Preferrably: Amount you're readily willing to spend for a system.
AND: The maximum amount you're willing to spend (will give us an idea about how much wiggle room we have in case "stretching" for a certain component will yield big performance benefits.
Overclocking means running the part above it's default speed rating. Many chips/cards out there have some leeway for this sort of thing. It's a way to gain additional performance. Simply because your PC is on and always running doesn't mean you're taking up massive quantities of bandwidth. Unless you're regularly eating more than about 460kbp/s all day, every day, you're safe. I'm going to be putting the thumb screws to AT&T customer support about this though. Why exactly am I paying more for a 6Mbit connection if I'm limited in use like someone on a 768K basic connection? Literally, on AT&T's lowest tier, they could almost rock their connection 24/7 and never incur a cap fee. I'm paying twice that. -

I know you guys are trying to make this transition as pain-free and easy as possible.
In this case I think a more labor intensive, and more generally painful solution would probably be preferable here.
Honestly, you're underestimating the loss of identities some of these people have been building for years. All simply because they started on or moved to the EU servers. Some will even be supplanted by accounts of their own that they left behind when they moved to the EU servers!
Honestly, a little bit of AI on nick collisions would be infinitely preferable to simply ousting EU residents.
And the criteria are VERY simple.
1: Inactive accounts automatically lose.
2: Trial accounts automatically lose.
3: If both accounts are either inactive or trial (or both), you get a double-lose scenario and BOTH get EU'ed/NA'ed
4: If both accounts are active, it goes by seniority.
5: If someone owns BOTH the EU and NA accounts, give them the opportunity to contact customer support and have customer support manually "tweak" the usernames for the preferred account.
More work? Hell yeah!
More equitable? Hell yeah!
Will people still have hissyfitragequits? Hell yeah!
Honestly though, this is one of those things where you should just bite the bullet. -

150GB/month = 5GB/day = 0.208GB/Hour = 208,000KB/Hour = 57.78 KB/Sec = 462.24 Kb/Sec, which is still a respectable speed.

Okay, I happen to have a Grav/Kin. In the late 20's and very early 30's, they hit a bunch of enemies that start giving you a tougher time. So it's a slog for a couple levels where you're going to feel ineffectual.
Then you hit Singularity. Right off the bat, Singy won't seem so great. But after you throw a couple slots at him, you'll feel like you're running TWO controllers. Quite literally your effectiveness is doubled. With Transference to keep him full of End, he becomes an endless foe-tossing charge and a great pseudo-tank. KEEPING foes locked down becomes almost effortless at this point. -

Okay 150 Gigabytes a month is equivalent to half the total thruput of a T1.
150GB/month = 50GB/day = 2.08GB/hour = 605KB/sec
Also keep in mind we're talking about KiloBYTES here. Connection speeds are expressed in KiloBITS.
605KB/sec * 8 = 4840Kb/sec (In other words, just under 5 megabits/sec.)
Now I likes me some internet, but nobody (and I mean NOBODY) is on 24x30 (24 hours a day, 30 days a month).
Even were you on 10-12 hours a day, a good chunk of that time is spent NOT using bandwidth. Unless you're torrenting, you have little to fear from this cap.
But make no mistake. This is, essentially, an end-run around the net neutrality issue and a large provider's attempt to squeeze more cash out of their network. They tried rattling the "we'll bill content providers for stuff we request" saber and not only got laughed at, they got humiliation conga'ed too. Now they're going after the other side, their own subscribers.
Notice how their own video on demand services don't count towards the quota. And, were Netflix, Hulu, etc paying them, likely they wouldn't either. Think "protection racket". -

If those numbers are actually correct, I'm stunned.
Compared to the financial statements from NCSoft, there's a disconnect someplace. Or how "subscribers" are counted is something hokey.
But if there are really, 125K subs, that's DAMN impressive for a 7 year old game.
Granted, I'd REALLY hate to see what server loads looked like with Aion's numbers.
That said, the numbers for Evercrack...Everquest and Ultima Online are even MORE impressive! 12 and 14 years respectively for each of those games.
Here's hoping CoH goes that long! (I wants me some vet rewards dammit!)

Okay it took a bit of looking around on specs for the machine outside as verification.
Processor is a Pentium Dual Core 2.7ghz (Not Core 2 Duo).
Also, the power supply is quite literally no more powerful than it absolutely has to be. So throwing a more powerful video card in there is a BIG no-no until you upgrade.
Luckily you DO have clearance in there for a better (and usually slightly deeper) power supply.
One nasty thing is that you may wind up impinging on your SATA ports.

You're pretty much not going to be able to upgrade the processor at this point.
IIRC you're already maxed on how much RAM the board will take.
And due to the age of the CPU, any gains you'll get from truly powerful GPUs is going to be offset by the fact that your CPU may not be able to keep it fed with data.
