  3. I checked the powers. Illusionist Blind is definitely only typed Psionic. If they keep missing you, it's not because of Super Reflexes.

    That City of Data page is definitely the Giant Monster. I suspect they reworked him a bit when they changed the encounter in Issue 22.

    The version you fight in Unai Kemen's arc has the same powers.

    Incidentally, I see that Frigid Blast was renamed from Dry Heave.

    Quite a few consider the Stone Armor shields as filler until you get to Granite Armor. Granite + Rooted + Earth's Embrace is a power set all its own, and the other shields are just things you have to take until you reach 32/38.

    I know this isn't a universally-held sentiment, but if you drop Granite just to toggle on Minerals, you're making yourself vulnerable to the other damage types in the process. For this reason, I put Stone Armor in the "weakness" category.

    Well, I hate to be the bearer of bad news (don't shoot the messenger!), but non-positional psi is nearly unheard of in the game, let alone "breaking" Super Reflexes. There are 5, maybe 6 powers you'll be encountering in general game play (and Terrify isn't exactly common) that deal Psionic damage and that Super Reflexes won't protect you from. The rest are either boss- or trial-specific.

    Of the powers that qualify, Dominate and Mesmerize are probably the most common, and you'll find those with Equinox Adjutants/Archons, Rikti Mentalists/Mesmerists and... not a whole lot else, at least not in the upper level range. Illusionists will spam you with Blind. Herald will surely use Enrapture a lot. Still, in the grand scheme of things, that's 4 specific enemies to watch out for.

    Q: What enemies are resistant to Cold?

    Fortunately, a fair amount of enemies are resistant to Cold damage, but not to the extent that they are with Toxic and Psionic. Cold resistance in the game is fairly "normal" in that players and non-players resist it pretty evenly.

    Also unlike Toxic and Psionic, a fair amount of enemies are specifically weak to Cold, which is a delightful change in pace.

    Q: So is Cold an "exotic" damage type?

    I would argue that it is, yes. While you'll see players and signature NPCs wandering around with it, it's otherwise almost entirely absent from gameplay unless you're fighting Ye Olde Ice Enemies.

    Some of the tougher enemies in the game--Rikti, Arachnos, Cimeroran Traitors, Malta Operatives--they don't really resist Cold damage. While they're also not directly weak to it, they won't be giving you trouble if Cold is your damage type of choice. Additionally, there's quite a selection of enemies that are directly weak to Cold, which definitely serves to keep things fresh and interesting. It's great packing your enemy's weakness along for the ride.

    The somewhat-few enemies that do resist Cold damage are typically 25% or less, which is in line with player resistances--something that can't be said for Toxic and Psionic. Having said that, every player defensive power set grants protection from Cold in some form or another. Nothing is outright weak to it, and Ice Armor is specifically strong against it. The fact that everything protects from it yet nothing uses it is... peculiar, one could say.

    Do I think Cold damage needs a buff? No, not really, especially since already it's super-effective against some entire enemy groups. What I would like to see is more Cold damage, and Water Blast is promising to deliver just that. I think Cold is just right, right where it is.

    So hey, I was looking at the Media Blitz patch notes, and apparently Cognitive and Degenerative received a 60% boost to their damage in that update. Their current scale is 0.1, where the other Interface procs are 0.125, so for a 60% boost to have taken place, they would have had to do scale 0.0625 damage.

    Because... because why, exactly? Why would Fire do 0.125 and be coupled with a -Resist proc, but the Psionic and Toxic do 0.0625? Figure that one out.

    "Unusual" certainly doesn't describe something that's common. Nor does it, according to the numbers I ran, apply to either Psionic or Toxic damage. Cold and Negative Energy are both better qualified for the "exotic" label, but you don't see their Interface procs doing 25% less damage.

    False: Cognitive does less damage than other Interface abilities because Psionic damage is "different"

    False: Since Toxic damage is "different", it should remain relegated to a secondary DoT effect with other damage types.

    I'm not the one who's misidentifying Toxic and Psionic as "exotic" or whatever other word you want to call them. That's a sentiment held by the player base, and in the case of Interface, both Cognitive and Degenerative were unjustly nerfed because some dev held the same belief.

    • Ancillary power pools, such as Psychic Mastery
    • Cognitive Interface
    Psionic damage can be added to powers through the following Enhancements:
    • Ghost Widow's Embrace: Chance for Psionic Damage (Holds)
    • Glimpse of the Abyss: Chance for Psionic Damage (Fear)
    • Malaise's Illusions: Chance for Psionic Damage (Confuse)
    • Neuronic Shutdown: Chance for Psionic Damage (Holds)
    • Perfect Zinger: Chance for Psionic Damage (Taunt)
    Of note is Illusion Control, which deals Psionic damage as "illusory damage," of which some or all will heal back after a given delay. These can be resisted, as with a toggle power, meaning if you get hit by one and de-toggle, you'll heal back more than you would have with the toggle on.

    Additionally, to circumvent PvP heal decay, illusory damage does not heal back in PvP. This makes Decoy Phantasm and Phantom Army untouchable damage-dealing rascals.


    Q: What protects players from Psionic damage?

    As a rule of thumb, not a lot will protect players from Psionic damage. By design, it's supposed to be a dangerous weakness that only some players may be able to withstand. As such, many defensive sets will protect from everything except psionic.

    However, some Power Sets are nonetheless good protection from Psionic attacks:
    • Bio Armor
    • Dark Armor - This has the highest Psionic resistance of any set
    • Electric Armor
    • Ninjitsu - Provides Defense to positions and Resistance to Psionic (and Toxic, FYI)
    • Shield Defense - Can block attacks regardless of damage type
    • Super Reflexes - Can dodge attacks regardless of damage type
    • Umbral Aura - Eclipse is situational, but provides substantial resistance
    • Willpower
    Sets that are especially weak to Psionic damage include the following:
    • Energy Aura
    • Fiery Aura
    • Ice Armor
    • Invulnerability
    • Luminous Aura
    • Stone Armor - Minerals can protect from it outside of Granite Armor
    Regeneration isn't about protection from damage so much as it is about healing back any damage, so I didn't include it in either list.

    In addition to these sets, both Arachnos Archetypes have moderate resistance to Psionic.

    Psionic protection can be added to characters in the form of Invention Set Bonuses (both Defense and Resistance), and a few Enhancements can resist it directly. In particular:
    • 3% from Aegis: Psionic/Status Resistance (Resist Damage, Unique)
    • 3% from Impervium Armor: Psionic Resistance (Resist Damage, up to 5 copies)
    • 5% for each of up to 3 stacks of Might of the Tanker: Recharge/Chance for +Res(All) (Tanker Archetype, Unique)
    • 3% from Shield Wall: Teleportation Protection, +Res(All) (Defense, Unique)
    • 6.7% for each of up to 3 stacks of Superior Might of the Tanker: Recharge/Chance for +Res(All) (Tanker Archetype, Unique)

    Q: What enemies use Psionic damage?

    The five greatest sources of Psionic damage are as follows:
    • 3148.757 - Babbage (psychic) and Clockwork King's Psychic Wail
    • 1517.996 - Rula Wade's Psionic Disturbance
    • 1395.498 - Numina's Psychic Wail
    • 1367.522 - Regent Korol's Psychic Wail

    That's no typo for Babbage and Clockwork King up there: the minimum damage for the power is 1574.38, which is still at the top of the list. It has a 75% chance AND a 50% chance to strike again for half that much--a potential triple strike attack--resulting in double damage.

    Q: So is Psionic an "exotic" damage type?

    No, absolutely not. In fact, it's even more prolific than Toxic in all capacities: player availability and protection, enemy attacks and enemy resistance. It sees greater use by far than either of Cold or Negative Energy damage, so the entire notion that Psionic is "special" by any means is a total fabrication.

    Still, the fact remains that most enemies still don't resist Psionic at all, which is worth consideration. Where nearly everything resists Smashing and Lethal, not much (comparatively) resists Psionic. And in many cases, enemies will resist everything else, but not Psionic. Nonetheless, enemy protection to the damage type is still easily found across the board, so players who deal Psionic aren't getting a free pass.

    There will always be the design goal of having physical protection not include Psionic. Having said that, it's still about time for us to drop the notion of Psionic being "exotic" and treat it like the other damage types.

    How about IOs? Various set bonuses grant like +0.0003% Toxic Resistance. You could probably scrounge up a significant number of those if you didn't want your build to be good for anything else.

    I took a look at the Bio Armor numbers for Tanker on beta:
    • 25% - Hardened Carapace
    • 5% + 0.5% per nearby target - Evolving Armor
    And additional resistance with Defensive Adaptation:
    • 6% - Hardened Carapace
    • 1.65% + 0.2% per nearby target - Evolving Armor
    So with Defensive Adaptation, this comes out to a whopping 37.65% constant and an additional 0.7% for each of up to 10 nearby enemies. However, the components that come from Defensive Adaptation cannot be Enhanced.

    I agree that 50% resistance is a significant amount. Many sets might see closer to 25% resistance to any given damage type, which can't even reach 50% with Enhancements. Having said that, I've seen people get similar protection with Healing Flames and the other self-heals (Kuji-in Sha lolwut), but that's largely situational and has to be "built up," as it were.

    For now, I'm not prepared to make the argument that stacking a self heal's resistance to Toxic merits considering that heal as much protection from Toxic.

    Poisonous Ray used by a Dominator deals 52.83, which is just slightly less than Venom Grenade. If I were to extend the list to 10 powers, Mace Mastery's Poisonous Ray would certainly find a spot.

    Of note, Electric Armor doesn't come with any Toxic Resistance with the exception of Power Surge, whereas it does resist Psionic. It's the only set in the game specifically weak to Toxic.

    Q: So is Toxic an "exotic" damage type?

    No, it is not. Compared to other lesser-resisted damage types like Cold and Negative Energy, it's not even the "most exotic" among them as far as enemies are concerned. Quite a number of enemies will toss high amounts of Toxic at you, and quite a few will resist it. In some cases, their resistance to Toxic makes them very difficult to fight with it.

    In terms of player powers, virtually nothing outright deals Toxic or protects from it. That would hold some merit in PvP, if not for the fact that in PvP all damage is resisted. Player resistances to Toxic are less than enemies, and player Toxic output is nearly non-existent. Toxic damage from player characters is simply rare. It is not more powerful or "exotic" by any means.

    It is possible to specialize in Toxic, however. Arachnos Soldiers have access to three of the top 5 Toxic dealers available to players, and two of those are AoEs. Combined with the DoT of the Mace melee attacks and Degenerative Interface, specialized player character builds can have a medium-to-high amount of Toxic damage going out.

    Protection-wise, there's not much players can do. Then again, I haven't seen the numbers for Bio Armor.

    Even if you discount the Wolf powers, it still leaves Banes with 4 each of ranged and melee.
  24. Melee sets I can see leaving at 40 feet, since that's their longest-range attack and... well, they're melee sets. Focus and Shockwave, Impale and Throw Spines, Hurl and Hurl Boulder... they're oddball ranged attacks in melee sets.

    Bane Spiders aren't melee with ranged powers; they're offense/defense. In fact, looking at the powers, they get access to more ranged attacks in their primary than they do melee, so I'd certainly say they qualify as "blast-ish"

    Poisonous Ray fits the bill for the powers being boosted: it's a shorter-range, higher-damage attack. It's more akin to Blaze and Bitter Ice Blast than it is to Impale or Focused Burst.
