It takes time to charge said capacitors (recharge time). And the effect when purging the capacitors is spectacular and dangerous.
Also, in the course of your super-heroing/villainy, you've probably come across pieces of super-advanced tech that are outside your level. Yet you've figured out how to at least USE some of them. -

Okay.
Reactive Armors should be 4 slots. Kill the EndRed. Especially in auto-powers like RPD. Use slot 5 in your first two powers for the two +3% def.
Kinetic Combats should also be 4 slots. Use slot 5 for something like a Mako Triple. The KD chance is great and all but you want more damage.
SuperSpeed is overslotted. Recommend taking Combat Jumping there instead, and decide on SJ/SS later.
Honestly, you have Physical Perfection and Dull Pain WAY overslotted.
Due to the way you're slotted, your recovery is kinda on the low side too (you're using more than half your recovery rate AT REST.
Maybe take a look at something like this. I know you're trying for a high recharge build, but Invuln benefits far more from a high defense build. If you feel you need more recharge on this build, toss a Spiritual Alpha at it and call it done.
Capped S/L. And E/N/F/C in the 40% range with 1 enemy in range.
It doesn't have the extra recharge your build does, but it's harder to hit in the long run and can survive the extra couple seconds it takes for an attack chain to come back up. If it needs it with the far more available Hasten, greater damage output, etc.
Note: I traded Hurl for LBE. This is preference. Hurl does more damage. But it doesn't work if you're flying (group fly sucks for this sort of thing). But LBE comes back up faster. If you want, just swap LBE for Hurl (takes the same enhancements)
Also, you'll note that I've dropped a lot of set bonuses. Some of them are only marginally useful for your build. Others (like the Acc bonuses) are fairly useless when it comes to Perma-Rage.

Already have a tank and SG on Exalted.
The only thing I worry about is setting dates on Exalted is going to exclude premium and free players from the events. -

You seem to be assuming every person had access to the Street Justice set while it was in BETA, and were able to afford the time to level a character there and test it out completely. You also seem to be ignoring the new players coming in who don't really get (IMO) a good method of trying out powersets before purchasing them.
Just for the record, I was in the i21 BETA and did get to test this set out before buying it. That said, I can understand there are those out there who did not have the opportunity I had by being in the i21 BETA. I am not in any way asking for a refund. I am simply expressing an opinion that the store/game in general can use some improvements when it comes to allowing customers to better preview/test an item out before paying real money for it. -

Keep this in mind. Prior to i21, if you stopped paying your sub you lost EVERYTHING until you paid your sub again.
