    Unlock the LRSF

I fully agree. It's just an unnecessary restriction, IMO.

  3. Howdy, Tech Forum. Finally, the time has come - I'm getting a new computer.

The only detail still up in the air, due to relative lack of knowledge in that particular department is sound cards. Does anyone have a recommendation for a specific card (presumably a Sound Blaster of some kind)? Or do the newer motherboards have good enough on-board sound support? Is there really any big difference between the various SB cards?

    Thanks in advance!

If you think the Numina TF needs to be revamped, you don't understand the point of it.

There's no way they made such a huge area for such little current content. War Witch, among other Devs past and present, have stated in old posts that the Shadow Shard was an unfinished product, and they've just been waiting for the right time to add to it. If you pay attention to the stories in there, there's a lot of hints about stuff that we haven't seen yet. Why get so in-depth if you don't have stuff in the works, or content to tie into it?
Except there's a big difference between "we had/have plans for the Shadow Shard" and "we've been sitting on already-completed work for 5 or so years". Keep in mind that even during the days of the Freem 15 we were getting stuff like Faultline. If they actually had more parts of the Shadow Shard completed, I can't see why they'd just ignore them, especially if it would only save them some of the workload.

And let's keep in mind that the Shard comes from an era where the lead designer hinted at epic ATs that barely ever made it towards development, if at all.

My point continues to be that whatever's unreleased from the Shadow Shard is largely if not purely excerpts from the Story Bible and the design document. I think I'm basically done arguing about it, since I doubt we'll get an official answer on it.

GR will be crammed full of content to play through. That'll certainly take some time.

I suppose if someone pre-purchased GR solely for the end-game system, they might be a bit disappointed..

Of course, if they really have been hiding already-developed content, I'd really love to hear why it was never released.

Difficult =/= tedious and/or painfully dull.
  8. While I'm not opposed to adding to the Shadow Shard, I can't entirely agree with the suggestion at hand simply because you're taking quite a speculative leap with how the Incarnate system might work.

    And concerning this:

    Quote:
So. Step One: release the rest of what's developed for the Shadow Shard, as it was said at the first Hero-Con that only about one-sixth of the material was released. Garden of Memories, the Factory Cubes, the works. And the remaining Aspects of Rularuu that's only mentioned in canon and in the Wiki.
I seriously doubt the devs have just been sitting on new Shadow Shard content this whole time. It's much more likely that the one-sixth figure meant "what's in game is one-sixth of what's in the story bible/design document". (Admittedly this just might be an issue of ambiguous tone.)

    Quote:
Step Three: Unlocking the Rularuu Incarnate Patron Arc. This would be accomplished by completing the four Shadow Shard TFs (and since it'd be co-op, subsequently SFs) or whatever they would release with the rest of the zone material. Sort of like Ernesto Hess and Katie Hannon; play through some of the content and unlock said option.
Quarterfield should never be required for anything. Ever. Unless it got revamped.

Sin had it, Half-Life had it, Counter-Strike (REALISTIC!!!) had it, I think Quake had it... The list goes on.

Basically, you can just take one small room from, say, an office, like one of the dead end rec rooms with tables and a vending machine, build this hugely out of scale, and let players roam around in it like they're an inch tall. You don't have to worry about the mechanics of player scaling, because mechanically, everything is of a normal scale, it just looks like we're small people in a giant world.

Actually, that's a lot like how the spacecraft battles in UT2004 were made. When you're flying a human fighter fighting Skaarj ships against a space station, it looks like an epic battle, especially since you enter a HUGE one to start it. However, when you actually spawn a functioning Skaarj fighter in an ordinary map, it's about as big as a football. It's like a small, model plane, but everything LOOKS huge, because it's all out of scale.
This was what I was going to say, pretty much.

We need more goofy mad science in City of Heroes.

My question is: why? Why not just package it together in one retail expansion and let players enjoy? The way its all piecemealed out now, players might as well wait until 4th quarter to get Going Rogue and enjoy it all in one go rather then buying in now and waiting 9 months to get the full product?

This just seems like a really weird business model somehow... What's the logic behind it again?
Think of it this way: I19 is is the I1 (or the I7) of Going Rogue. (Also, are you planning on blowing through GR, content-wise? Who cares if the endgame system isn't entirely finished if your newly minted Praetorian is only level 1? Also also, it means they can test the waters with Incarnate Level 1 and adjust the other 9 based on player feedback and datamining before unleashing a massive can of worms.)

As for the other stuff - because it's an excellent promotional gimmick. If Dual Pistols is ready to go, why sit on it when you can turn it into an incentive to pre-purchase? And why gate graphical upgrades when they'd make a swell bullet point for a free release?

Here's what happens. If you can survive most stuff on traditional solo settings, then adding a good chunk of defense, say 25% or more, probably lets you survive somewhere in the range of, say, 2-5x as many foes. But if those 2-5x as many foes suddenly have frequent defense debuffs, then when one hits you (and one of them will), there's a lot more of them ready to follow up with a better chance to hit you again, and then it goes downhill fast and suddenly you have -60% defense. And you're still fighting 2-5x as many guys as you can survive with no defense, which is probably a problem, since they're actually doing you 190% the average DPS they would against you with no defense.

Does that make the defense useless? You might use that word for the case where the foes actually have prolific debuffs, but even then I think it's a bit strong. But especially if you aren't near the softcap (meaning that first foe to start the debuff cascade has a good chance of landing its debuff), you have to work pretty hard to leverage the +def at all.
I think what most people forget for some strange reason is that despite their relative prevalence, if you want to simply avoid defense debuffs altogether...you can.

Rikti, for instance, have no defense debuffs to speak of, IIRC. At worst, the Mentalists can avoid positional defense with their Mind Control abilities.

And as was touched upon above, I also think that people also tend to forget that every single character in the game gets access to a basic resistance (or rarely, defense) toggle. Not to mention potentially having access to heals, the benefit of mezzes, to-hit debuffs, etc etc etc.

I think it has more to do with the fact that both places where this tends to happen (Midnight Club and the Vanguard HQ) have allied combat-ready NPCs spawning in. Whatever handles spawning them in treats them no different than enemies, and so when they appear they have the same chance of producing a Void like any other mob.

If they did power it up, yeah it could be misused, but in no way is it like a blasters nuke like some people have said on this thread.
Because a clearly for-fun power shouldn't become a $10 "avoid all risk and debt" button, 30 minute recharge time or not.

I wouldn't be opposed to bumping up its accuracy slightly in order to better facilitate it as a last-ditch time bomb, however.
  15. I think the problem here is that you seem to be under the misconception that avoiding debt is the actual intended purpose of the power, or that it's logical to buff it to be misused in that fashion even more.

In short, no thanks. Of course, I was one of the few who thought that giving SD debt protection in the first place was a bad idea.

While I've never heard anything to that extent, I'll just point out that my Willpower Scrapper has more health sans TF Commander than my Stone Brute does with all of the health-boosting accolades. And that's on top of Willpower potentially having better regen than Regen at least some of the time.

If anything, due to Brutes and Tanks being more focused on taking burst damage, I wouldn't be surprised if Regen for them was underpowered. I'd also probably switch Moment of Glory and Instant Healing around in the set and tweak them appropriately.
  17. I tend to have more fun going off on my own strange tangents, but I have a couple:

My VEATs, a former Malta Gunslinger, a member of the Legacy Chain/Midnight Squad, and a member of the 5th Column waiting in the wings for his proper debut.

I also used to have a Family (or maybe it was a Mook) thug turned Troll, but that was a long time ago.

It's not about "easy" it's about "acceptable difficulty" or rather "acceptable tedium". I'm willing to work for the set, but neither of the current options is attractive, and it's pretty clear that grinding for them is meant to be that way, which is a poor design choice in what's supposed to be a casual-friendly game.

If your computer is so slow that it is literally impossible for you to participate in a Raid, then I feel for you but I don't think they should be bending the rules of the game to fit people who are playing on computers too slow to even run the game.
Yes, because "too slow to run the game" == "lags during a high player density event". I get fine performance everywhere else, thanks.

And what exactly are these "rules of the game"??

    Quote:
There's obviously going to be some lag if you've got a huge group doing a Raid and, yeah, that can be annoying but I don't see how anyone could find running a slightly lagged Raid as more boring than running dozens and dozens of missions just to get the same amount of Vanguard merits.
Which is precisely why I said that while I dislike ship raids, I outright despise Borea missions.

    Quote:
However, there are other ways to rack up Vanguard merits if that's all you're trying to do. Whenever you see a Rikti invasion in a zone, head over there and hop on a team.
No thanks. The same amount of lag as a ship raid, but with normal merit drop rates. A terrible combination.

    Quote:
As long as they are green con, you are eligible for merits so run the endless timed missions in the RWZ on -1 X 8 with no bosses for huge spawns and you can rack up merits that way too. It's the same percentage chance of them dropping merits whether are green or purple. You can get around 10-15 Vanguard merits per timed mission that way.
That's still a miserable ratio, though admittedly I'm unclear as to how quickly you're doing these missions. I also think that if I have to mess around with my difficulty settings much at all, there's a design flaw involved. Just because there are ways to farm for Vmerits a little more effectively doesn't stop the farming from being tedious and stupid.

A little strange that you're apparently up on how often I speak out about this, but you don't actually know anything about my complaints.

    Quote:
or hyperbolically stating the amount of time it takes to get Merits by going through the content.

I get dozens of VMerits running the arcs or repeatable missions. Sometimes it takes running on enhanced difficulty settings, but it's not a matter of months of toil.
My playing time tends to be constrained for a variety of reasons, so yes, realistically speaking it would take a lot of time. Literally months? I'm not sure, but I'm not about to go torture myself to find out either. I was echoing the OP's words, and it apparently took them months to gather all the Vanguard goodies, so..

And raising the difficulty is hardly a reliable solution if I want to get more Vmerits on, say, my Empathy Defender. And, naturally, teaming usually results in fewer drops rather than more so that's not a great idea either.

    Quote:
One day by doing a raid, or several days by doing more soloable content. That's about the same standard as applies to Reward Merits, AE tickets, or other forms of special drops. There's a balance there. You may not like the balance, but hyperinflating it doesn't reinforce your case.
Regular merits are far more balanced. Let me repeat my usual anecdote: I played through the entirety of the War Zone arcs, on Solo/Malicious, and got about 200-250 merits total.

That's a whole five arcs (with boosted Vmerit numbers due to the difficulty slider) to approximately equal the general minimum Vmerit rewards of a single ship raid. The difference in time costs is massive. Story arcs versus TFs for regular merits is nowhere near that bad. And to think all this is (mostly) for costume pieces, rather than rare IOs that actually affect gameplay.

My point has always been and continues to be that the choice between grinding and ship raids is illusory for the average player, and a complete no-sell for the casual player. It's not so much that I don't like ship raids so much that I hate Borea missions even more. And at least some of my proposed changes are, AFAIK, a matter of tweaking a spreadsheet.

Honestly I think 30% is great, or high, make it 50%. I mean, all it does is make it faster for people to get the vanguard stuff, unless people are going to argue those temp powers are completely imbalanced and people getting them more easily would ruin it.

That or make V-merits tradeable. My main blaster has all the vanguard kit she wants and is sitting on a pile of like 800 of those things. I'd love to give them away to people who want the costume bits but can't or don't want to do raids.
I've been saying this sort of stuff for a while.

    Ways to fix Vanguard merits:

    1) Up the drop rate.
    2) Give merit bonuses for the RWZ story arcs.
    3) Give a merit bonus to the Lady Grey TF.
    4) Severely reduce the price of the Vanguard costume parts. (IT COSTS 200 FOR PANTS PEOPLE, 100 FOR A GUN)
    5) Allow characters of any level to earn merits.
    6) Find some way to allow players to use unlockable costume parts at creation. Account-wide unlocks, redeemable tokens (sort of like Vet rewards), or make the unlocks recipe-based.

I don't like Hamidon raids either. Which is one of the reasons why I like doing the STF. Why can't a similar compromise can't be done with, say, the Lady Grey TF?
