Dark is an upper-mid level in terms of damage but a lot of it is single target (namely the pets) so it's not too surprising you're finding it lagging behind. It should be a fair bit sturdier than plant/kin though. especially comparing Kin to Dark.
My Plant/Kin is extremely sturdy due to (1) AOE confuse (they don't shoot back); (2) 45%+ S/L def (earth APP); (3) higher HP (perma earth's embrace). I suppose dark gets you there with the -to hit. Not sure it's a fair trade though.
In today's game I'm just not sure who needs a mainly controlly controller. I guess I'll see. -

If MIDS is to be believed it looks like recharge time on Dominator Smite is much longer than Scrapper Smite, making it difficult to create the Smite-MG-Smite-[Gloom] chain.

I put it in Blaze for the very reason you describe. There is a design feature of the store-bought procs and ATO procs that really hurts their proc chances in an AOE attack, moreso if it has fast recharge.

So I leveled up a Dark/Dark on 2xp.
I am scratching my head on the damage. Where is it?
I have clouded senses negative proc in Shades, along with 3 dmg IOs
I have 4 procs in Living Shadows -- clouded senses / posi blast / trap hunter / and the intro IO proc. When it hits, I usually see procs of 42-72. Maybe two of 72.
Wolfie has 3 dmg IOs and I think a clouded sense proc.
ST hold only has basilik atm due to slots.
What's the deal? My Plant/Kin by comparison is a damage monster -- Fulcrum Shifted Roots, Stranger, and Creepers. Plus Earth APP for Seismic Smash, Fissure. -
If you are building for ranged def, it kinda has to go in Fearsome. Cause you can slot Stupefy in Heart, which gives +3.75 or so ranged. And 6slotting the ATO in Fearsome gives 5%. Coercive 6slot gives 5%.
There's no alternative for Fearsome that gives the same def level, if you try to switch it for HoD. As far as I can see. -
If you built a ranged toon, are you giving up the Dark Assault footstomp clone? Isn't that AoE one of the best reasons to take Dark Assault?

I didn't play with it enough in Beta to say. It's hard to get a feel when my other points of comparison are lvl 50 incarnated toons.

So, is FADE buffable by power boost or similar powers (like the Clarion that boosts secondary effects)?
Will the new improved FADE still be buffable?

The highest single-target chain for DM at not obscene recharge levels is
Smite-MG-Smite-SL
Without having the data on Dark Assault handy, I would imagine some variant there of with Life Drain or Gloom would be the best ST for Dark Assault.
Smite-MG-Smite-LD
Or Smite-MG-Smite-Gloom
Or Smite-MG-Gloom-LD (at lower recharge?) -
Can you proc the bejeezus out of Shadow Field to make it worthwhile?

However because it has a 15 second duration, this basically means Shad Meld only has a 15 second down time. Seriously. I basically click it hopping from group to group (secret: you can move during the animation time). It lets me i-cap (incarnate softcap) my toons that already are ~ 45% def. It is invaluable when running on incarnate trials or DA teams that don't have other def buffs, or when soloing same.
I'm pretty happy with it. Sometimes I miss the added AOE from APPs -- I have Fireball on my DM/SD for instance, and wouldn't give that up. If your goal is survivability and your have enough AOE in your primary, go SM. -

If you slot Defense/Recharge Ios in it you can inprove its recahrge time, and you can buff its defense. Mine provides me (I think) 6.68% defense).
My build also has 120% global recharge+Hasten, to make Mind Link Perma and finish capping my Ranged defense.
If you're perma dom, you don't really need perma Indom Will.
I've never been a huge Psi Tornado fan. Or WoC fan.
/Ice and /Fire APPs are just so tasty to me by comparison.
