    Uh yeah. NO!

    Simply because an IO'ed-to-a-fare-thee-well toon can nuke down +4x8 doesn't mean every build should, or that baseline SOs should.

    Baseline SOs should allow you to complete content on +0x1 with bosses on, and have the bosses be somewhat challenging.

    Nobody ever promised you that your SO'ed toon was going to be able to solo multiple AVs simultaneously.

    Is the power gap between crazily IO'ed up toons and SO'd toons with identical slot-outs relatively huge?

    YES!

    AS IT SHOULD BE.

    Yeah. I tend to min-max fairly hard...

    You should see me pinch pennies. If Abe had room to breathe, he'd be screaming...

    Ice is a primarily defense-based set. And, currently, it's VERY difficult to IO-out for additional resistance, as the resistance values on various sets are microscopic. This may change with the IO-set changes coming in i24. But, for now, that's how things stand.

    Ice has 2 main things going for it.

    • High defense
    • Moderate combat control (Slows and endurance drains, limiting an attacker's ability to attack).
    You're well above Incarnate soft-cap right now.
    So you may want to think about cutting back on all-out defense (you're essentially hedging against debuffs at that point, and that's kinda what you have Energy Absorption for) and look at maybe adding some recharge or beefing up some of your higher attacks that are begging for slots.

    Note: In your build, Foot Stomp and Icicles: Go with the following Erads.
    • Dam/Rech
    • Acc/Dam/Rech
    • Acc/Dam/End/Rech.
    This'll increase your EndRedux on the the power. FS going to be up fairly often (and Icicles is going to be on all the time). So you don't want them schlorping down your endurance with only 26% enhancement.

    "I like this game. Anyone who doesn't play it the same way I do doesn't like this game and are freebie-grubbing mouth-breathers or newbs with whom I don't want to associate"

    He's completely ignored the social aspect of the game and is entrenched in his little "clubhouse" mentality. He's just choosing to blame F2P, rather than his clubhouse mentality. And he'll do the same thing when he, and others like him, actively chase away people with their craptastic attitude and rude behavior.

    The same could be said with regards to defense as well. If they can't hit you enough to reliably lower your HP, you're effectively immortal.

    Agreed. However that's still an iffy proposition. You're basically gambling that incoming damage won't be enough to kill you.

    That's still not superior to total avoidance of damage.

    Note: I'm not saying that defense is just flat out better to the point you can ignore resistance and regen. It's not, because it's a ruthlessly binary situation. You either get hit or you don't.

    However, as a form of damage mitigation, defense (complete damage avoidance) is basically your first, best choice.

    Resistance (incomplete damage avoidance, damage fractionalization) is an important, but definitely secondary, mitigation.

    Regeneration/Healing is a very distant third, because it isn't actually "mitigation". It's a essentially spackling over damage you failed to avoid.
  18. Did this mission on my Ill/Rad a month or two ago.

    The only part I really objected to was the EBs spawning right atop you at the end of the escort phase.

    Sorry, but that's just dirty pool, I don't give a damn if it's a team-oriented mission or not.

    I was able to rez and beat the spawn down, but the fact that I was killed by something spawning in immediately BEHIND me almost before I even register its presence is just bovine feces.

    Plain and simple.

    Completely avoiding damage is ALWAYS going to best actually taking damage, no matter how much you fractionalize it.

    I understand your basic desire. Allow for tanks that currently CAN'T add on a lot of resistance to be able to do so. So defense-centric tanks can achieve a parity in overall durability to resistance-based tanks that get loaded up with defense.
