Ok, I forgot about the invis powers and the spirit tree, I'll grant you that. Still not a fan of phase powers for PvE, so I'll suggest another power
Ghost Army: You call upon dark spirits who follow you for a short while. Each spirit attacks one target, inflicting a random control before dissipating: Hold, Confuse, Fear, Immobilize
I really don't see a Tier 9 melee power being a good choice for a Tier 1 controller power. Putting controller power scale on that power would still make it a very damaging power, well over other primaries. Make it a ST version of Tenebrous Tentacles instead.
Having an intangible power in dark miasma does not invalidate having one in Dark Control. There's already one in Forcefields, so you can stack them today by combining Gravity/Forcefields. But this is no longer an issue with this suggested powerset -
From what I've gathered on this subject, the look at the set won't be coming for a year or so (which may or may not be "near distant future").
And IO sets are not to be considered when balancing powers, which have been stated many times by the devs. That said, IOs should in some way be balanced against powers. -
Not bad, but nothing that really stands out either. A few name changes needed (Midnight Grasp and Levitate are already used for other powers).
I'd personally change Ghostly Phase to a foe intangibility instead of self phase, Controller primaries is about affecting enemies, not yourself or your team -

Yes, the third column shows concurrent users. But the next column shows Monthly Access, which (I assume) means everyone paying for access during that month. -

Exactly which sets are struggling with game play? Of course there are sets that are easier to play with and some that perform better under some/most conditions, but many sets that are struggling? I can't really think of any. -

Hopefully, you would need to play through the entire mission/arc before you could rate it. This should cut down the potential griefing.
I still agree that they need to somehow protect the creator, be it via anonymous submissions or in some other way. -
Er, sleeps with DoT? No AoE hold? And perhaps you should switch Lift and Wind Trap, all control sets have a hold as first or second power (iirc).
How would Twister work? Knockup on target, knockback on the others near it? Who would then be knocked down and/or repelled? Is it a pet like tornado , or is it a one shot power?
And please no Gale on Storm Cloud.
Like the Cyclone idea tho not sure how good it would work out in practice. Perhaps it should be a toggle? -
Or just make the default be the same size for 1 and 50 so no effect unless you change it.

I read somewhere that it only works on bosses -4 or lower to you, IIRC.

You'll get more procs in TD, but a good number of those will be outside combat or right at the end where it only affects that last power. Fewer procs in Aim, but you are very likely to put it to good use when it does proc.
I'd personally put it in Aim unless you want to slot the entire set in TD -
For some reason I have a hard time imagining heroes say: "Oh no, they locked the door, I guess we go back to the base"
It doesn't have to be solid concrete walls either. Make it piles of rubble that block the path in caves, forcefields in Crey labs, locked blast doors in Council caves etc. They don't have to be quite as hard to knock down as the prison doors in Council/CoT Caves (Which also prove that the tech exists, didn't think of them while writing my previous post). -
What about walls that we can destroy, possibly creating shortcuts in missions or opening up new rooms not otherwise accessible? Since we already have the walls in the Eden Trial at least parts of the tech for this must exist.

Why don't griefers just make their own SG base and they can grief each other in there and ot bother others?

It's part of his sig, not his post. So find Random Fortunata and laugh at him/her instead -
- have the login cursor jump to password field if you've checked the 'Remember login name' box
- Have the game not listen to window events when you tab back to it (I've eaten more than a few accidental inspirations when I've clicked on the coh window on the ativity bar in windows. It also switches targets if you alt-tab since it thinks the tab press is ingame)
- More fadeout of toggle sounds (for some reason the Minerals armor sound really bugs me) -
Would that make Paladin and Babbage the house bots?

Actually, many powers that take end mod do use tohit rolls, namely all(?) the electrical blasts and most electrical melee powers, as well as the ones you mentioned. On the other side there are the buffs (Stamina, Quick Recovery, AB, RA etc). So there are probably more powers that do take endmod and need a tohit roll than not. -

It was the Nictus that then actually merged with Romulus, hence why the black & red "evil" text bubbles went from being offscreen (the Nictus without a host) to coming out of Romulus' mouth afterwards (the Nictus had taken Romulus as a host).

Do we know that it is the same Nictus that talks and then merges with Romulus? I've always thought of it as some kind of Nictus Overlord who speaks with Romulus and then gets one of his Nictus underlings to merge with Rom. -
I'm guessing Rapthorn feels the last D in D3 should be Defender, but that's in a D4

Not everyone can have every badge, there's already a badge for choosing Ghost Widow as patron contact.
Borderline badge should however not be included in any accolade that give the player advantage.

Then we'll need similar badges for other types of damage. Oh, and you can only ever get one of them on a character. -
Not bad. Need to work in Teleport with the travel powers (x/y/z number of activations perhaps?)
Regarding the end cost badges, I don't think 1 million endurance is that much. I haven't done the maths, but I'd imagine a standard mission on a large team will see you through several thousand endurance. -
Picking up foes/items, then wielding them as weapons/shields/tossing at foes
A Charge-style power (Diablo II-style with knockback, not the weak wow style)

I have no problem with the caves. But the mines, I hate those... Council Caves sometimes get on my nerves as well, but not as bad as the mines.
