Here's what you do, path given is just for example's sake.
Say it's R:\CityOfHeroes
- Rename to R:\CityOfHeroesOld
- Run the launcher and install to R:\CityOfHeroes
- Once the launcher starts trying to download, kill the process. Shut down the launcher.
- Delete R:\CityOfHeroes
- Rename R:\CityOfHeroesOld to R:\CityOfHeroes
- Run the launcher again and grab recent updates. DONE!

Small addendum as of 04/28/2011.
Right now, attempting to use the League interface to run a raid is resulting in Incarnate-level Power Lag.
Recommend using the league to initially assemble the raid, then break the league back to individual teams once you hit the monster hunt phase. -

IMNSHO it's something in the league interface itself. Possibly because it's sending all buffs, power icons, etc to every player in the league. Even if it's not showing them.
Was trying to run a 40+ person ship raid last night using the League interface. Horrific doesn't even begin to describe the lag. PUNCH was taking almost two minutes to properly refresh. There was massive graphics lag, and people were dying left and right.
Now, after a patch drop, ship raids are usually pretty bad but this was just the absolute worst I'd ever seen.
So what'd we do? Broke the league and resorted to individual teams.
The Ultra-lag went away IMMEDIATELY.
Now I KNOW this isn't a solution for the Praetorian raids. But it's something the devs are going to have to look into. But, in the short run, unless you're doing BAF or Lambda STAY AWAY FROM THE LEAGUE INTERFACE. -

One other dumb idea.
- Click on the Start button.
- Right-Click on Computer.
- Select Properties.
- Click on Device Manager
- Open up the Network Adapters section.
- Right-click on your network card.
- Select Properties.
- Look for a Power Management tab.
- If you have one, UNcheck everything on it.
- Okay your way back out.
Apparently power management for NICs in Windows can be relatively dumb and disruptive. For web browsing and e-mail, stuff that can be stopped, restarted, etc, no big deal. For something requiring continuous connections, it doesn't always work out so well.

It can't be the [general] card OR the driver OR the settings because I can do it all just fine minus the server crappiness lately and I have the same card, the 270.61 driver, and the settings much higher. (And same processor and mobo)
I'd pop the side off and make sure everything is nice and firmly seated. Then try one more time.
If that doesn't work, get on the horn immediately and talk with the system integrator. Let them know the machine is failing. YES, it MAY only be failing in this ONE game. But the fact that you have an identical machine that works just fine points out that it's unlikely to be the game that's at fault.
