Here's what I had been thinking for my I-19 rebuild of my Elec/SD Brute.
Wanted to work in Gloom for better single-target DPS and also add Dark Oblit for even more AOE goodness. The biggest issue I see here is endo -- recovery isn't that great, and regen too is lower than ideal. But it's soft-capped to M/R/A.

Thanks for the input. A few items in response to clarify.
#3 below ... having to take incendiary and pet gaze was mainly to slot Basilisk's Gaze sets for E/N def ... the issue is shadowfall gives great E def but not N, so you still have to slot up Neg def. The 2-hold thing for bosses is just a bonus.
#4 Tactics is in the build and 6-slotted solely for the set bonuses to help with the S/L/N softcap
#5 Damage Proc in FS -- I think I have this on my Thugs/Dark MM and I didn't notice it making a wake-up difference. Besides, the build is softcapped to alphas aren't a huge risk.
#6 You really prefer Piercing to Executioners? Appears to have same cast time as you note and similar damage. But Piercing I read only does its -RES if you use standard ammo not incendiary all the time?
#7 It's not a KB proc -- it's the +recharge proc from the KB set. It triggers some crazy +recharge for a few seconds. People slot it in aoes like Footstomp etc.

1. The build is awesome and should be able to do amazing things solo or teamed. An excellent combo of -tohit and def. The -tohit (fearsome stare + darkest night) will take em down to the -tohit cap of 5% tohit (or close enough to it). This prevents cascade def failure that destroy def based toons without high Def debuf resistance.
2. The +def is sorta a very expensive bonus. It prevents most deaths from mobs that are no longer effected by your debuffs.
3. Incidiery rounds + supressive fire +pet gaze = hold a boss. Nice combo (maybe focus on hold time in pet gaze so you dont have to recast it so much)
4. I think the 6 slotted tactics is going a bit overboard. I would instead pickup haste, so you can get Hail of bullets down to 38 sec recharge. Change the dam/end in hail to acc/rech to shave off a few more sec to 35. (Dam is still edd capped)
5. The damage proc in fearsome stare... will that wake them up or does it happen before the fear? If it wakes them you just lost your alpha mitigation on the mobs that do wake up. May not be a big deal since its only 20%.
6. Drop executioners shot and take piercing rounds instead. Same cast time, much better effect on the piercing rounds.
7. No knockback proc.... I hate knockback. Some knockbacks are autohit so def wont help you.

High recharge for the top chain is just a starting point.
Perhaps it's trying too hard to paint the pig a different color. That is, if you want a soft-cap Kat build, go /SR. In my Kat/WP build so many slots have been dedicated to hitting those soft-caps AND getting the needed +rchrg, that naught is left over for things like Procs in GD and SD. I just had the toon sitting around and I wanted to see if I really could make a viable, powerful toon out of Kat/WP, compared to some of my others (Claws/SR brute, DM/SD scrap, Elec/SD Brute, etc.). Perhaps the answer is achieving "optimal" performance in Kat/WP really doesn't work (at least in terms of pylon times and ITF surrounded-by-def-debuffing-Romans terms). -
Shouldn't it outperform Dark Melee? Or is the DM single-target chain of Smite-MG-Smite-SL just that good?
I would have thought power siphon and the optimal KM chain would push KM/SD ahead of DM/SD. -
SK - CS - SK - CAK is I believe optimal single-target but you can sub in Crane Kick for CS. Not sure of the recharges off hand. I know I haven't seen a MA/SD build that can both soft-cap to all 3 positions and have enough recharge for it (though maybe PVP IO changes that). I also know I haven't been able to figure out how to soft-cap S/L/E/N on an MA/WP with enough recharge to run it.

Thanks Nihili -- I will take a look. I had to use Char and Fire Blast as set mules to get E/N capped. And the recharge seemed pretty tight to run the chain.
Somehow using Musculature to up DPS seems like cheatingI mean, if everyone does that, than the 220+ dps people I'm comparing against will just ratchet up as well to 240 lol.
It's a bit of a bummer to hear the chain as is only gets 180dps. I would have thought more. That puts it on par with my Claws/SR brute running the 4 attack chain (FU-Focus-Slash-Swipe I think). Somehow I would have expected high-recharge Katana would pull ahead. It's making me wonder if the only way to achieve really high DPS is to use a secondary with a damage Aura / Burn, or shields. Maybe one of the Brute sets pulls ahead in ST DPS, like Stone Melee. There were some posts in the pylon thread about DB (BF-AV) and Stone Melee hitting 200 - 205 DPS. Makes the min/maxer in me cry a bit, sadly. I think I wanted Katana to feel uber. -
Update: Slotted the Cardiac common last night and it does seem to have improved the endurance situation markedly. Went for a pylon run and I think I can make it through without draining the blue bar.
That said, was taking me at least 5-7 minutes to get the pylon to about half health which surprised me. What DPS should the GC-SD-GC-GD chain be doing? With a -RES proc (Achilles) in GC? And should I be using Build Up when it's up or is that killing dps? -
So I am primarily a scrapper / brute player who has dabbled in other ATs with mixed success -- among them a Thugs/Dark MM, a Plant/Fire and Mind/Fire Dom, a Shield/Fire Tank, and an Ill/Rad troller.
But I'm missing Corrs. And I've been thinking a lot about Dual Pistols more from a "hey it looks cool" standpoint than my usual min/max. So after a lot of forum searching here, I am toying with the idea of a DB/Dark corr. Soft-capped to S/L/E/N. Build is below.
Would appreciate any feedback, especially on DP. Does redraw just suck bad between the dark powers and DP? Am I making a mistake skipping Piercing Rounds (and taking Executioners)? Should I really be putting a proc in Bullet Rain? Would I be a lot better off skipping DP for AR?

Just an update ... I finally build the Mids build I'd proposed above, to see how it plays. However there are 2 issues:
1) Completely not sustainable endurance / recovery, like I'd feared -- the chain of GC-SD-GC-GD is awesome but sucks down my blue bar like crazy. Couldn't make it through a pylon. Tried turning off some toggles and got owned. I'm wondering if the Cardiac alpha will solve this.
2) For some UNEXPLAINED reason, the in-game build is showing slightly lower +def numbers than the MIDS build. I've listed the two below for comparison, if anyone can help me figure it out.

As I debate rerolling a WM/SD for more damage goodness, I've been also messing around in MIDS trying to reslot my *existing* WM/SR 50 Brute for I-19.
Build below is where I have netted out so far. It is soft-capped to M/R/A, and has enough native recharge to run a single-target chain of Shatter-Clobber-Jawbreaker-Pulverize. I have most of the IOs needed already, except the PVP -RES for Shatter.
I've left a few slots empty in the build, such as the 6th slot on Crowd Control -- I could put another Proc in, or the FF +Rchrg proc (but that really doesn't do much -- CC already recharges in 4+ secs, and would in 3 with FF proc).
I'm also really at a loss for slotting up Physical Perfection, Superior Conditioning, Health & Stamina to get maximum +recovery and +regen. I know that slotting +regen IOs into health used to make them even better but I think they fixed that bug? So any suggestions on how to max out +recovery and +regen across these 4 powers and avail slots would be great. I also could pull 2 slots out of combat jumping if needed (and slot Jawbreaker with 6 Makos to keep ranged soft-cap).
I'd probably throw Assault into level 49 power pick if I can have +recov to support it.

Some interesting things to think about there.
I keep seeing all these builds that include the +3% Def PVP IO. I gotta say that simply grinding out enough A-merits for 1 of them is driving me insane. I have no idea how people are getting so many that they are now common in builds. So I've been preferring to draft builds without relying on them. -
So I was watching LoTR again the other day and it inspired me to think about a dwarf type sword and axe type dude, but I like WM so much better than Axe lol ... so here is a Dwarf Cleric type I suppose. Soft-capped to M/R/A but recovery is maybe lower than I like, regen is lower (no Aid Self), and recharge is a bit lower than I'd like.
Not sure what the optimal single-target chain for WM is, but one goal was to have CC up a lot. Also not sure of optimal slotting of PP.
Open to suggestions!

Thanks I was trying to avoid the PVP +3 Def IO. Getting one of them is hard enough, grinding tips every day!

Ok this thread was going nowhere so I took another look at MIDS from the ground-up.
I kept Iggy's Divine Avelanche slotting but changed everything else.
Goals:
1) Be able to chain GC-SD-GC-GD, at least with Hasten up -- I believe this requires that GD recharges in less than 3.552 seconds. -- It's possible that Time Lord accolade could take some time off this, or maybe the +recharge alpha (which also would let +heal happen ... is there a way to model this in mids), which might also let me move some slots around.
2) Soft-cap to Melee & Lethal with 1 DA
3) Soft-cap to E/N
Below is the build. Cons:
1) Recovery is a lot lower than I'd like. Didn't get to fit in one of the +Recov procs (Numi).
2) Regen is a lot lower than I like -- Iggy's build had 769% or something and this build is stuck at 560% (both with 1 foe in RttC).
3) A lot of weird slotting and PPP choices for +Recharge and +E/N Def.
Maybe this will inspire some additional discussion.

As far as finding a seamless chain, it's pretty mathsy and involves Arcanatime.
For each attack in your proposed chain:
Step 1: Divide the animation time listed in-game (or in Mids) by 0.132
Step 2: Round up the number in step 1 (so 9.191919... becomes 10), then add 1.
Step 3: Multiply your result from Step 2 by 0.132. This is the ArcanaTime of your power - the time between this attack starting to animate and your next queued power starting to animate.
Now, find out how fast you need your attacks to recharge. Add the ArcanaTimes of the powers between two uses of the same power in your chain. For, say, Scorch -> GFS -> Incinerate -> FS, you simply need to add the arcanatimes of the other three powers. This is your Desired Recharge Time for that power.
Look up the Base Recharge Time of the power (from in-game display, Mids, or similar).
Recharge Required = ( (Base Recharge Time/Desired Recharge Time) - 1 ) * 100
And then for DPS you just try to use as many of the highest DPS attacks within a given chain? I wish mids had an attack chain maker! -
My Mids-Fu is weak it seems. I really can't see how to get the recharge up to needed levels per Nihli to chain GC-SD-GC-GD while maintaing the soft-caps for E/N and hopefully F/C.
It looks like it will need Hasten and +rchrg slotting, the latter which usually would go into attacks. But the attack sets don't give the +Def to E/N etc. that the attacks are currently (Best?) slotted with. Arg! -
Over in the Scrapper forums, I posted my latest Pylon time (17+ mins) on my SD/FM tanker. This prompted a forum goer to suggest I work GFS into my attack chain. One attempt to do this is below, where I pulled all the slots out of Scorch and put them into GFS. But I can't tell what a seamless chain would be at this level of recharge.
Previously I was running Incin - Scorch - FS - Scorch, which looked like with a little more recharge it could become Incin - Scorch - FS - Repeat.
Can someone tell me what I should look at to computer attack chain times? Is it just recharge of the attacks? And does recharge start at the first part of cast time, or only after cast time?
Would definitely appreciate suggestions to improve DPS while keeping the majority of the soft-cap build intact.

Using Local Man's build above, I ran a Pylon last night in about 7 mins 42 sec.
I think my primary lack of DPS was the fact that Phantasm kept running up to stand next to the pylon, and would die to the splash damage from the Pylon's attacks hitting Phantom Army.
I was hanging back a ways -- wish Phanty would have stayed back with me. Any tips on making him stay at range?
