Here's a rebuild of one of my current softcapped Tank builds for a Brute.
Yes, it's not QUITE soft-capped (due to lower Brute numbers). However, it's essentially soft-capped with two enemies in range. So the difference is negligible.

You can find cheaper. But some of the others in the same size category have some reliability issues. So my knowledge, the Mushkin drive I linked hasn't had any major issues.
Honestly, for a 120GB drive of this type of performance it's a bargain.
And your system, once the BIOS hands off to the OS, should be up and ready to sign in between 15 and 20 seconds. Stuff should just open NOW. -

Okay, after testing the build. Found that it's "duh" QUITE endurance efficient. I'm always good with that.

The double AoE is quite effective for mashing minions out and the knock-up provides nice combat control.
But Spring Attack recharges almost ridiculously slowly. I can fire off several Foot Stomps and the rest of my attack chain in the time it takes to recharge. As such, it's not as valuable a part of the attack chain as it might be. Which is a shame for a Tier 5 power. -
She's a lot more active and involved in the Carnival now than she used to be.
She's a very hands-on villain. -

You kinda caught me as I'm going out the door to work. So forgive the brevity and specificity of this advice.
Swap Char and Ring of Fire. And you want to slot it well for Acc/Hold/Rech. Ring of Fire is only a single-target IMMOB, so it still allows enemies to shoot back at you. Char is an ST HOLD, and doesn't.
Char is your "spot control" for enemies that don't immediately succumb to your AoE holds.

I've just completed a top-end non-exemping build for this:
No, I didn't BUY the PVP IO. Well, sorta. Got it with Alignment Merits a while back and was going to sell it as a level 10. But some ******* forgot to slide the slider down to level 10 and said ******* got himself an L50 instead.

Next time I head into a trial with him I'll try this build.
Or I may try him out next Thursday for the MoSTF runs on Protector.
I almost have 35 AMs again too. So I may swap out one of the defense IOs in Tough Hide for the Shield Wall Unique.

You're still trying to brute-force things with Maneuvers. That's why it's so End-heavy.
Try this instead:
Addendum: I know that the LOTG pieces are expensive. But if you're going to slot LOTG +Recharge pieces, you may as well drop the inf for the corresponding Defense piece. It gives you a VERY nice regen bonus (especially x3).
Also, I worry about your slotting for Rage. It's not perma on its own. Meaning you are going to have downtimes besides the Rage crashes when you're outputting "meh" damage. I still maintain 3x Recharge or 3-4 Membranes are your best bet.

Honestly, it didn't come into Mids turned on. Additionally, is this build ever going to exemp? If so, it's best not to rely on Alpha for critical things like Defense. If that's the case, free up all those Impervium Armors for something more useful. Like swapping out Unstopable and slotting in another attack power, or Conserve Power.

Okay the build is going to suffer Endurance issues. Period. You have Hurl and Foot Stomp minimally slotted for EndRedux and have recharge kicked way up.
Also, you didn't cap (or close to cap) anything. While I know you're trying to close the psi hole, you compromised the build in other ways. You one-slotted Combat Jumping (which was taken WAAAAY late) and then 6-slotted rage for a 1.25% defense bump. Uh. What?
Here's a rework of your build with slightly better slotting (though I didn't change the power order). Psi defense isn't as high. But, honestly, it's a "who cares?" corner case.

The game engine itself isn't the only thing contributing to graphical issues. Patches to other software systems in Windows can cause destabilization as well.
Simply because YOU had not experienced these issues doesn't mean others were not.
