The only new epic set being added is Blaze Mastery for Scrappers. No other archetype is gaining access to any additional sets. The only other changes to epic sets are the inclusion of a fifth power in the sets that only had 4 up to this point.

Eh? My Peacebringer's all-human. It has the Leadership and Medicine pools. I wanted to make a team Kheld since the VEATs were all the rage when they came out what with their built-in Tactical Training. (-:

Let's see...
Power Surge has a rechage time of 1000s base. Let's say it's Enhanced +100% and has Lightning Reflexes's +20% on it. This brings the recharge to +120% and 455s without Hasten.
Hasten gives +70% Recharge for 120 seconds. Applied to the base recharge, it'd be +190% and 345s. However, only 120s of that is actually buffed, leaving 225s. Un-do the math and we get 652s of the base recharge time, which only gets the +120% buff for a net remaining recharge time of 296s. Add back the 120s from Hasten and you get a net total recharge time of 416s.
Without Hasten, Power Surge will recharge in 455s.
If you use Hasten after Power Surge begins recharging, the total recharge will be 416s.
Therefore, using Hasten will save you 38s from Power Surge's total recharge time.
With Hasten in the mix, Power Surge will have a 3 minute, 56-second downtime. This is closer to 4 minutes than 2. -
Aha. Be sure to take Hasten's downtime into account as well. Hasten lasts for 120 seconds, whereas Power Surge lasts for 180. Hasten will be gone long before Power Surge recharges.

I also avoid Stamina like the plague on all my characters; I am not part of any Super Group; I do not take the Leadership pool on my Masterminds or the Fighting pool on my Tankers or Brutes; and I've been known to post Luck of the Gambler: +7.5% Recharge on the market for 10 inf just to see what the highest bidder was paying. I also have a petless Mastermind at level 33 and growing. It has the ranged attacks, and a secondary emphasis on melee. It's fun to play.
The unrest is indeed present, but it's not like I'm going around provoking anybody. People just look at me and say "OMG that's now how I would have done it so you suck!!!" and I continue doing what I'm doing. It's a game. Have fun. -
Quote:Depends on the damage type of the alpha. Electric Armor, with SOs, has about 90% resistance to Energy and 40% resistance to everything else but Toxic (which includes Psionic). So you're fighting Rikti? No problem. Fighting Cimerorans? Might be an issue.I was wondering if this would be high enough to take the alpha? I'll have power surge on for 3 minutes, and then a 2 minute or so cooldown.
Also, Power Surge has a 16 minute, 40 second recharge. I'm not sure what you mean by 2 minute cooldown, as I can't imagine having THAT much global +Recharge.
Quote:- Siphon life has a base heal of 10%. If you slotted it for healing, you're missing out on some damage potential. If you're looking at a recharge build, 5 crushings paired with a hami heal/end work nicely.
Having said that, Energize slotted will be a 50% heal every 60 seconds, so I might slot Siphon Life a bit differently when that change makes it to live.
Got my Dark/Elec to 35 last night and was expecting Rikti to be juuuust a bit more difficult. The bosses barely hurt, even on Relentless, which is a HUGE difference from when I leveled my Willpower a while back. Still the issue of hitting the Drones, but that's nothing a little Soul Drain can't fix.
Quote:Well, yeah, you COULD get by without stamina. But to say wholesale that Elec Armor doesn't need stamina, well, I am going to disagree with you.
See, if you take stam, you can generally drop the end redux slotting in your powers and increase your damage output by putting recharge in them.
Plus, I don't like watching my blue bar much, so stam is a nice buffer. Fitness is a good idea anyway, as health is a nice boost to the anemic regen of /ElA.
But the biggest reason for getting stam. There will be situations where there is only one mob to draw off of.
My Dark/Elec was originally Dark/Energy before I made the switch from defense to resist, and that build did indeed have Stamina, Dark Consumption, Energy Drain, Conserve Power and Endurance Reduction Enhancements in every power. Guess what? The blue bar kept going down; somewhat quickly. I relied on Energy Drain and, to a lesser extent, Dark Consumption to keep it topped off.
Sounds like I'm agreeing with you, doesn't it? (-:
The point here is that even WITH Stamina and EndRdx Enhancements, my Endurance still fizzled out like a blue rose during a drought. It wasn't an immediate exhaustion, but it was certainly enough of a drain that taking those Enhancements out would have been a bad thing. None of the attacks had Recharge Enhancements; the only +Recharge I got was from Hasten.
To summarize the above paragraph: Stamina is not powerful enough to remove EndRdx from Dark Melee, let alone replacing them with Recharges.
Now, the flipside of that coin is that my Endurance was always at a good level. This was due mostly because of Energy Drain, and in some situations where Energy Drain was not available, there was still Dark Consumption and I never--I repeat, NEVER--had to worry about my Endurance going dry.
When I re-rolled as Electric Armor, I kept Hurdle, because my character was Huge and didn't feel like he jumped high enough without it... And I kept Health, because my Primary and Secondary powersets weren't sufficient to keep my HP full all the time... But I dropped Stamina because my Primary and Secondary powers WERE sufficient to keep my Endurance full all the time.
As for situations where there's only one enemy to draw from, well... you have two powers that give +25 Endurance base; +50 slotted. It's not an understatement to suggest that you can in fact recover ALL your endurance on that single AV or whatever you happen to be fighting. -

Do keep in mind that my list still potentially holds some credibility, although I will not admit to partaking in any questionable activities. Am I just bluffing, or do I require deniability!?

I had a chat with a long, LONG timer Invulnerability Tanker who has expressed many times the "psionic hole" in his defenses, but nowadays with IOs, the hole is quite a bit smaller than it used to be. Toxic, though... that one's not so much an issue. Not because of the defenses, but because of rarity. I mean, how often do you encounter dedicated Toxic damage in the game?
I've been wondering... what combination of powers would give a character the absolute most in toxic output? From some cursory research, it'd seem to me that the best combination would be a specially-crafted Bane Spider Soldier. Venom Grenade, Poisonous Ray and Bile Spray are all high AoE Toxic damage, and all the Arachnos Mace attacks have a Toxic DoT on them. But is it enough to topple defensive characters?
What other options might there be? Is it at all worth it to craft a character especially for Toxic damage? -

Do please make the effort to type and not just use acronyms all the time. I thought you were talking about Electric Armor until you mentioned an "END/HP life suck," which is more something Energy Drain would be. Still not sure if you mean Electric Melee or Energy Melee.

My Soldier didn't take the Tactical Training powers, so he has Endurance to spare regardless of what he's doing. Frankly, I'll take that over yet another gimmick power any day.

Quote:Ah, but you really think Statesman would make a good Darth Vader? *Rimshot* Splice together every conversation that Darth Vader and Luke Skywalker ever had with one another. Then use it as sound for Lord Recluse and Statesman with appropriate emotes.
You might be interested to know that in the destroyed future Atlas Park map where Villains fight Lord Recluse at the end of their patron arcs, the only identifiable building not in complete rubble is El Super Mexicano, which is still apparently open for business. I've likened it to the Blue Steel of Mexican restaurants. -
Quote:Don't forget that Elec is immune to Endurance Drain, has Conserve Power (soon to be a self heal) and Power Sink to help the blue bar. All the other secondaries are quite good at depleting Endurance, but Electric Armor is best for keeping it topped off. After playing every other brute secondary I've been spoiled by the resiliance of layered defenses. Resistance + defense. Resistance + heal. Resistance + defense + regen. Of course, a case can be made for sapping being Electric's secondary defense, and it works really, really well against even con enemies - but most brutes don't need to worry about even con enemies at all. It doesn't scale well against the most potent threats.
Quote:Also, I always assume Tough in brute builds. Weave too. Yeah, I know, some folks don't take them, but I always do, and with tough you are talking about +or-60% resistance to S/L, which is better than anything short of Inv and Stone.
Quote:I know this is about SR being a passed fad, but have you tried finding an Energy Aura thread? I think EA is left far back in the dust compared to SR.
If you scrape the very bottom of the barrel, you'll find a few layers down that there is, buried in the muck, another barrel, and at the bottom of that one you'll find Energy Aura. -

Quote:Hmm, well... You know how semantics works. Even in the event that "all" the remaining epics got a fifth power, would not "most" still be true?Since the official interview said "most" and not "all," my bet is on VEATs not getting a 5th power this time around.
It's a response like this that makes me glad my earlier post got overlooked. (-: -
I am not in the Issue 16 closed beta, nor have I obtained my information from any source that is. Anything that I say in this post is..... conjecture. Purely conjecture, and there is nothing questionable about it.
Quote:Blasters with Melt Armor, you say? That's an interesting idea. What I realistically think they will get? Smoke or Melt Armor.
Quote:Controller
* Fire Mastery - Rise of the Phoenix (hah, like they'd give anything to make controllers even more overpowered)
Let's see now...
* Blaster/Force Mastery should get Repulsion Bomb. I mean, Blasters aren't quite repulsive enough as it is...
* Controller/Psionic Mastery needs World of Confusion. The power isn't over-used enough yet.
* Defender/Dark Mastery already has a good mix of Dark Melee and Dark Armor, but where's Soul Transfer?
* Defender/Power Mastery would be a bit more interesting with Force of Nature, don't you think?
* Scrapper/Darkness Mastery would be complete if only it had Night Fall.
* Scrapper/Body Mastery and Tanker/Energy Mastery both sure could go for an auto power that boosts both Regeneration and Recovery. But what would we call it?
* Brute/Mu Mastery doesn't have enough of that "Force Lightning" feel to it. Perhaps an addition of Static Discharge is in order?
* All VEAT epic sets need to have the fifth powers given to Brutes added. Then they'd be identical again like the old days.
* Scrapper/Blaze Mastery? I dunno, what would go good in that one? I'm purely conjecturing, in alphabetical order: Char, Fire Ball, Fire Blast, Ring of Fire and... heck, let's throw in Melt Armor for that one as well. -
