It applies to all of your powers. Your pets are your powers. So lets say you take Musculature, you boost there DMG.

Not a single tip on me
Not a single mission in my mission bar(besides scanner one)
Not a single fame point cause I haven't got a tip
Also, I have tryed street sweeping and after about an hour of it and no tips it seems like tedious BS. -
That guy was a fun fight I threw 3 holds at him on my ice blaster and locked him down for the whole thing and just beat the crap out of him on my tank.

I doubt 3 extra powers puts you 'over the limit'.

I've been running some radio missions to land some tips so I can convert my alignment. Before i19 I could get these things after 1 or 2 missions. Now I'll run 9 straight missions without a single tip. So, has the drop rate changed?

So I get 3 new power, but I get no slotting? I certainly can't do a lot of adding the fighting pool because I have no slots to give it.
Maybe the answer is the new power I get with the Alpha slotting--if I get extra endurance, for example, maybe the fighting pool does make sense? Has anyone done any numbers on this? -
Only had 2 lvl 50s so yes
Also plan on alpha slotting my future 50s like my 47 etc.

Hurl Massive Boulder(ST) - You rip a much larger piece of stone from the ground, hurling it and causeing your opponent to be stunned. Although it takes much longer to throw, and has lower range DMG:Extreme RECH:Slow
Boulder Toss(AoE) - You toss a massive boulder not at any single target but the fissure it cause knocks down and hurts your opponents DMG: Moderate RECH: Long
Avalanche(PBAoE) - You call upon a massive rain of boulders, extremely hurts your enemies and also a few hit you affecting your health and draining you of stamina DMG: Extreme RECH: Very Long DMG to self: Moderate
Earth Manipulation
Stone Prison(ST) - You can imprison a single targets legs by surrounding it with stone DMG: Minor RECH: Fast
Rocky Thrust(ST) - You can embrace your fist in stone and knock back a single target significantly far DMG: Minor RECH: Fast
Build Up - You can boost your damage and accuracy for a short while RECH: Long
Tremor(PBAoE) - You create an earthquake knocking down all nearby foes RECH: Long
Stone Mallet(ST) - You harness the power to make a mallet of rock to smash your enemies DMG: Moderate RECH: Moderate
Salt Crystals(PBAoE) - You can encrust all nearby foes in salt, leaving them slept, if hit they awake. Rech: Very Long
Mud Pots(Toggle) - You have boiling hot mud surrounding you - slowing your enemies and minorly hurting them. DMG: Minor End Cost: .26
Dust(AoE) - You hurl a bomb of dust decreasing your foes accuracy and perception RECH: Long
Seismic Smash(ST) - You perform a massive melee attack smashing your foe and knocking them down DMG: Extreme RECH Long
Note: All attacks affect defense

I was playing my corrupter and I thought I should take Ignite, then I noticed something, it still has that fear aspect. And yet Burn, which is virtually the same but has no range, has no fear. So why does Burn get the change but not Ignite?

The best heals are no heals at all
Seriously though you may want to do more of a support character who isn't pain domination or empathy. I suggest Force Field. There the best Defense Buffs in the game. Plus once you hit lvl 41 you can take your Mastery Power. With this on a Force Field defender take a power called Power Build Up. It makes your already great buffs even greater. There for your teammates aren't needing heals because there deflecting nearly everything, and fore those dicey situations you can take a Pool Power called medicine, this gives you some mediocre healing skills. -
