The Council have 10 feet tall, invulnerable werewolves and giant robots. The Carnival of Shadows have so much psychic energy they can fry an egg on your head. The Soldiers of Rularuu... Do I even need to comment on them?

Characters cannot have multiple "cape"-style elements in their costume at the same time. If you've got a trenchcoat or the fancy robe from the Magic Pack, you won't see the cape option.
Either that, or you've stumbled upon a bizarre bug. -

It's like people say: Our world grows smaller each day. There are few frontiers left to push, few wildernesses left to explore and very few secrets left to find. Then again, to be fair, I'm not entirely clear on what perspective you're coming from. Obviously your stories aren't going to directly affect the City of Heroes world (in-game, that is), even if the characters that are a part of those stories exist in it, so it's really just a matter of carving out your niche in your fiction and going with it.
After all, most of the CoH world IS unexplored, and has the most potential to be spontaneous, what with the never-ending stream of villains threatening peace and prosperity. -

And as far as I know, there's no customization for Kheldians, due to some combination of these factors most likely:
1) Complicated graphical effects with more than two colors/gradients makes them hard to customize.
2) Inability to customize the forms means they've been put on the backburner until full customization is ready.
3) Due to their status of Epic AT, they're locked into their lore-dictated graphics. It would be comparable to asking if Widows could use different claws or if Banes could use standard maces.
Mind you, the third reason is pretty weak, but it's a possible one. I myself would love to color my Warshade's powers black and grey. -
As far as I understand the ins and outs of it all (which isn't much, so fair warning), it comes down to the enforceability of the copyright/trademark.
Using the name Wolverine is asking for trouble, but technically there's nothing punishable about it. Marvel certainly doesn't have any claim over the animal. Copy the costume though...that's trademarked and you're in trouble.
I suspect that a big stumbling block though is that most of the unprotected names I can think of are also indicative of specific powers, and therefore you might be setting yourself up for a Genericing anyway.
As for whether or not you're obligated to report them, I'll hopefully head off the inevitable debates by saying it's your call. Reporting someone for infringement merely points them out to the GMs, it's then up for them to decide if the character is actionable. But there's no mandate or rule saying that you have to petition them. -

Well, part of the problem back then, IIRC, is that Taunt wasn't AoE either. Could be fuzzy on that, though.

IIRC, pets are only available as in-mission allies or somesuch.
Quite annoying, as I'd love to fight a mission full of MM henchmen. -

I myself have always kind of liked the idea of porting a version of Vigilance to Tankers. I'm not sure it would strictly help them a ton, but the idea is fairly sound - lots of high-endurance Tanker attacks have built-in mezzes. Allowing a Tanker to use them more when the team is in peril would be nice. Oh, and the Tanker's health would affect the discount too. -
If all the OP did is reset their password, then they don't need to alter their files in any way, shape, or form. The Training Room takes up to an extra 48 hours to sync up with the live servers.
Also, as part of I16 beta, there's a new queue system that will keep you from even reaching the character select screen if you're not in beta. -

As a rule, it would make more sense to me, if the portals were to deliver you at the middle of the maps, and not at the most useless extreme.
So why not move the destination portals to more practical locations?
The only items of interest anywhere near TV is...Terra Volta itself, and the Brickstown gate. Pretty much everything else is right in the vicinity of the SG and Ouro drop-offs. -

At one point I was planning on customizing a Hyper Guardian XEVOZ figure into a Statesman custom, since they share pretty good physical similarities.</random anecdote>

Unless I'm way off, it's quite possible that instead of recoding the old badges in I15, they made identical ones with the old names, but new requirements and descriptions. Then, because of the identical names, they all get saved under the special "don't nuke these badges" script. However, since the old badges are no longer obtainable, only the new versions count for X and XXV?
Check the descriptions on the ones your characters already have? -
