I did Tarixus' missions and I do not have the Weed Wacker badge.
Are you sure it wasn't that you leveled up into Tarixus level range that enable you to start getting missions from him?

Positive. When I first spoke to him, I was within the level range posted in the forst post here. In fact when I spoke to him again last night after I got the Weed Wacker badge...I was lvl 31...out of the posted lvl range. -

I had Lore Keeper the first few times I spoke with him. That didnt unlock him. Was doing a paper mission and earned both the Soul Binder and Weed Wacker a couple of minutes apart. After that Taraxis would talk to me --- though I had outleveled him.
The others seem to be kicked in by one badge so I can only assume that it is just the Soul Binder or the Weed Wacker.
At this point I am assuming that Weed Wacker is for killing Succubi.

There has to be another aspect to this contact. I've had the lorekeeper badge for more then a week now and he would not speak to me. After getting the Weed Wacker badge last night and returning to him today to speak with him...he opened up as a contact. -
