Resulting in people not being able to use the systems, let alone play games on them.

You really need to read up on CMA's Invuln guide.
You're pretty much ignoring the ability to softcap.
Also, if built right, Unstoppable, even for a scrappbe, becomes a niche power that isn't really needed.

I really would like to buy 5 extra character slots, and the new darkness control and assault, but I'm not going to spend my money on this if the game is basically unplayable outside of groups. If this isn't fixed or I cant find a work around I will go put my money into DCUO. I'd rather play this. I'm quite nostalgic for this game.

Okay, I'm confirmed as going. Tickets are bought (though I got insurance just in case).
I should be getting in to SJC around 9:30 AM local time. Yeah, way early, but gives me time to do shopping and stuff before the con.
I'll be leaving out on Sunday at about 1:40 PM. I tried to get a slightly later flight, but the later flight would have had me in the air or laying over for the better part of 10 hours and getting back after start of business the next day (BIG NO-NO).
Getting a full-sized car (something like an Impala). So if anyone else is getting in early (or needs a pickup shortly thereafter) let me know. I'm going to be packing fairly spartan for this one. Mostly clothes and a toothbrush in a small check-bag, and then my laptop as a carry-on. Due to the silly airline restrictions I'm going to be picking up soap and toothpaste and stuff once I arrive.
This'll actually be my first time flying since most of the 9/11 TSA bull went into effect. Kinda looking forward to getting groped...NOT!

TPN was on beta before it went live. So was MoM, and every other incarnate trial. If you are VIP, then you have access to the Beta server and could tell the devs before it went live that it was lousy. Believe me - I am not standing on some pedestal. I'm kicking myself for not using the Beta server when I had the chance. There are several problems with TPN, and to a lesser degree, MoM and UGT. (They are my own issues with the trial, not including the kick bug of tpn)
TPN has been out for some time now. It is incumbent upon every player to not only experience the content before it goes live, but to read the guides on the trial before you go. Why? Because the trials are not straightforward. They have mechanics that we haven't seen in game before. There is no way to know to pull voids to Penelope Yin unless someone tells you. (If there is, it's so vague or nebulous, I've never seen it)
I mean this half sincerely, and half sarcastically, mind you. If you've done any kind of a search on TPN, you'd have read how some folks get kicked out for some unknown reason. You already know it's a snooze fest from the player commentary. I applaud the OP and everyone else for giving it a try or three.
Myself, I don't enjoy it much. I'll do the trial with some friends if they want, but left alone, I'd rather do MoM or UGT. Those trials may require a good bit of instruction until the players get the gist of it, but once they do, they are simple and fun.
So, put my vote on TPN needs some revision.
Talk to the people giving feedback about the current drop rates in DA. Right now it's a gigantic shell game for not a lot of reward. -
Sorry, but I find the practice fairly shady and distasteful myself.
Worse, something like this would pull significant time from a Paragon Employee's schedule, as something like this HAS to be ruthlessly policed so that it isn't subverted by ad groups serving up malware.
Seriously, stuff like this always starts out cleanly enough.
But, sooner or later, such networks are subverted by crapware pushers.
Moreover, while I love CoH, I don't think it has enough social presence to command worthwhile revenues from this. This means people participating in the program are going to be scrabbling over a too-small pool of points.

While I will admit I don't use all of those powers all the time, the awful way that the CoH powers tray is set up means that if I think I might need to use one of those powers at some point, it's better to have it in a tray where I can click on it (or, at need, temporarily swap it with some other power in a more convenient position) than have to open the power tray, scroll scroll scroll through a list of a zillion powers to try to find it, and then drag it into the slot where I need it. It's annoying enough that when you claim a power from email or craft a temp power recipe, the power doesn't get placed in your tray even if you have an empty slot for it
If I had more trays, that's what I'd use them for: moving my macros and lesser-used powers to a tray where it's out of the way but I can still locate it easily when I need it.
Honestly, I think you need to economize a bit. You've got multiple fly-based temp powers out. You have both versions of the market TP. You have the temp AND vet versions of the Blackwand and Nemesis Staff out.
You might be able to wring some extra space out of scripting macros to chain load for some tasks. And maybe a reduction in tray slots via the popmenu command. But roughly half those slots are for temp powers. Stuff that'll expire after a certain amount of use. Use one up, the mount another in until that one is used up, rinse and repeat.
Keeping everything you have out on a tray because you MIGHT use it at some nebulous point, ESPECIALLY when you have things that duplicate the functionality EXACTLY is ludicrous! -

Basically with the 400W PSU shown, you'll be likely drawing somewhere around 250 Watts total for your system at max draw. That PSU will handle that with plenty of room to spare without running at levels that would shorten the PSU's life. It will also handle the necessary amperage.
As for will it fit? Get a ruler out.
The 8800 will require about 9 inches (228mm) of clearance. -

Without factoring in any hard drives or peripherals besides:
- 8800GT
- P4
- 2 sticks of RAM
Tack in 1 SATA drive and an optical and you're pushing 220W. That's essentially running the PSU at 100%. You may be able to do it for a very short period. But you're going to kill the PSU quickly if you do.
Worse, the PSU isn't spec'ed for the amperage (22A on the 12V rail).
You'd really want something like this. -

PSU is sub-par for the 8800GT.
8800GT's specs call for a 400W PSU (minimum) that's capable of 22 Amps on the 12 Volt rail. -

Beta is for just that. Beta, mainly for issue-based content.
Test is for testing out things like seasonal events, costume packs, etc. Essentially non-issue content. And usually shortly before it goes to live, so people can help find the remaining "wrinkles" and get them ironed out. -
