotting each with 1-2 endredux and 2-3 def/tohit. Vengeance you can leave with the base slot for a defense IO or an Adjusted Targetting: Rech IO, which will reduce its recharge even though it doesn't accept recharge enhancements.

    Get Hasten.

    Are you sticking with Psi mastery for your Epic? I play my grav/kin troller rather insanely (staying close to melee to cap my own damage) so I like the idea of getting thunderstrike from elec. mastery. Flying in the middle of a mob > FS > Thunderstike is sounds suicidal but fun.

    Lastly, while frankenslotting your build will get you into the endgame stuff and make it easier than an SO build, what are your aspirations with this character? You don't have the budget for a true top-end build, but if you're patient and work towards it you can build it up over time. I helped a friend rebuild his fire/kin corr and he went with a bit of recharge and range defense. You can't softcap it because of kinetics' lack of set IOs, but you can reliably hit 32.5% which lets you softcap with a small luck. Combining that with hover will make you very survivable. Extra global recharge means your powers come back quicker (and more stacking of Siphon Speed for more recharge!).
  6. chug reds and a few purples before you start the farm. then have bind/macros on hand to quick combine the insp you get into more reds and purples. I started up an ss/fire brute a week ago and he's already at level 44 from just AE farming. Starting out I was running 0/8, then when I got burn I upped it to 1/8 and after footstomp I upped again to 2/8. Once I get some slots into my epic AoE I'll probably go to 3/8.

    Looks good! Don't worry about that lost 200hp. With accolades and hoarfrost you can still get hardcapped hp.


    EDIT: You might have acc and survival issues on iTrials, but those will get better with level shifts. Just be sure to stick with it. My Icer got creamed, at first, but now I can run around with no support.

  10. here's a link to a thread i started a while back pertaining to my Arch/Dev blaster. The build is a hover+range defense build. It's not softcapped but sits at about 43% and I still rarely get hit, even on the few iTrials I've taken him on.

  11. Can't really comment on your questions about the powers. However, there are a few routes you can take with your build.

    1 - Extreme recharge. Basically try to get as much global recharge as you can and kill things before they get a chance to kill you.

    2 - Smash/Lethal Defense. Softcap (45%) defense to these two damage types is a bit easier with Epic pool shields and preferable if you like to blap. Can potentially softcap energy defense, too, if you take the shield from Mace Mastery (requiring an alignment change).

    3 - Range Defense + Hover. A bit harder to achieve than s/l defense but very safe and protects you from mezzes (except mind) because a majority of mezzes are ranged. I personally use this on my Arch/Dev blaster.

    Going with s/l defense will allow you to get some more recharge in the build since most of the defense will come from an epic shield. Going with range defense will get you even less recharge, but still a healthy amount.

    Those three definitely aren't the only ways to build a blaster, but the three that I think of first. For more leeway in building if you choose to build for defense, you can aim to hit 32.5% defense (type or positional) and utilize Lucks to hit the softcap.
  12. 125% global recharge is what's needed for hastenless permadom. Even if you got more than that, slows are still going to hurt you. Some slows aren't that strong, but they all last moderate durations. You best bet would be to get a Winter's Gift: 20% Slow Res into your build and to mez/kill them before they can slow you.
  13. I started up an SS/Fire this past weekend to become my new farmer and just from running AE farms I hit 28 in about ~5-6 hours worth of actual playtime. After about level 21 it started to slow down a bit and I died about once per run but now I've got Burn! Burn is awesome! Currently running Frontload at +1/8 and once I get FS I'll probably go to +2 or +3.

    I'll have to toss in a vote for using a cold defender. The shields can be colored to be less obtrusive to costumes (use darker blue colors). I'll just say that I took my cold/rad defender and went GM hunting with my friend's ill/rad. We took down Jurassik, Eochai (couldn't spawn Jack), 2 Paladins simultaneously, Adamastor, the Kraken, and a couple GMs on monster island in PI. Fun times. With them hit with Benumb I was literally taking double digit damage (instead of multi-hundred) when I'd get close to use Soul Drain. Took about 1.5 hours due to afks and searching for the GMs in some zones.

    Not at all. While leveling you could put that Steadfast IO into True Grit then respec it into OwtS later. Additionally, it being level 30 will mean that it will give you +3% defense even if you exemp down to level 27. So getting an even lower level IO would be beneficial for your defense.

  17. I highly recommend investing in frankenslotting at least your attacks at some point. You don't have to use set IOs for bonuses, just for their multi-enhancing aspects. It is also one of two ways to slot recharge into Mind Link (the other being Membrane HOs). There are some pretty cheap sets that you can use, though some might be more limited in availability on the market.

  19. I have an Ice/Ice/Soul and it is definitely a minion/lt mower. Bosses take a little longer until you pick up an epic attack to fill out your single target attack chain (nooooot GIS). Darkest Night stacks nicely with CE against AVs, too. Don't really need the -tohit because my tank is already softcapped and can hit the incarnate softcap with a couple uses of EA.

    I'm using Cardiac Core for my Alpha for most of the time I'm playing but I'll switch to Spiritual Core when I do AE farming (have my own ambush farm that has ice wielding foes - yay to Ice's 100% slow resistance!). Destiny is Rebirth Radial to have another heal along with Hoarfrost. Judgement is Void Radial for the -dmg to stack with DN and CE (total of 85% debuff for the duration of Void). Lore I'm using the Seer Radial pets (the one with the untouchable buffer) but I rarely use them. Interface I'm using Reactive which has increased my damage even more and am thinking about crafting Paralytic for more -dmg for general teaming.

    My Icer can tank just about everything in the game without issue. Defense is defense, so bad RNG rolls are bound to happen, but otherwise he is a solid tank for everything. Farming is pretty decent as I can do my farm at +4/8 in about 6 minutes.

    The trick to ice melee is to just focus on bosses while letting your AoEs decimate the lower ranks. Single target attacks are wasted on them after you get FA. Enhancing Frost's range to about 14' is also a huge benefit, too (made possible for me by posi's blast, a common range IO, and Cardiac).

    I don't have his build on this pc, but some highlights are 82.5% global recharge, over 1% hp/sec regen, 2583hp (I think), perma-Hoarfrost, and softcapped s/l/e/n. Has seamless attack chains when I'm doing single target or mixing in my AoEs.

    I personally use Rebirth Radial on my Ice/Ice. Get hit? Pop Hoarfrost. Get hit again? Pop Rebirth. Last resort is still Hibernate.

    Since your build is going to be running with higher HP than I do, you would probably want to use Rebirth first since a lot of Hoarfrost's +HP is wasted from your higher native HP.
  22. Got S/L/R defense to 33%. Global recharge dropped a little, once you get going Siphon Speed more than makes up for it (You can reliably keep it double stacked while running around and triple stacked in longer fights).

    That should be able to get you through uses of EA. If it's still not enough you can just spam quick strike until you get some more end, which is what I used to do. However, at some point you'll be on a team fighting an AV (say Romulus in the ITF) and the rest of the team isn't putting out enough damage until you start going through your attack chain. Bottoming out of end and resorting to just spamming QS isn't going to cut it. That actually happened to me on a pug ITF as I was dealing with adds and Rom+nictus. Team was having issues out damaging the healing nictus until I started attacking Rom, too. Of course, this scenario doesn't really involve me having end issues, but the same thing could have occurred if I did have issues and was having to only use my Tier 1.

    Doesn't happen often, sure, but pugs certainly bring the randomness to the game lol.

    And it's not a problem keeping stealth if you really want to. I was just trying to point out that you could achieve the same levels of defense without the need for and extra toggle. My Icer runs 9 toggles (with DN on) and I'm able to keep my endurance balanced. You're running a max of 10 toggles.
  24. You're going to be hurting for endurance from all those toggles that don't have any endredux in them. I also see that you're going for defense in multiple categories, which is counterproductive as you spread out your slotting and bonuses too much. Aiming for either Smash/Lethal or Range defense are good ones to go for. If you take the shield from Mace mastery you could probably get at least 32.5% to Smash/Lethal and Energy (that shield gives energy defense, too), which are the 3 most common damage types in the game.

    Another thing to keep in mind is that you only need ~90% global recharge and 3 slotted hasten to reliably maintain perma-dom (by that I mean you won't have to immediately use hasten/dom once they've recharge - you'll have a bit of leeway). Sure you may not get perma-hasten, but you'll be able to slot for defense a bit more.

    Lastly, are you interested in doing silly things like keeping mass groups of AVs slept (such as on the LRSF)? If so, I highly suggest getting mesmerize instead of levitate. You can just keep 1 common ACC IO in it and it's purpose would be to cover any targets that you miss with Mass Hypnosis.

    If defense wasn't a goal for the build, I'd still say stick with sleet because it's a great power. If you do want to keep the defense, you could try mace mastery. The shield from it is less obtrusive, visually, and doesn't require you to take another power to get it. You would lose the steadfast IO and 3% defense, but you'd still be at like 32.3% or so which is still a luck away from being nigh softcapped. It would also potentially open up another power pick if you don't like the other powers mace has to offer.

    OR

    You could skip epic pools altogether and get some range defense to maybe hover blast and swoop in on mezzed mobs to use melee attacks.
