Sorry you're disappointed. Part of it looks like you had certain expectations of the game and currently lack the knowledge about the various communities (and how to get in touch with them) that share your expectations.

As noted, this game relies heavily on instanced content. As such, it's unusual to see dozens or hundreds of people standing around.
Also, as noted, you definitely want to take a look at which server you're on and what the communities and chat channels available to you are.
If you're looking for RP, you're pretty much begging to play on Virtue. They're HEAVILY RP-oriented there. Pop up the channel search and search for RP, Virtue, etc and insert yourself into some of the more heavily populated channels you find.

Currently we're in the middle of an issue that, after several years, opened a bunch of new content to high-level characters. As such, we have a lot of level 50 toons climbing out of closets, brushing off the dust, and laying down some fresh coats of smack.

First, the new content is gear/loot-oriented. As such, it's somewhat understandable that people are reacting like this.
Second, there are multiple communities out there, all differing on what constitutes "enjoyment". Some enjoy RP. Some enjoy marketing pursuits. Some enjoy farming. Some enjoy building heavily optimized characters.
There is no sole arbiter of "fun" in this game.

One. POLITENESS. One should NOT be casting rocks at other people's name choices. EVER.
Second, some people play heroes and villains with cosmic levels of Genre Savvy power. Some are jokes. Some are heavily meta references.
Simply because you're RP'ing "Cosmic Savior" doesn't mean that you should be sneering at "Cornholio". Especially if said player is built as a world-beater of an [INSERT AT HERE].

Again, not everyone plays to RP. Some people play to market. Some people play to farm. Etc, etc, etc.
Plus, you have the potential to have HUNDREDS of toons in the game.
Some will be mains. Some will be alts. Some will be "in development". And some are jokes, one-offs, concept builds, or test builds. Hell, some are just built to try the power set/at combination.
Currently I have a blaster on one server named "Test Marketer 0000001".
His SOLE reason for existing? Trying to see how much inf could be accrued on a brand new toon within an hour of creation.

Again, try Virtue. But be aware that simply because Virtue is the RP server, that other interest groups still hang out there too.

There are multiple costume acquisition options in game.
You have the default costume options for 3 major portions of the game:
- City of Heroes
- City of Villains
- Going Rogue
On top of that you have costume options that can be unlocked in various ways.
- Awarded free for completing certain content in-game.
- Awarded free for logging in during certain events.
- Built from recipes acquired, bought on the market or with merits.
- Bought using merits awarded for defeating certain enemy types.
- Awarded for free as Veteran Rewards
- Bought as part of various "packs" or "super boosters" or versions of the Game released in the last 7 years.
Also, it's been made clear that some of what you're asking for IS coming to the game in the (relatively) near future.
Will you have UNLIMITED ability to create absolutely whatever concept takes your fancy? No. Of course not. But the costume designer for this game is ridiculously featuresome, even seeing that it's a 7 year old game.

Okay. Lemme get this straight.
Your FIRST communication with this person was to go all grammar/spelling nazi and, in effect to correct them for being "stupid". They responded with an understandable amount of heat towards you. And you're dinging THEM for rudeness?
Pot? Kettle?
Simply because you're playing on an American server does not mean everyone's an American.
Nor does it mean that everyone's first language is English.
Nor does it mean that they have a command of the language that you do.
It's roughly the same level of rudeness as you inviting someone over to watch a football game and them subjecting your home to the white-glove treatment.

I'd say give it a bit longer. You've now been given some directions on where to go to find people of like interests. That should make integration into the community easier.
Also, try to be a bit more relaxed about others' "mistakes". Yeah, I wince at some people's attempts at spelling and grammar too. But I do NOT start smacking them with it. Not my place or yours.
Finally, understand that not everyone plays the game for the same reasons you do.
