More, with the propensity to use NAT at various levels, the IP a user APPEARS to original from may be a peering point for a private network. You block that IP, you block an unquantified number of people behind that IP.
In the end, you wind up hurting legitimate users far more than the illegitimate ones. -
Honestly, if I'm in a situation where there's hot and heavy fighting, I may not be able to offer one. Nor would I expect one.
However, in situations where I know that people are going to be leveling (like Fire/Rad superteams), I tend to offer an "infini-gratz" right at the outset. -

I'm not saying that there's any reason for "Gotta have a bubbler or it's a no go". Such a position is patently ********. I'm just saying that simply because the person is playing a bubbler doesn't mean their primary is useless, and they can't contribute meaningfully to a team or league. -
While some are going to write off FF defenders, I'll put a foot forward for them.
At lower levels they help out tremendously. They don't make a bad team great, but they help mitigate the effects of bad teams. They do make good teams into steamrollers though.
Later on, as various classes begin acquiring their own defenses, and teams begin acquiring stacking defenses, the utility of the forcefields drops off, but isn't eliminated. No other class can provide provide an essentially perma forcefield (providing the defender doesn't die).
Traps comes close, but FFG needs to be renewed and the drone can be destroyed. Dispersion bubble doesn't have this problem.
Also, the FFG drone lags behind the caster, making positioning and rapid movement under the bubble difficult. Since the bubbles from a FF move with the caster, this isn't an issue.
What FF allows the defender to do at higher levels is to concentrate more on damage output from their secondary. Moreso than any other defender class. Well built, a FF defender can attack endlessly while leaving their forcefields on auto and never having to worry about endurance consumption.
And yeah, Incarnates can burp out forcefields from everyone and their brother. There's no mez protection there, and the amount of defense, while initially superior, falls off rapidly. Forcefields are steady, dependable known quantities.
So, while you're making your considerations, keep an eye on Forcefields. -
I'm going to say you're seriously underestimating the value of a community portal then. The value on a per-user basis is fairly miniscule. But the aggregate value the community as a whole (as well as the company, especially since they're this involved in the community) is incalculable.

A good idea, thoroughly broken and mis-implemented by Microsoft. Big surprise.
Honestly I just turn it off myself, as it adds nothing for me but frustration and wasted time.
Note: I do not recommend turning it off for everyone. Just noting I do so personally. -

They'd probably have to go animated because of Hyperstrike's proportions (not too many 8' "Huge" actors out there).
Probably have Keith David voice him. If they're doing an origin story...not sure who to use for pre-Hyperstrike. -

Now, some people use proxies to get around things (like filters and other forms of censorship). Malware uses proxies to redirect your traffic. If you have something like a YouTube video downloader installed on your browser, you may have been proxied without your knowledge. -

One more thing you might try. It's a trick that multi-boxers use to prevent additional instances of CoH from bombing when they're not in-focus.
Open up the NCSoft Launcher.
Right-click on City of Heroes and select Properties.
Under "Additional Command Line Parameters (Advanced)" put -maxinactivefps 5
Technically this SHOULD do nothing for you. But try it anyhoo. -
See if you can disable AVG Watchdog service.
It has a history of blocking games erroneously.
Try CoH again after that. If that fixes it, you either need to tweak the settings in WatchDog or leave it off.
Note how in your HJT log, you have SOE, FreeRealms, etc listed as trusted zones? -
At 1280x720 you should be fine for basic Ultra Mode. Just not at 1920x1080.

If you change it to 12+2 what will happen:

- If you DO change the billing back to month to month, you'll be billed the $15/month again.
