Sounds pretty good, considering how arbitrarily-placed most of the exploration badges tend to be. And they've experimented with this type of system before with the Midnight Archivist badge.

I'd prefer not to have my endurance bar bottom out every few minutes just for convenience's sake.

Point is, each set is entirely separate in the database. There's nothing stopping them from changing a set upon proliferation, and there's no benefit to keeping sets 100% identical across ATs. -
I think the big problem with most of your ideas is that they're (excluding the Rikti Ship) based on pre-existing maps. The one big flaw that CoH has is repetitive maps, and those would only make it worse.
On the other hand, I'm one of the few people who would love it if they opened up Oranbega proper as a zone. -
Hover used to be so slow back in the day that using it looked comical. Your character also used to use the default Fly pose while moving so it looked like they were desperately straining to move through the air at a snail's pace.
Now Hover is a bit closer to "Flying Sprint" in terms of speed. -

While I'm generally reticent to stick up for Part_Troll (or unwilling - I usually disagree with his posts TBH), I'd be pretty peeved too. If a Defender is adding to the difficulty of a TF, but not pulling their weight, what good are they?
I don't see it as dictating how someone plays their character. They're free to do with their build as they wish. But they shouldn't join a TF without warning that their build isn't anywhere near the norm. Maybe it was just the team leader's fault.
Also, in before the inevitable "I once completed the ITF with a Unyielding-less Tank, an attack-less Scrapper, a Controller with none of their holds, a petless MM, and a Stalker who never used Hide and it was soooooo EZ (also we lived in a wet paper bag at the bottom of the lake); quit whining" post. -

Smoke Grenade. I'm not sure if it's exactly the worst power out there, but there's really not a whole heck of a lot of incentive to take the thing. The -toHit is pitiful and you get stealth that's just as good if you take cloaking device and toss a stealth IO in sprint or something.
What's really depressing to me is "why don't you just buy the IO?" is becoming a far too popular argument. -
I actually really like the idea of giving Tankers additional debuff protections. But not defensive ones. Those are already built into their sets.
But resistance to to-hit, damage, or recharge debuffs*? That would help them maintain their damage no matter what the enemy throws at them. Sort of a de facto damage buff against debuff mobs. It would also help them hold aggro better in some situations.
*Obviously recharge can count as both defensive or offensive. I'd probably keep the numbers low on that, or outright exclude it due to potential balance issues with Fiery Aura or Elec Armor. -

The funny thing is that Gordon Bower is one of the least worthy contacts for it. He's in a central location, in a relatively small zone, and none of his missions send you outside of the zone or outside of Salamanca itself, IIRC.

FWIW, all of the best characterization of Statesman comes from the novels. I'd totally side with him over some liberty-smashing jerk who's too busy ruling from his ivory tower.

I have had a theory for a while...
It might be random, but I have thought that it might be what level you go to PO.
I usually go to PO at level 5 or 6, get the contact and run the few mishes to get the Mayhem, and go back to finish Mongooses arc.
(I like to lvl once or twice to let the mayhem age ... the first Mayhem seems rougher than the later ones.)
So I am thinking partially random weighted by how early you go to PO.
It's a guess.
(It also seems to me that the earlier I go to KR, the more likely I am to get the detec outside the building rather than having to run inside the station.)
Both of these ideas may be wrong . . . but . . .

Considering the title is requesting something that i'm pretty sure cannot exist in the current game environment. Being that there is no godmode that will recharge before phase suppression kicks in. (Time limits on phasing and all.) So, drugs.
Of course i'm basing this on the silly assumption that any power keeps you from doing anything useful/offensive while it's active is not a godmode in the videogame/MMO sense. -

So rather than blast/defense, how about blast/survival (and the reason I'm suggesting this at all, melee/survival). This would automatically limit the relative survival compared to Scrappers and Stalkers as some (half?) of the powers are replaced with ally buffs/foe debuffs and therefore, wouldn't need to sacrifice its damage potential nor directly infringe on the role of ranged dmg dealers (as it has its own niche).
Would it replace corruptors/defenders? No, because some (half?) of the force multiplier powers are replaced with self-protection!
And yes, I'm aware that the Epic ATs on both sides flirt with the idea already.
